Explanation:

The Mariah Fund has coordinated efforts with Travel Industry Association of Kansas (TIAK) during the 2013 and 2014 legislative sessions, through meetings with leadership and staff of Kansas Departments of Tourism, Revenue, Commerce; testimony to Committee's in both the Kansas Senate and House of Representatives; and individual and group meetings with legislators, to educate and give advice on two specific issues:1) Kansas Motor Coach property tax assessments - Kansas has been one of five States not participating in the national system of 'Apportioned' licensing of motor coaches. Instead, Kansas assessed an Ad Valorem tax, requiring separate filings and renditions annually. As a result, the motor coach (tourism) industry appeared to be avoiding traveling through Kansas, and thus affecting tourism. The Mariah Fund met with the Kansas Secretary of Revenue and staff in support of change, representing both TIAK and the 22 county tourism region of Southwest Kansas, known as Wild West country, in the role of educating them on the impact of lost tourism revenues due to the motor coaches avoiding Kansas because of the tax. In January, 2014, Kansas modified its commercial vehicle registration, adopting the standard of 'apportioned' plates.2) Kansas prohibition of raffles - Kansas is one of the few States who have not provided a specific exemption for the conduct of charitable raffles. The Kansas Constitution prohibits lotteries, unless exempted. Raffles, as fundraisers for charitable organizations, is a form of lottery prohibited. The Mariah Fund worked with TIAK; testified before both Senate and House Committees; met privately and in group with legislators in support of educating them on the benefits to be derived from modifications to Kansas statutes to allow nonprofit organizations to legally use raffles as a fundraising mechanism. Those efforts led to the passing of a Senate Concurrent Resolution by both the Kansas Senate and House of Representatives to place a ballot measure to Kansas voters in November, 2014 to amend the State Constitution to allow such exemption for nonprofit organizations to conduct fundraising raffles. It is expected to pass statewide by a strong margin of votes.Both of these legislative or regulatory issues affect the intrastate tourism region that the Mariah Fund represents and they meet our mission of continued development of tourism in Kansas through support of nonprofit entities and attractions.The Mariah Fund did not publish or distribute any materials. They participated in advising and educating legislators on the concerns raised, and benefits of changes to Motor Coach taxation and Charitable Raffles.The Mariah Fund made no contribution or gift for the direct benefit of any legislator. The lobbying expenses were for our executive director travel and lodging expenses while in the State Capitol.
