Facts And Circumstances Test
DURING THE COURSE OF NORMAL OPERATION SPORTSMEN FOR CONSERVATION FALLS UNDER SECTION 170(B)(1)(A)(VI) OF THE IRC. THE ORGANIZATION PROVIDES OUTREACH AND EDUCATION TO THE PUBLIC IN AND AROUND GUERNSEY COUNTY, OHIO TO PROMOTE WILDLIFE EDUCATION AND CONSERVATION. MEMBERSHIP COSTS ARE KEPT AT A REASONABLE PRICE SO THAT MEMBERS OF THE PUBLIC HAVE ACCESS TO MEMBERSHIP OF SPORTSMEN FOR CONSERVATION. THE ORGANIZATION HAS BEEN IN EXISTENCE SINCE 1975 AND HAS PROVIDED EDUCATIONAL OPPORTUNITIES TO LOCAL SCHOOLS AND PUBLIC OUTREACH FOR WILDLIFE CONSERVATION. EDUCATIONAL MATERIALS ARE DISBURSED TO THE PUBLIC AND LOCAL SCHOOLS TO HELP SUPPORT ITS OUTREACH PROGRAM AND THE ORGANIZATION IS A FREQUENT SPONSOR OF WILDLIFE RELATED EVENTS. THE OHIO DEPARTMENT OF NATURAL RESOURCES RECOGNIZES THE CONTRIBUTION THAT THE ORGANIZATION HAS TO WILDLIFE CONSERVATION AND EDUCATION AND PROVIDES GRANT FUNDING ANNUALLY. THE ORGANIZATION IS REQUIRED TO USE THOSE FUNDS FOR EDUCATIONAL PURPOSES OR FOR OUTREACH PROGRAMS. AS CAN BE SEEN BY ITS MEMBERSHIP LEVELS THE ORGANIZATION APPEALS TO THE PUBLIC IN THAT IT PROVIDES A MEANS TO EDUCATE THE PUBLIC AND REACH OUT TO THEM TO HELP PROTECT WILDLIFE.
