	Legal council/research activities - protection of flight test frequencies against interference from other operations; representation of aerospace manufacturers interests in preserving spectrum allocated for flight testing; coordination with State Department, FCC, Department of Commerce for US - Canadian Bi-Lateral agreements for flight test frequencies; coordination with Department of Defense and National Telecommunications and Information Administration regarding spectrum reallocations associated with legislation. These activities benefited the membership, the flight test community, manufacturers of aircraft and their major components and the aviation industry.

Coordinations were performed for all qualified applicants (qualifications set by the Federal Communications Commission). Software is required to conduct the coordination activities and this expense represents the maintenace agreement for the software.
