Explanation
FORM 990, PAGE 2, PART III, LINE 3
IN 2013 THE GRANT COUNTY ECONOMIC GROWTH COUNCIL INCURRED DEBT, A PORTION OF WHICH WAS USED TO PURCHASE A VACANT MANUFACTURING FACILITY AND OTHER REAL ESTATE FOR REDEVELOPMENT PURPOSES. A PORTION OF THE VACANT MANUFACTURING FACILITY WAS MADE SITE-READY AND GRANTED TO A BUSINESS CONCERN FOR CONSTRUCTION OF A NEW MANUFACTURING PLANT, WHICH WILL BRING 400 JOBS TO GRANT COUNTY AND REPLACES JOBS LOST WHEN THE PREVIOUS MANUFACTURING FACILITY WAS CLOSED. ADDITIONALLY, THE REMAINDER OF THE BORROWED FUNDS WERE GRANTED TO THE BUSINESS CONCERN TO ASSIST WITH THE CONSTRUCTION OF THE NEW MANUFACTURING FACILITY.
FORM 990, PAGE 2, PART III, LINE 4A
GRANT COUNTY ECONOMIC GROWTH COUNCIL ENABLES THE CREATION AND RETENTION OF JOBS BY ATTRACTING NEW BUSINESSES TO GRANT COUNTY AND HELPING EXISTING GRANT COUNTY BUSINESSES EXPAND. IN 2013 THE GRANT COUNTY ECONOMIC GROWTH COUNCIL ASSISTED THE CITY OF MARION'S EFFORT TO ATTRACT CAF VALLEY BAKERY'S 48 MILLION INVESTMENT AND 400 JOBS (THE PROJECT) TO GRANT COUNTY. THE CITY OF MARION ISSUED TAX INCREMENT FINANCING BONDS TO RAISE THE MONEY FOR THE PROJECT. PART OF THE BOND PROCEEDS WERE UTILIZED BY THE COUNCIL TO PURCHASE LAND. SUBSEQUENTLY, THE COUNCIL MADE A GRANT OF A PORTION OF THE LAND PLUS CONSTRUCTION COSTS TO THE PROJECT. THE GRANT FOR GRADS PROJECT PROVIDES FINANCIAL ASSISTANCE TO GRADUATES OF UNIVERSITIES, COLLEGES, OR TECHNICAL SCHOOLS WHO AGREE TO LIVE AND WORK IN GRANT COUNTY. THE PROJECT BRINGS LOCAL BUSINESS OWNERS, REALTORS, AND LANDLORDS TOGETHER TO REDUCE THE COST OF LIVING FOR GRADUATES WORKING IN THE COMMUNITY. GRANT FOR GRADS IS AN INITIATIVE OF THE GRANT COUNTY ECONOMIC GROWTH COUNCIL THAT IS ADMINISTERED BY AFFORDABLE HOUSING & COMMUNITY DEVELOPMENT CORPORATION. TOGETHER, THESE ORGANIZATIONS ARE WORKING TO MAKE GRANT COUNTY A BETTER PLACE TO "LIVE, WORK, PLAY, AND STAY", AS THE PROGRAM MOTTO DESCRIBES. THE PROJECT PROVIDES EMPLOYERS WITH SKILLED WORKERS, LANDLORDS WITH RESPONSIBLE AND GAINFULLY EMPLOYED TENANTS, AND REALTORS WITH A LARGER CLIENT BASE. HAVING AN ABUNDANCE OF EDUCATED WORKERS IN THE AREA ALSO PROVIDES INCENTIVES TO BUSINESSES LOOKING TO RELOCATE OR START UP IN GRANT COUNTY. DURING 2013 THE GROWTH COUNCIL ASSISTED 25 INDIVIDUALS WITH THE PURCHASE OF A HOME OR RENTAL ASSISTANCE. THE GROWTH COUNCIL HAS A REVOLVING LOAN FUND FOR LOCAL BUSINESSES IN GRANT COUNTY TO ASSIST WITH ACQUISITION AND DEVELOPMENT OF LAND; CONSTRUCTION, REPAIRS OR MODERNIZATION OF BUILDINGS AND EQUIPMENT; AND/OR STARTUP OPERATING COSTS AND WORKING CAPITAL. THE COUNCIL CURRENTLY LOANS FUNDS TO SEVEN GRANT COUNTY BUSINESSES WITH ONE NEW LOAN MADE IN 2013.
