Established in 1895, Missions Inc. Programs is a multi-service non-profit organization with a long history of providing services to those who are most in need, each year offering thousands of men and women, whose lives have been severely disrupted by chonic addiction, homelessness, and domestic violence, safety, housing, support services, the opportunity to make real change in their lives. Chemical dependency services are proivded through four programs, Hart House, Mission Detox Center, Mission Lodge, and Smith Lodge, and domestic violence services through the Home Free shelter and community program. In 2013, there were 3,120 admissions to Missions Inc. residential programs and an additional 689 persons served through the Home Free community program. Missions Inc. Programs is located on a 38-acre campus on the north shore of Medicine Lake in Plymouth, MN, with other sites in Plymouth and St. Paul, MN.

Missions, Inc. Programs enables people struggling to meet fundamental human needs to obtain safety and healing to pursue justice in their lives. We fulfill our mission by providing housing and health care for individuals affected by chemical dependency, violence, chronic illness or disability and by advocating for societal changes that will benefit the people we serve. In all our efforts, we affirm human worth and dignity, encourage self-determination, value diversity and promote the basic rights of all individuals.
Form 990, Part III, Line 4a
Missions Inc. provides residential services for men and women who are chemically dependent through its Mission Lodge, Smith Lodge and Hart House programs. In 2013, the programs provided transitional housing and support services to 375 men and women. Located on the main campus of Missions Inc. in Plymouth, MN, Mission Lodge and Smith Lodge provide services for adults who are chronically chemically dependent and most often homeless. In 2013, Mission Lodge, an 89-bed facility, operated at 97% occupancy with 266 admissions and an average stay of 122 days; Smith Lodge, with 19 single occupancy rooms, operated at 98% occupancy, with 26 admissions and an average stay of 254 days. Located in St. Paul, MN, Hart House, a 24-bed facility serving women who are in recovery from chemical dependency, operated at 93% occupancy, with 83 admissions and an average stay of 88 days. Each program is designed to support the residents' successful transition to independent living.

Mission Detox Center provides medically-supervised detoxification and chemical dependency assessment services for adults and adolescents in a 21-bed facility located on the main campus of Missions Inc., in Plymouth, MN. In 2013, Mission Detox Center operated at 96% occupancy with 2,133 admissions and an average stay of three days. Clients are provided information to assist in the identification of chemical use problems and referrals to appropriate community resources for continued support following discharge.

Missions Inc. provides domestic violence services through the Home Free program, providing emergency housing and support services in a 30-bed shelter for battered women and their children, and a coordinated response to domestic violence in 15 northwest Hennepin County municipalities through the domestic assault intervention project. In 2013, the shelter operated at 117% capacity, serving 612 women and children in a safe and supportive environment, where women have the opportunity to explore alternatives to living with violence. Advocates facilitate access to a wide range of services responsive to the needs of the residents, including housing, legal, financial, employment, parenting, and childcare resources. The Home Free domestic assault invervention project provided legal advocacy, educational support groups, information and referral services to 689 victims of domestic violence living in the community.

The Executive Committee is composed of the elected officers of the Organization, the immediate past President and the Executive Director. The Executive Director has no vote. The Executive Committee has the authority of the Board of Directors in the management of the business of the Organization in intervals between meetings of the Board of Directors is subject to the control and direction of the Board of Directors.

The Missions Inc. IRS form 990 is reviewed by the Board of Directors' Finance Committee at its annual audit review meeting and is provided to all members of the Board of Directors for review and approval prior to filing.

Annual disclosure of any interests that could give rise to a conflict of interest is documented at the Board of Directors' annual meeting in April. Review and approval by the Board of Directors is required for any contract or transaction involving an officer or director. Directors and officers with a potential conflict of interest are required to be removed from deliberations and discussions related to such transactions.

Executive Director compensation is subjected to two levels of review by the Board of Directors, the Executive Committee and the full Board of Directors, and is based upon comparable salary data from two independent sources, the MN Council of Nonprofits Salary Survey and Guidestar Compensation Report. These deliberations are comtemporaneously documented in the Board of Directors minutes. The last salary review for the Executive Director position was conducted in 2013. Salaries and salary ranges of other key employees are determined by the Executive Director based upon comparable salary data from the Minnesota Council of Nonprofits Salary Survey. Salary reviews for positions were conducted in 2013.
