Early Head Start National Resource Center - Early Head Start (EHS) is a federally funded community-based program serving low-income families with infants and toddlers and pregnant women. Its mission is simple: to promote healthy prenatal outcomes for pregnant women, to enhance the development of very young children, and to promote healthy family functioning. EHS has 1,100 programs which provide EHS child development and family support services in all 50 states, the District of Columbia, Puerto Rico and the U.S. Virgin Islands and serves over 147,000 children under age three. Since the inception of Early Head Start in 1995, ZERO TO THREE has served as the Early Head Start National Resource Center (EHS NRC). We provide technical assistance for EHS programs, technical assistance providers and Federal staff from a national perspective.

Policy Analysis and Technical Assistance. Policy Center - The ZERO TO THREE Policy Center is a nonpartisan, research-based resource for federal and state policymakers and advocates on the unique developmental needs of infants and toddlers. The Policy Center brings to bear ZERO TO THREE's more than 30 years of research-based expertise on infants and toddler development to ensure that public policies reflect best practices and current research in support of our nation's very young children. The Policy Center promotes good health, strong families and positive early learning experiences for all infants and toddlers, with special emphasis on those who are the most vulnerable and in need. The Policy Center advances public policy solutions and investments for the health and development of very young children and their families. This year the Policy Center worked on a strategic policy communications planning process to help determine how to best communicate its priorities to a broad audience. Maternal Infant and Early Childhood Home Visiting Program Technical Assistance Coordinating Center (MIECHV TACC). ZERO TO THREE supports the State Maternal Infant and Early Childhood Home Visiting Programs (MIECHV) grantees' capacity to implement high quality, evidence-based home visiting programs within comprehensive early childhood systems. Technical assistance is designed to improve the performance of state home visiting systems and is delivered by ZERO TO THREE staff through webinars, regional forums, phone consultations and in-depth onsite consultations. National Center on Child Care Professional Development Systems and Workforce Initiatives. ZERO TO THREE supports the National Center on Child Care Professional Development Systems and Workforce Initiatives (PDW) to build state capacity to produce qualified child care professionals across age-ranges, program settings and early childhood. The staff work to support State and Territory efforts to build a well-qualified workforce as described in their Child Care Development Fund Plans.

Professional Education and Program Consultation ZERO TO THREE has a number of special initiatives designed to support professionals who support families with young children, families with young children in child welfare, and military families.. National Training Institute. The National Training Institute (NTI) is ZERO TO THREE's annual multi-disciplinary premiere training event for early childhood professionals. Now in its 28th year, the NTI gathers close to 2,000 professionals to learn the latest research, practice and policy topics related to infants, toddlers and their families. Topics may include brain development, early childhood education, mental health, pediatrics, and child welfare. This past year, ZERO TO THREE offered live webcasts of NTI programming for those interested professionals unable to attend the conference. Center for Training Services. ZERO TO THREE's Center for Training Services (CTS) is funded through small grants and contracts and provides training and materials to infant/family professionals. All materials are evidence-informed and focus on key ZERO TO THREE topics including infant-toddler development, infant mental health, mental health diagnostic tool DC-03R, brain development, early language and literacy, child abuse and neglect prevention, and relationship-based and reflective practice. CTS also provides Preventing Child Abuse and Neglect (PCAN) trainings for trainers Center for Military Families. The Center for Military Families has expanded its support of military families through a special effort focused on Veteran families and their providers. Military Families staff provide ongoing training under the Army's New Parent Support Program - a home visitation service to military families with young children. Military Families is creating interactive parenting education tools for military and veteran families, including a mobile app and vodcasts. Safe Babies Court Teams. ZERO TO THREE's Safe Babies Court Teams helps young victims of abuse and neglect who are served by the child welfare system. ZTT pairs child development specialists with family judges to ensure decision are made and services delivered that best suit the developmental needs of infants and toddlers. ZERO TO THREE operates several Safe Babies Court Team sites around the country that provide evidence-based practices on how the interests of young children are best served in the child welfare system. As a result of these sites, there have been significant changes in systems, increased resource sharing and new collaborative strategies as part of a comprehensive approach to enable courts to address the complex issues of abused and neglected babies.

By consistently providing reliable, science-based resources on how best to promote a young child's health and development, ZERO TO THREE's Parenting Resources has become the "go-to" source for today's busy parents and professionals. It disseminates materials via the Internet, parent e-newsletters, podcasts, pocket videos and the news media. Most materials are available in English and Spanish. This year, Parenting Resources began assisting a company in China to develop curricula for an interactive Parent-Child activity program.

F990_P06_S0B_L12c Form 990, Part VI, Section B, Line 12c The Conflict of Interest policy is issued to all staff as part of the Personnel Policies and Procedures manual. Annual Conflict of Interest disclosure forms are requested of all staff by the Human Resources department. Staff members are advised to notify their supervisor whenever there is an apparent or potential conflict of interest. Any potential conflict of interest situations are first reviewed by the supervisor with the Human Resources director. If a determination is not able to be made as to whether there is a conflict of interest, it then goes to the executive management team for review and determination. Board Members are also asked to review and sign Conflict of Interest statements annually.
F990_P06_S0B_L15 Form 990, Part VI, Section B, Line 15 For the Executive Director, the Board's President, the Vice President and Treasurer conduct the performance review and determine compensation and any salary adjustments. The Board periodically contracts for a compensation study by an independent compensation consultant, which includes an analysis of the like industry comparisons and benchmarks to ensure appropriate compensation levels are maintained. The last compensation study for the Executive Director was conducted in September, 2010 and December, 2013. The Executive Director conducts the performance review for the Chief Financial & Administrative Officer and recommends compensation based that is aligned to salary benchmark data provided by HR from annual salary surveys.
