THE RUBIN MUSEUM OF ART'S PERCENTAGE OF PUBLIC SUPPORT IS 17.94%. THE ORGANIZATION DOES NOT QUALIFY AS PUBLICLY SUPPORTED UNDER THE 33 1/3% TEST. HOWEVER, IT HAS A SOLICITATION PLAN FOR ATTRACTING PUBLIC SUPPORT AND A BROAD REPRESENTATIVE GOVERNING BODY; AND ITS PROGRAM SERVICES DIRECTLY BENEFIT THE GENERAL PUBLIC.
