Facts And Circumstances Test
Part II, Line 17a--The Masonic Charitable Foundation of the Grand Lodge of Maine conducts charitable activities on behalf of the Grand Lodge and all of the local Masonic lodges within the state. The Foundation does not solicit funds from the general public, but it does actively encourage contributions from the lodges and their members. Members are also encouraged to make bequests to the Foundation. Although the Foundation is not a membership organization, the lodges are. Dues are reasonable and membership is available to all economic groups within Maine. There are approximately 21,000 members of the Masonic movement in the state. The organization sponsors several programs which are intended to benefit the community as a whole. The Foundation provides funding, and Masons provide volunteer time. Non-Masons are encouraged to work alongside the Masons in implementing these programs. The CHIP program, Child Identification Program, is a statewide program designed to combat child abduction and assist in finding lost children. It is offered to all Maine communities by the Masons and their affiliated organizations, Eastern Star, Rainbow Girls, DeMolay and Shrine. Volunteers work with law enforcement officers and dental professionals to provide fingerprinting, toothprinting, and videotaping services. During the fiscal year just completed, 533 Masons and 198 non-Masons volunteered at 125 one-two day clinics across the state. 3,123 children were served.The Foundation also provides financial support for activities conducted by local lodges. During the past year, an additional 1,804 Masonic volunteers participated in local community events such as support for:Boy and Girl Scouts (31 volunteers);Project Graduation (83 volunteers);Books for Bikes (641 volunteers);Other community activities (1,049 volunteers)Because of the broad nature of its financial support and volunteer activity, and because of the number and nature of the community activities it conducts and supports, the Foundation believes that it meets the facts and circumstances test of IRC Section 509(a)(1).
