Activities & Governance 1 Briefly describe the organization’s mission or most significant activities: The International Brotherhood of Electrical Workers (IBEW) represents members who work in a wide variety of fields, including utilities, construction, broadcasting, manufacturing, railroads and government. The IBEW Local Union 304 missions is to organize all workers in the electrical industry, to promote reasonable methods of work, to cultivate feelings of friendship among those of the electrical industry to settle all disputes between employers and employees by arbitration (if possible); to assist each other in sickness or distress; to secure employement; to seek security for the individual; and by legal and proper means to elevate the morale, intellectual and social conditions of our members, their families and dependents, in the interest of higher standard of citizenship.

Part X, Line 2: Financial Accounting Standards Board (FASB) Accounting Standards Codification (ASC) 740-10-05 clarifies the accounting for uncertainty in income taxes recognized in an enterprises financial statements. This topic prescribes a recognition threshold and measurement attribute for the financial statement recognition and measurement of a tax position taken or expected to be taken in a tax return. This topic also provides guidance on de-recognition, classification, interest and penalties, accounting in interim periods, disclosure and transition. The Local has not identified any uncertainties in federal or state income taxes for any open tax years as of December 31, 2012. The Local is no longer subject to federal and state tax examinations by tax authorities for years before 2009. No authorities have commenced income tax examinations as of December 31, 2012.

Form 990, Part VI, Section A, line 6 The Organization is made up of union members of outside and utility electrical workers within the State of Kansas except for work performed in certain Counties or portions thereof. The Board of directors consist of union employees who were either elected by the union members and/or appointed by officers in the executive branch. The meetings of the Board of directors are documented in the minutes prepared and written by the Secretary and approved by the Board of Directors. Any changes in the Union by-laws or consititution require a vote from all of the members. All Union policies (including document retention and conflict of interest) are written in the by-laws and/or constitution of the Local Union 304. All of which are made public upon request and through pamphlets provided to the Union members at the annual meetings. The officers do not have voting rights and only the members listed are allowed to vote. The President votes only if there is a tie. Several of the officers and members receive additional compensation as either an employee or are paid wages for "lost time". The officers that are full time employees of the Organization are P Lira and V Smoot. Smoot and Ericson- officers were each paid $300 as officers and Schneider was paid $720.
Form 990, Part VI, Section B, line 11 The Form 990 is prepared by the accountant's who performed the Organizations' audit after the audit has been issued. The accountant's submit a copy of the Form 990 for review by email. The manager reviews the return for accuracy and permits the accountants to finalize and electronically file return by signing the Form 8879-EO.
Form 990, Part VI, Section B, line 12c See discussion at Form 990, Page 6, Section A, line 6. The BOD have established a conflict of interest statement based on the Organizations by-laws. Any issues related to conflict of interest are discussed at the board of level and determination is made there.

Form 990, Part XII, Line 2c: The audit engagement letter is signed by the business manager after approval by the Board of Directors. Both management and the Board of Director's assumes the responsiblity for oversight of the audit report and any other nonattest services provided by the independent auditors. The Board of Directors is also responsible for signing the requirement management representation letter prior to issuance of the audit report.
