TO PROMOTE AND INTERPRET THROUGH UNITED EFFORTS AND SOUND, ECONOMICAL, EFFICIENT SOCIAL SERVICE PROGRAM, IN ORDER TO RENDER A MORE SKILLFUL SERVICE TO THE PEOPLE OF THE COMMONWEALTH. TO PROMOTE COOPERATION AND UNDERSTANDING BETWEEN THE LOCAL, REGIONAL, AND STATE LEVELS FO THE DEPARTMENT OF SOCIAL SERVICES, AND PUBLIC, PRIVATE AND OTHER GOVERNMENT ORGANIZATIONS.
