THESE ARTIFACTS ARE ON DISPLAY TO EDUCATE THE PUBLIC BY RAISING EQUINE AWARENESS. THE ASPCA MOBILE SPAY/NEUTER PROGRAM HAS SIX MOBILE VETERINARY VANS PROVIDING SPAY/NEUTER SURGERIES AND IT OPERATES IN THE FIVE BOROUGHS OF NEW YORK CITY; IT CONTINUES TO OFFER FREE AND LOW-COST SPAY/NEUTER SERVICES TO THE UNDERSERVED. SPAY/NEUTER SURGERIES NOT ONLY SERVE TO CONTROL ANIMAL OVERPOPULATION, BUT ARE OFTEN MEDICALLY BENEFICIAL FOR ANIMALS PLACING THEM AT LOWER RISK FOR INFECTION AND DISEASE. IN ADDITION TO THE MOBILE CLINICS, THE SPAY/NEUTER TEAM OPERATES THE STATIONARY SPAY/NEUTER CLINIC IN GLENDALE, NY, WHICH PRIMARILY SERVES NEW YORK CITY'S RESCUE COMMUNITY. IN 2013, SPAY/NEUTER OPERATIONS PERFORMED OVER 35,000 SPAY/NEUTER SURGERIES ON CATS AND DOGS. FORM 990, PART III, LINE 4B PUBLIC EDUCATION & COMMUNICATIONS (EXPENSES: 33,009,627) provides information to more than 2,000,000 supporters and creates public awareness of animal related issues. In 2013, the ASPCA sent myriad program messages to supporters, providing information about animals and ways people can take action on behalf of animals. We provided daily social media postings to more than 1,000,000 supporters. The ASPCA had more than 40,000,000 visits to our website in 2013. We distributed more than 2,000,000 copies of our member magazine, ASPCA Action, and 40,000 copies of our Annual Report. The ASPCA also provides educational content to members and potential members through our advertising and fundraising materials. National and local news coverage of the ASPCA positioned the organization as an expert in animal welfare issues with visibility in high-profile media outlets in 2013. A driving theme of our communications was how the ASPCA intervened on behalf of animals in critical need. The organization's anti-cruelty media exposure spiked to the highest level in seven years, increasing 58% in 2013 compared to 2012. Media coverage of the ASPCA Field Investigation and Response (FIR) team's participation in a multi-state federal dogfighting raid accounted for one-third (33%) of the organization's anti-cruelty exposure. News citing other FIR animal rescue operations also successfully communicated the ASPCA's anticruelty message, including a dogfighting raid in Missouri, a puppy mill raid in Missaukee County, Michigan, and a dogfighting raid in Bronx, New York. The ASPCA's endorsement of anti-cruelty bills and laws earned a significant amount of visibility in the media in 2013. Exposure associated with government relations activities reached a seven-year high in 2013, increasing by 42% versus 2012. Anti-cruelty legislation generating significant media visibility for the ASPCA in 2013 included ag-gag, horse slaughter, tail docking, puppy mills and dogfighting. Another programmatic priority-saving lives through adoptions-was a topic that generated high media visibility for the ASPCA. Traditional media covering adoptions jumped by 68% versus 2012, reaching a seven-year high. The ASPCA's efforts to reunite or find homes for 300 pets that were displaced due to Hurricane Sandy generated more media exposure than any other adoption campaign or event in 2013.
FORM 990, PART III, LINE 4C ANTI-CRUELTY PROGRAMS (ANTI CRUELTY EXPENSE: 22,496,215) THE ASPCA BEHAVIORAL REHABILITATION CENTER, WHICH OPENED IN THE SPRING OF 2013, IS THE COUNTRY'S FIRST FACILITY DEDICATED SOLELY TO REHABILITATING UNDERSOCIALIZED, FEARFUL CANINE VICTIMS OF PUPPY MILLS, HOARDING AND OTHER CRUELTY CASES. THE CENTER IS HOUSED AT A NEWLY CONSTRUCTED STATE-OF-THE-ART WING OF ST. HUBERT'S ANIMAL WELFARE CENTER WHERE DOGS UNDERGO A 10-12 WEEK SPECIALIZED TREATMENT PROGRAM DESIGNED TO IMPROVE QUALITY OF LIFE AND INCREASE ADOPTABILITY. THE ASPCA EXPANDED OUR FARM ANIMAL WORK, INCLUDING THE DEBUT OF THE ASPCA'S "TRUTH ABOUT CHICKEN" CAMPAIGN, THE GOAL OF WHICH IS TO IMPROVE THE LIVES OF NEARLY 9 BILLION CHICKENS RAISED FOR MEAT IN AMERICA EACH YEAR. MUCH OF THE CAMPAIGN'S INITIAL EFFORTS WERE FOCUSED ON INCREASING AWARENESS END EDUCATING AND ENGAGING THE PUBLIC ABOUT THE WELFARE ISSUES SURROUNDING MODERN CHICKEN FARMING. IN SEPTEMBER, WE LAUNCHED A WEBSITE, TRUTHABOUTCHICKEN.ORG, THE CENTERPIECE OF WHICH WAS A DIGITAL PETITION DIRECTED TOWARDS THE CHICKEN INDUSTRY ASKING FOR SLOWER-GROWING CHICKENS RAISED IN BETTER CONDITIONS. THE ASPCA FIELD INVESTIGATIONS AND RESPONSE (FIR) TEAM CONDUCTED 50 INVESTIGATIONS, FILED 509 CRIMINAL CHARGES, RESCUED AND/OR ASSISTED 10,995 ANIMALS IN 2013. IN MARCH 2013, THE FIELD INVESTIGATIONS AND RESPONSE TEAM ASSISTED THE FEDERAL BUREAU OF INVESTIGATION AND LOCAL LAW ENFORCEMENT AGENCIES IN A MULTI-STATE DOG FIGHTING INVESTIGATION THAT RESULTED IN THE SEIZURE OF NEARLY 100 ANIMALS. THE DOGS WERE REMOVED, PROCESSED AND CARED FOR BY THE ASPCA UNTIL THEY WERE READY TO BE PLACED WITH PARTNER SHELTERS FOR ADOPTION. IN AUGUST 2013, AT THE REQUEST OF CERTAIN UNITED STATES ATTORNEYS' OFFICES AND THE FBI, THE TEAM PARTICIPATED IN A MULTI-STATE DOG FIGHTING INVESTIGATION, WHICH WAS THE SECOND-LARGEST DOG FIGHTING CASE IN U.S. HISTORY. THIS INVESTIGATION RESULTED IN 30 FEDERAL INDICTMENTS. IN 2013, THE ASPCA'S HUMANE LAW ENFORCEMENT (HLE) DEPARTMENT AND THE NEW YORK CITY POLICE DEPARTMENT [NYPD] ESTABLISHED A FIRST-OF-ITS-KIND PARTNERSHIP THAT PROVIDES ENHANCED PROTECTION TO NEW YORK CITY'S ANIMALS BY CAPITALIZING ON THE STRENGTHS AND EXPERTISE OF BOTH ORGANIZATIONS. UNDER THE AGREEMENT, THE NYPD ASSUMES RESPONSIBILITY FOR RESPONDING TO ALL ANIMAL CRUELTY COMPLAINTS IN THE FIVE BOROUGHS OF NEW YORK CITY, ESSENTIALLY MOBILIZING THE NYPD'S 34,000 PLUS MEMBERS IN ALL 77 POLICE PRECINCTS TO BECOME ANIMAL CRUELTY RESPONDERS, ENFORCERS, AND EDUCATORS. SIMULTANEOUSLY, THE ASPCA HAS EXPANDED OUR DIRECT CARE AND FORENSICS CAPABILITIES TO ASSIST LAW ENFORCEMENT OFFICIALS AND PROVIDE CRITICAL SUPPORT FOR VICTIMS OF ANIMAL CRUELTY, INCLUDING FORENSIC EVALUATIONS, MEDICAL TREATMENT, BEHAVIORAL ASSESSMENTS, HOUSING AND PLACEMENT, AS WELL AS BACKUP LEGAL SUPPORT AND EXTENSIVE TRAINING. FOR CASES OUTSIDE OF THE CRIMINAL JUSTICE SYSTEM, THE ASPCA CRUELTY INTERVENTION ADVOCACY [CIA] PROGRAM DELIVERS SOLUTIONS THAT ADDRESS THE ROOT CAUSES OF SUFFERING, INTERVENING IN HOARDING CASES AND PROVIDING CRITICAL RESOURCES TO PET OWNERS WHO FIND THEMSELVES AND THEIR ANIMALS IN UNSTABLE SITUATIONS. In 2013, the ASPCA Government Relations department successfully lobbied to ensure that the language prohibiting the operation of horse slaughter plants in the U.S. was included in the FY 2014 federal Agriculture Appropriations bill. This victory blocked plans to open horse slaughter plants in several states. The ASPCA also worked to close the loophole in the Animal Welfare Act (AWA) that enabled commercial dog breeders who sell puppies directly to the public, including online, to evade all federal oversight. Our federal team met with White House officials, the U.S. Department of Agriculture (USDA) and members of Congress to press for this reform. The ASPCA also worked at the state level to crack down on puppy mills by passing laws requiring commercial dog breeders to be licensed, inspected and meet basic standards of care for their dogs, banning sales of animals at swap meets, providing remedies for consumers who purchase sick puppy mill puppies from its stores, and allowing for local governments to regulate puppy mills. In 2013, 663,975 emails were sent directly to lawmakers by the ASPCA advocacy Brigade. The ASPCA's state legislative team helped lead the charge against the passage of "ag-gag" bills around the nation. All 15 ag-gag/anti-whistleblower bills that were introduced during 2013 legislative sessions were defeated. The ASPCA's federal legislative team also came to the defense of farm animals by working to expel the dangerous "King Amendment" from the Farm Bill. If passed, the amendment would have decimated state animal cruelty laws across the country by preventing states from passing and enforcing their own laws regarding the production of "agricultural products", which could include not only farm animals but dogs in puppy mills.
FORM 990, PART III, LINE 4D COMMUNITY OUTREACH (EXPENSES: 38,690,435 GRANTS EXPENSE 16,929,404) WE PROVIDE EXTENSIVE OUTREACH, EDUCATION, AND TRAINING PROGRAMS, AND OTHER RESOURCES TO COMMUNITIES THROUGHOUT THE UNITED STATES THROUGH OUR COMMUNITY OUTREACH PROGRAM. IT ALSO INCLUDES THE ANIMAL ADOPTIONS CENTER IN NEW YORK CITY, OUR STATE-OF-THE-ART FACILITY PROVIDING AFFORDABLE VETERINARY CARE TO THE PUBLIC'S DOGS AND CATS AS WELL AS TO HOMELESS ANIMALS. IN 2013, THE ASPCA ADOPTION CENTER FOUND HOMES FOR 3,398 CATS AND DOGS, AND RECEIVED THE TRANSFER OF 1,076 AT CATS AT RISK OF EUTHANASIA FROM THE ANIMAL CARE & CONTROL OF NEW YORK CITY. THE FACILITY ALSO WELCOMED 19,534 HUMAN VISITORS, EMPLOYED 547 ACTIVE VOLUNTEERS WHO LOGGED 41,872 VOLUNTEER HOURS. MORE THAN 1,400 WERE ANIMALS PLACED IN TEMPORARY HOMES THROUGH OUR CRITICALLY IMPORTANT FOSTER PROGRAM. THE ASPCA'S ANIMAL RELOCATION AND TRANSPORT (ART)TEAM FOCUSES ON SAVING LIVES BY HELPING ORGANIZATIONS RELOCATE ANIMALS FROM AREAS OF OVERSUPPLY TO PLACES WHERE THERE ARE FEW, IF ANY, SIMILAR ANIMALS IN SHELTERS FOR ADOPTION. DURING 2013, ART AWARDED OVER $1 MILLION IN GRANTS, INCLUDING GRANTS FOR 11 RELOCATION VEHICLES TO ORGANIZATIONS ACROSS THE UNITED STATES, AND DIRECTLY COORDINATED 36 TRANSPORTS RESULTING IN 1,309 ANIMALS MOVING FROM AREAS OF OVERSUPPLY TO AREAS WHERE THEY WOULD MOST LIKELY BE ADOPTED. IN JULY 2013, ART LAUNCHED THE MOVING ANIMALS PLACES (MAP) PROGRAM, AN INTERACTIVE AND FREE WEB-BASED MAP APPLICATION THAT CONNECTS ANIMAL SHELTERS ACROSS THE COUNTRY. IN LESS THAN ONE YEAR, MAP REPORTED 420 MEMBERS IN 47 STATES AND PUERTO RICO, 616 CONNECTIONS BETWEEN SHELTERS, AND 491 ANIMALS TRANSPORTED. THE ASPCA PARTNERSHIP WORKED WITH EIGHT PARTNER COMMUNITIES ACROSS THE COUNTRY. DURING 2013, THE COMMUNITIES COLLECTIVELY SAVED 87,739 ANIMALS THROUGH ADOPTIONS, RETURNS TO OWNERS, AND TRANSFERS TO RESCUE GROUPS. ALL EIGHT COMMUNITIES EXPERIENCED A DECREASE IN THEIR INTAKE RATES AND EUTHANASIA RATES AND A BIG BOOST IN THEIR EFFORTS TO SAVE THE LIVES OF MORE ANIMALS. THE EQUINE FUND PROVIDES GRANTS AND PROFESSIONAL DEVELOPMENT OPPORTUNITIES TO EQUINE RESCUES AND SANCTUARIES. IN 2013 THE ASPCA AWARDED $1.4 MILLION TO EQUINE RESCUE GROUPS IN 43 STATES. APPROXIMATELY $273,000 SUPPORTED THE RESCUING RACERS INITIATIVE, NOW IN ITS FOURTH YEAR, WHICH AIDS IN THE RESCUE AND REHABILITATION OF RETIRED RACEHORSES. THE EQUINE TEAM HOSTED ASPCA/ROSALIND & FRANKLYN SCHAEFER EQUINE WORKSHOPS ON FUNDRAISING, BOARD DEVELOPMENT, ACCREDITATION AND BEST PRACTICES IN SIX STATES. IN 2013, THE ASPCA GAVE MORE THAN $17 MILLION IN GRANTS TO ANIMAL WELFARE ORGANIZATIONS ACROSS THE COUNTRY. THE ASPCA MADE 1,879 GRANTS TO 1,151 DIFFERENT ORGANIZATIONS IN ALL 50 STATES, THE DISTRICT OF COLUMBIA, PUERTO RICO, AND THE U.S. VIRGIN ISLANDS. GRANTS WERE PROVIDED TO ANIMAL SHELTERS, HUMANE LAW ENFORCEMENT AGENCIES, RESCUE GROUPS, CLINIC AND MOBILE SPAY/NEUTER PROVIDERS AND ACADEMIC INSTITUTIONS, AMONG OTHERS. GRANT MONIES UNDERWROTE ADOPTION EVENTS, ANTI-CRUELTY INITIATIVES, EMERGENCY VETERINARY CARE, DISASTER RESPONSE, SPAY/NEUTER PROGRAMS, EQUINE PROGRAMS AND OTHERS.

FORM 990, PART VI, LINE 15 The Audit Committee of the ASPCA Board is the authorized compensation-setting body that reviews and approves the compensation of the "Disqualified Persons" of the ASPCA. The ASPCA engages an independent compensation expert to conduct a compensation study to assess the reasonableness of each "Disqualified Person's" total compensation in accordance with the rebuttable presumption "safe harbor" provisions of Section 4958 of the Internal Revenue Code. The compensation expert assesses the reasonableness of each person's total compensation based on comparability data for the positions under review and provides such data and analysis to the Audit Committee for its review. The comparability data are drawn from industry surveys and data sources for comparable positions in organizations of similar scope, operating budget, and type. With respect to "Disqualified Persons" other than the President & CEO, the Audit Committee reviews the compensation expert's study and comparability data and the President & CEO's analysis of each individual's performance, deliberates, and votes on whether to approve the total compensation recommendation proposed by the President & CEO. (The person whose compensation is under review is not present and does not participate in the deliberations, except that such person may answer questions that will help the committee in its deliberations.) With respect to the President & CEO, the Audit Committee reviews the compensation expert's study and comparability data, deliberates, and votes on a recommendation for the President's total compensation (including performance bonus), which recommendation it provides to the full Board of Directors. The full Board of Directors assesses the Audit Committee's recommendations and votes whether to approve the total compensation (including performance bonus) for the President & CEO.
