PROMOTION OF THE GENERAL WELFARE AND PROSPERITY OF THE VILLAGE OF BERTRAND, PHELPS COUNTY, NEBRASKA AND IT'S SURROUNDING TERRITORY, AND THE STIMULATION OF PUBLIC SENTIMENT TO THESE ENDS.
