SEE SCHEDULE OIN 1985, THE WEST VIRGINIA UNIVERSITY RESEARCH CORPORATION (WVURC) WAS CREATED IN ACCORDANCE WITH THE STATE LAW AND WITH THE EXPRESSED PURPOSE TO FOSTER AND SUPPORT RESEARCH AT WEST VIRGINIA UNIVERSITY (WVU). THE CORPORATION IS ORGANIZED EXCLUSIVELY FOR CHARITABLE, EDUCATIONAL, AND SCIENTIFIC PURPOSES, INCLUDING FOR SUCH PURPOSES: (1) TO FOSTER AND SUPPORT RESEARCH AT WEST VIRGINIA UNIVERSITY; AND(2) TO PROVIDE EVALUATION, DEVELOPMENT, PATENTING, MANAGEMENT AND MARKETING SERVICES FOR INVENTIONS BY THE FACULTY, STAFF AND STUDENTS OF WEST VIRGINIA UNIVERSITY.FROM A FUNDING PERSPECTIVE, FEDERALLY SUPPORTED RESEARCH PROGRAMS REPRESENT AN IMPORTANT COMPONENT OF WVURC'S REVENUE BASE. THIS SUPPORT HAS BEEN IMPACTED BY EVENTS SUCH AS INCREASING FEDERAL BUDGET DEFICITS, LOSS OF KEY COMMITTEE LEADERSHIP FOR THE STATE IN BOTH THE US HOUSE AND SENATE AND THE "SPEND DOWN" OF ONE-TIME ARRA STIMULUS FUNDING. THE UNIVERSITY HAS BEEN ACTIVELY COUNTERING THESE CHALLENGES BY STRENGTHENING THE COMPETITIVENESS OF ITS FACULTY FOR GRANTS THROUGH A COMBINATION OF FACULTY TRAINING PROGRAMS AND PROPOSAL DEVELOPMENT ASSISTANCE AND WILL RELY ON WVURC'S INFRASTRUCTURE TO SUPPORT THAT ENDEAVOR. WHILE SECURING FEDERAL SUPPORT IS BECOMING MORE DIFFICULT, THESE STRATEGIES ARE WORKING. IN FY 2013, THE AMOUNT OF EXTERNALLY SPONSORED AWARDS INCREASED FROM $116.8 MILLION TO $137.8 MILLION FROM THE PREVIOUS YEAR, AN INCREASE OF 18%. THIS GROWTH WAS IMPRESSIVE BECAUSE IN FY 13 AN INCREASE IN COMPETITIVE AWARDS WAS NEEDED TO OFFSET DECREASES IN ARRA AND CONGRESSIONALLY DIRECTED FUNDING OF $2.4 MILLION TO APPROXIMATELY $1.0 MILLION AND FROM $3.3 MILLION TO $1.5 MILLION, RESPECTIVELY. THIS INDICATES INCREASING COMPETITIVENESS OF THE FACULTY FOR AWARDS IN A TIME WHEN THE RESOURCES HAVE BEEN BECOMING SCARCER.ADDITIONALLY, THE UNIVERSITY THROUGH WVURC CONTINUES TO EXPAND ITS BASE OF FUNDING FOR THE RESEARCH ENTERPRISE FROM PRIVATE SECTOR SOURCES SUCH AS FOUNDATIONS, CORPORATIONS, AND COLLABORATIONS WITH INDUSTRY. IN 2013 WVURC COMMENCED OPERATIONS OF THE WVU CLINICAL AND PHARMACOLOGICAL RESEARCH CENTER. THIS PROJECT HAS PARTNERED WITH MYLAN PHARMACEUTICALS (THE THIRD LARGEST GENERIC AND SPECIALTY PHARMACEUTICAL COMPANY IN THE WORLD) TO CONDUCT CLINICAL TRIALS.GIVEN THE ECONOMIC OUTLOOK AT THE FEDERAL AND STATE LEVELS, THE UNIVERSITY AND ITS RESEARCH CORPORATION WILL CONTINUE TO BE CHALLENGED TO DEVELOP AND IMPLEMENT INNOVATIVE STRATEGIES TO SECURE AND MAINTAIN EXTERNAL FUNDING. WVURC REMAINS ENGAGED WITH THE UNIVERSITY'S MISSION AND ITS STRATEGIC PLAN AND WILL CONTINUE TO PLAY A CRITICAL ROLE IN IMPROVING THE UNIVERSITY'S COMPETITIVE POSITION IN THE HIGHER EDUCATION MARKETPLACE.

THE WVURC ESTABLISHED A HUMAN RESOURCES COMMITTEE IN APRIL 2010 WHOSE DUTIES INCLUDE ENSURING THAT PROCEDURES FOR APPROVING COMPENSATION ARE FOLLOWED FOR THE ORGANIZATIONS CEO, TOP MANAGEMENT OFFICIALS, OFFICERS AND KEY EMPLOYEES. THIS PROCESS INCLUDES INSURING THAT EACH MEMBER OF THE HR COMMITTEE DOES NOT HAVE A CONFLICT OF INTEREST WITH RESPECT TO THE COMPENSATION ARRANGEMENT. SECONDLY, THIS COMMITTEE RELIES ON COMPARABILITY DATA TO DEMONSTRATE FAIR MARKET VALUE OF THE COMPENSATION IN QUESTION. COMPENSATION FOR EVERY POSITION IS DETERMINED BY SEVERAL FACTORS INCLUDING JOB ANALYSIS AND EVALUATION, THE ESSENTIAL DUTIES AND RESPONSIBILITIES OF THE POSITION, AND SALARY SURVEY DATA ON PAY PRACTICES. WE PERIODICALLY REVIEW OUR SALARY ADMINISTRATION PROGRAM AND RESTRUCTURE IT AS NECESSARY. MARKET AND/OR COMPETENCY BASED ADJUSTMENTS MAY BE WARRANTED BASED ON ONE'S EMPLOYMENT FUNCTIONS, AS DETERMINED BY A CLASSIFICATION REVIEW.
