Facts And Circumstances Test
1.DOES A HIGH PERCENTAGE OF THE ORGANIZATION'S SUPPORT COME FROM GOVERNMENTAL UNITS AND THE PUBLIC?YES. DURING THE FIRST TWO YEARS OF OPERATION, TBTA BOARD OF DIRECTORS WAS ENGAGED IN PLANNING THE DEVELOPMENT OF A RADIO MINISTRY. TIME WAS SPENT ON THE DEVELOPMENT OF A BUSINESS PLAN AND DETERMINING WHICH NON-COMMERCIAL FM FREQUENCIES WOULD BE AVAILABLE FOR PURCHASE. IN 2010 AND 2012 THE MINISTRY PURCHASED FREQUENCIES 88.1 AND 88.5, RESPECTIVELY, FROM ALABAMA CHRISTIAN RADIO. WE BEGAN BROADCASTING 88.1 IN FEBRUARY, 2011 AND 88.5 IN FEBRUARY, 2012. THE LOW PUBLIC SUPPORT WAS THE RESULT OF THE PUBLIC NOT BEING FAMILIAR WITH NEW STATIONS. TBTA MINISTRIES HAS CONTRACTED WITH SALES REPRESENTATIVES TO SOLICIT UNDERWRITING AND DONATIONS FOR THE MINISTRY (SOMETHING THAT WE DID NOT PURSUE VIGOROUSLY FROM 2010-2012). ALSO, DURING 2013 AND BEYOND, WE WILL SCHEDULE TWO FUNDRAISING EVENTS ON THE RADIO TO SOLICIT UNDERWRITING SUPPORT AND DONATIONS. WE ARE CONFIDENT THAT THE ABOVE ACTION WILL INCREASE OUR PUBLIC CONTRIBUTIONS TO ABOVE THE 33% LEVEL. THE PUBLIC SUPPORT PERCENTAGE OF TOTAL REVENUE INCREASED FROM 16.52% IN 2012 TO 50.94% IN 2013, RESULTING IN A FOUR YEAR AVERAGE OF 32.10%.2. IS THE 10% TEST SATISFIED BY SUPPORT FROM GOVERNMENTAL UNITS AND FROM A NUMBER OF UNRELATED DONORS (AS OPPOSED TO SUPPORT FROM MEMBERS OF A SINGLE FAMILY)?YES.3. DOES THE ORGANIZATION'S GOVERNING BODY REPRESENT THE BROAD INTERESTS OF THE PUBLIC RATHER THAN THE PERSONAL OR PRIVATE INTERESTS OF A LIMITED NUMBER OF DONORS?YES. NONE OF THE BOARD MEMBERS RECEIVE ANY TANGIBLE BENEFITS FROM THE MINISTRY OR THE MUSIC BEING BROADCAST. THE MEMBERS RECOGNIZE THAT TODAY'S TEENS AND YOUNG ADULTS ARE BEING BOMBARDED WITH MUSIC (ROCK, ALTERNATIVE, HIP-HOP, ETC.) THAT PROMOTES MANY OF THE ILLS THAT ARE TEARING OUR SOCIETY APART (BLATANT DRUG ABUSE, ALCOHOLISM, LOVE OF MONEY, PROMISCUOUS SEXUAL ACTIVITY, ETC.). TBTA ORGANIZERS DECIDED TO DO SOMETHING ABOUT IT BY CREATING A RADIO STATION NETWORK THAT PLAYS POSITIVE AND ENCOURAGING MUSIC AIMED AT TODAY'S TEENS AND YOUNG ADULTS. PREFERENCE WISE, THIS GENRE OF MUSIC IS NOT THE FAVORITE OF ANY OF THE CURRENT BOARD MEMBERS. DURING THE FIRST THREE YEARS OF OPERATION (2010-2012), THE BOARD MEMBERS WERE CONCERNED WITH LAYING THE GROUNDWORK FOR THE MINISTRY. THE MINISTRY PLANS TO EXPAND THE BOARD MEMBERSHIP TO FIVE OR SEVEN MEMBERS. ONE NEW BOARD MEMBER WILL BE SELECTED FROM THE TUSCALOOSA/NORTHPORT/ MOUNDVILLE AREA WHICH IS SERVED BY 88.5. A SECOND MEMBER WILL BE SELECTED FROM THE ANNISTON/OXFORD/TALLADEGA/SYLACAUGA/ALEXANDER CITY AREA WHICH IS SERVED BY 89.7 (A STATION WITH WHICH THE MINISTRY CURRENTLY HAS A LEASE/PURCHASE ARRANGEMENT). A THIRD MEMBER WILL BE SELECTED FROM THE LEEDS/MOODY/SPRINGVILLE/ASHVILLE AREA WHICH IS SERVED BY 88.1. ALL NEW MEMBERS WILL BE BUSINESS OR CIVIC LEADERS WHO HAVE A PASSION FOR HELPING TEENAGERS AND YOUNG ADULTS.4. DOES THE ORGANIZATION PROVIDE FACILITIES OR SERVICES DIRECTLY FOR THE BENEFIT OF THE GENERAL PUBLIC ON A CONTINUOUS BASIS?YES.
