The statute of limitations does not apply to unfiled returns. The Association believes that all required returns have been filed. In the event it would be required, the Association would recognize interest accrued related to unrecognized tax benefits in interest expense and penalties in operating expenses. Part I, Line 2:

The use of grant funds given to the National Asphalt Pavement Association is monitored through regular updates from the programs supported - Asphalt Pavement Alliance(APA) and Pavement Economic Fund(PEC). These updates are provided at meetings and during conference calls. The Executive Director and the Technical Director are actively involved on committees within APA and PEC. Scholarship assistance to individuals is monitored through the requirement of those individuals to sign a scholarship fund agreement. This agreement requires the individuals to apply the funds soley to costs incurred in connection with matriculation at the educational institution stated in their application. Permissible costs are defined as tuition, room and board, the purchase or rental of books and supplies, and student fees.

Form 990, Part VI, Section A, line 3	The Organization has delegated control over management duties to Leading Edge Government Relations. Leading Edge provided finance and administration; membership recruitment and retention; communications and publications; media, public and industry relations; and government relations. The Organization's Executive Director, Kevin Monoco, is employed and compensated by Leading Edge Government Relations. During 2013, the Organization paid $58,000 to Leading Edge for its' management services.
Form 990, Part VI, Section A, line 6	All classes of membership either elect or appoint representatives to the board of directors.
Form 990, Part VI, Section A, line 7a	Membership in the association falls into 5 categories as follows: Hot Mix Asphalt Producers, Hot Mix Asphalt Producer-Contractors, Installation Contractors, Asphalt Cement Suppliers, and Associate members. The HMA producers appoint one person from their organization to represent them on the board. HMA producers with seven or more plants have the option of two voting members on the board if they so choose. All members in the installation and associate member categories vote for their categories representative(s) on the board. The asphalt cement suppliers board representative is decided on an alphabetical, annual rotating basis.
