Facts And Circumstances Test
As shown in Schedule A, Mariposa's public support for the five tax years ended June 30, 2013 is well above the minimum 10% requirement. Therefore, Mariposa normally receives a substantial amount of governmental and public support. (These figures do not include the significant governmental support Mariposa receives from public schools in the form of fees for services.) Mariposa actively solicits additional public and governmental support in a number of different ways. It maintains an active program for community engagement - participating regularly in community workshops and presenting programs to community organizations. On a regular basis, Mariposa sponsors receptions and open houses to allow members of the community to learn more about the programs that Mariposa offers to educators and parents. Mariposa regularly collaborates with other organizations and academic institutions (including Johns Hopkins Univeristy and Loyola Maryland University) to build awareness of its programs among potential clients and donors. Most importantly, Mariposa generates considerable governmental support in the form of fees for services - earned support rather than contributed support. Mariposa's private funders include the Fund for Educational Excellence and the Abell Foundation, both strong supporters of public education in Baltimore. Mariposa has also received direct support from Rhoda's Place, The Charles Crane Foundation, the Serini Foundation, The Goldsmith Family Foundation, and the Muller Foundation. Indirect support has been received from the Weinberg Foundation. Four different and completely unrelated families represented on the board have contributed in excess of $20,000 each to Mariposa over the last five years. Of the four families noted above, three families are extensively engaged in Baltimore educational institutions, the arts, and worldwide social ministries. The fourth family includes the co-founders of Mariposa. Other board members have included the head of the local YMCA, executives of for-profit educational companies familiar with the markets served by Mariposa, professional educators, school counselors, and the head of a major local marketing firm serving a national client base. None of Mariposa's donors or trustees has a direct or indirect financial relationship with the organization other than the CEO/co-founder's relationship as an employee. A significant portion of Mariposa's programs are delivered to public school systems, in particular Baltimore City Public Schools. In the last five years, Mariposa has provided over $100,000 in services to Baltimore City Public Schools, as well as public charter schools within the City of Baltimore. Over $30,000 in additional services have been provided to private schools in and around Baltimore. Some of the public school work and most of the private school work is focused on parents of school children. Mariposa is constantly engaged in community activities seeking to form relationships with other public and private school systems as well. While Mariposa usually offers training through sponsoring organizations, Mariposa also regularly offers "open cohort" sections of its educator and parent training programs that are open to the public.
