| CORE FORM, PART III, STATEMENT OF PROGRAM SERVICE ACCOMPLISHMENTS | Background ========== Kimball Medical Center ("KMC") is a general medical and surgical hospital. KMC is recognized by the IRS as an internal revenue code section 501(c)(3) tax-exempt organization. Pursuant to its charitable purposes, KMC provides medically necessary healthcare services to all individuals in a non-discriminatory manner regardless of race, color, creed, sex, national origin, religion or ability to pay. Moreover, KMC operates consistently with the following criteria outlined in IRS revenue ruling 69-545: 1. KMC provides medically necessary healthcare services to all individuals regardless of ability to pay, including charity care, self-pay, Medicare and Medicaid patients; 2. KMC operates an active emergency department for all persons which is open 24 hours a day, 7 days a week, 365 days per year; 3. KMC maintains an open medical staff, with privileges available to all qualified physicians; 4. Control of KMC rests with its Board of Trustees and the Board of Trustees of Barnabas Health, Inc. Both boards are comprised of independent civic leaders and other prominent members of the community; and 5. Surplus funds are used to improve the quality of patient care, expand and renovate facilities and advance medical care, programs and activities. The operations of KMC, as shown through the factors outlined above and other information contained herein, clearly demonstrate that the hospital provides substantial community benefit and that the use and control of KMC is for the benefit of the public and that no part of the income or net earnings of the organization inures to the benefit of any private individual nor is any private interest being served other than incidentally. KMC's sole corporate member is Barnabas Health, Inc. ("BH"), a tax-exempt New Jersey non-profit parent corporation. BH is a tax-exempt integrated healthcare delivery system consisting of a group of affiliated healthcare organizations. This integrated network of healthcare providers throughout the state of New Jersey provides substantial community benefit. The sole member or stockholder of each entity is either BH or another BH affiliate controlled or owned by BH. KMC, like its corporate parent, is a not-for-profit organization. BH is the largest multi-hospital system in New Jersey and provides substantial community benefit. BH consists of free-standing acute care hospitals, a free-standing psychiatric hospital, Medicare-certified home healthcare and hospice programs, multi-specialty ambulatory care facilities, primary care centers, outpatient behavioral health centers, and other entities. BH provides medically necessary healthcare services to all individuals regardless of ability to pay. Moreover, BH provides healthcare services to patients who meet certain criteria defined by the New Jersey Department of Health and Senior services without charge or at amounts less than established rates. BH maintains records to identify and monitor the amount of charity care it provides. These records include the amount of charges foregone for services and supplies furnished under its charity care policy. Hospital Statistical Information ================================ KMC is a 330-bed fully accredited non-profit acute care hospital dedicated to providing the finest medical and healthcare services to the residents of Ocean County and the surrounding areas. KMC is located in Lakewood, Ocean County, New Jersey. KMC serves a diverse urban population including a proportionately higher mix of elderly and uninsured/underinsured communities. During 2013, KMC serviced nearly 10,300 inpatients and 45,214 emergency visits. The emergency room is open to all individuals 24 hours a day, 7 days a week, and 365 days a year. Accomplishments/Milestones/ Recognitions/Awards =============================================== KMC has been recognized with distinguished awards for clinical excellence. The Emergency Department at Kimball Medical The emergency department treats approximately 50,000 patients annually, utilizing the most modern technology coupled with a total focus on patient and family satisfaction. The emergency department has revolutionized how patients are treated in modern healthcare settings by expediting the process which patients must undergo prior to receiving medical treatment. The main emergency department includes 31 treatment bays, all equipped with the latest in cardiac monitoring equipment, including specialized rooms for trauma, orthopedics, ear/nose/throat, obstetrics/gynecology, pediatrics, suturing and psychiatric emergencies. The staff is focused on respecting the individual needs of all adult and pediatric patients. KMC is a state-designated primary stroke center and Joint Commission certified chest pain center and has Ocean County's only psychiatric emergency screening program. In June 2012, Kimball opened a new Pediatric Emergency Services Program in collaboration with The Children's Hospital at Monmouth Medical Center. Kimball's new Pediatric Emergency Services program allows children with urgent medical illnesses to receive the immediate specialty care they require from emergency medicine physicians, with in-house board-certified neonatologist and pediatrician consultation 24 hours a day, 7 days a week. The Center for Wound Healing Every year, chronic wounds caused by diabetes, poor circulation and related conditions keep three to five million Americans from enjoying life. The Center for Wound Healing and hyperbaric medicine applies proven wound care practices and advanced clinical approaches including hyperbaric oxygen therapy (HBOT) to help heal patients suffering from chronic wounds. Additionally, our center frequently participates in clinical trials utilizing the latest wound care products available. 3. The Mother-Infant Pavilion Committed to the highest level of medical care for obstetrical services, the mother-infant pavilion helps to deliver nearly 1,000 of our littlest patients each year. KMC provides a comfortable and supportive setting for labor and delivery and a private unit for post-partum care. Our facilities also include a fully-equipped operating suite for cesarean births, 24-hour anesthesiology and in-house neonatology. KMC's mother-infant pavilion has the lowest cesarean-section birth rate in the state of New Jersey and one of the lowest in the nation. Kimball's low cesarean section rates are attributable to the team approach taken to pregnancy - midwives, doctors, nurses and prenatal specialists all work together to preserve the opportunity for a natural birth for as long as possible. The goal of the Center for Healthy Aging is to provide older adults with easy and convenient access to a variety of healthcare services in their own community and to encourage them to live independently, confidently and happily.
