What is the organization's primary exempt purpose? 1) Provide broad-based advocacy on behalf of commodity trading customers with regards, to the MF Global and PFG Best bankruptcies. 2) Serve as an advocate in Congress and the media to bring attention to issues that affect commodity customers.
Describe the organization’s program service accomplishments for each of its three largest program services, as measured by expenses. In a clear and concise manner, describe the services provided, the number of persons benefited, and other relevant information for each program title.
28 For the period of December 1, 2012 to November 30, 2013, the CCC continued its efforts to recover customer funds to MF Global customers (estimated client recovery 100%). The CCC quickly mobilized in response to the bankruptcy and indictment of Russ Wassendorf of PFGBest for his masterminding and execution of a twenty-year Ponzi scheme. Attorney Koutoulas has worked with Ira Bodenstein (PFGBest Trustee) on the recovery of client funds. The CCC worked with the Internal Revenue Services Office of the Chief Counsel to provide guidance to PFGBest taxpayers on the federal tax treatment of losses sustained by Russ Wassendorfs fraudulent investment scheme (i.e., applicability of Rev. Proc. 2009-20). The CCC has been working on a pilot client insurance protection program with Aon. At the invitation of The House Committee on Agricultural, Forestry, and Nutrition, James Koutoulas and John Roe prepared and presented the CCCs recommendations concerning policy and legislative changes to the Committee on October 2, 2013. The CCC has been active in working with other industry organizations to strengthen client protections (e.g., NFA, FIA, and MFA).
