OTHER PROGRAM SERVICES 4: LEGISLATIVE OUTREACH California ReLeaf monitors state and federal legislation for opportunities to influence public debate and policy related to urban forestry. Through our website, newsletter, emails and action alerts, we ensure that our Network members are aware of what is happening at the state and federal level, with information for how local groups can make their voices heard. California ReLeaf staff continued communication with multiple environmental partners on policy priorities during the reporting period with specific focus on highlighting urban forestry in 2014 cap and trade discussions and the potential 2014 water bond/park bond. The June 2014 news regarding the Governors approved budget reflected months of hard work on the part of California ReLeaf staff, Network members, and other ReLeaf partners. Translating these funding opportunities to the Network groups will be the number on priority over the next months.ReLeaf met with partners and members of the California Air Resources Board (CARB) to discuss the draft 2013 Scoping Plan that was released in October and highlights urban forestry as a GHG reduction mechanism in the Natural Resources Sector. The California Energy Commission released and approved its Final draft for Proposition 39 implementation. The CEC has confirmed with CA ReLeaf that tree planting is still eligible and nonprofits will be eligible partners with schools. At a national level, staff is the Alliance for Community Trees Policy committee Chair, and has worked to engage groups in strategic ways to increase USFS urban and committee forest funding in the Presidents budget. Strategic PartnershipsCalifornia ReLeaf staff participated in the following strategic partnerships:- California Urban Forestry Advisory Committee representative- WC-ISA conference, exhibitor- Transform, invited presenter on Urban Forestry and sustainable community strategies- League of California Cities, invited presenter on Urban Forestry and community funding- UCLA Luskin Center Task Force participant, working to inform the State Administration on how to best use cap and trade funds for disadvantaged communities- Transportation, Housing, and Environment Network, invited presenter on cap and trade funding for sustainable communities- Inauguration of House Speaker Toni Akins, invited guest- Finally, ReLeaf staff worked with California Urban Forest Council to effectively work together on public policy matters, specifically on the water bond.(No public funds were used to pay for any advocacy activities.)
