STATEWIDE LOCAL COMMUNITY ORGANIZING - Worked to advance grassroots campaigns to generate government revenue by increasing taxes on the wealthy and corporations at the state and federal level, pass national immigration reform, accept federal funding to expand Medicaid, pass a referendum to establish same-sex marriage, reduce the use of toxic chemicals in consumer products, reduce the influence of money in Maine politics, demonstrate broad public support for protection of programs like Social Security and Medicare and educate voters about the 2013 candidates for legislative office, among others. We are known for our ability to do grassroots organizing and education that reaches more than 100,000 Mainers each year with direct personal contact and quality leadership development work.

Form 990, Part III, Line 3 CHANGE IN PROGRAM SERVICE The Engage Maine Votes program ceased operations in spring 2013. EMV was, from 2007 through early 2013, a collaboration of Maine organizations working in a non-partisan effort to advance progressive public policies. MPA was a host organization to pay the programs expenses.
Form 990, Part IV, Line 34 RELATED ORGANIZATIONS MPA is not reporting a relationship with another exempt organization on Sch R because the definition of related for purposes of this return requires majority Board control that does not exist. While MPA has a close and continuous relationship with Maine Peoples Resource Center MPRC, a 501c3, and shares staff and various costs, the organizations do not control or are not controlled by the other. They have no shared Board members, though the Executive Director was hired by each organization on a half time basis in 2013. As noted on Schedule B, MPA has received 130,000 in Grants from MPRC for civic engagement work in 2013.
Form 990, Part VI, Line 6 7a MAINE PEOPLES ALLIANCE IS A MEMBERSHIP ORGANIZATION. The Members are invited to the annual meeting to elect Board members and can participate in that vote.
Form 990, Part VI, Line 11a PROCESS TO REVIEW 990 the preparer sends Form 990 in draft pdf version to the Executive Director who circulates it to all Board members for comments and approval.
Form 990, Part VI, Line 12c CONFLICT OF INTEREST POLICY Each Board member signs a statement that affirms he/she has received a copy of this policy, understands, and will comply with it. Also, MPA provides the Board a list of proposed and current transactions or arrangements that may create conflicts on no less than a yearly basis.
Form 990, Part VI, Line 15 COMPENSATION THE BOARD LOOKS AT COMPARABLE DATA when determing payroll for the Executive Director. Pay rates and increases for other employees are spelled out in the personnel policy. They are dependent upon number of years of job experience upon entry, then upon annual reviews with raises based on longevity, along with cost of living increases.

Form 990, Part X, Line 15, 17 25 BALANCE SHEET THE ORGANIZATION USES A MODIFIED CASH BASIS of accounting--cash basis with the exceptions of showing accrued payroll taxes and related liabilities, and an annual depreciation entry. Its Other Asset figure also described in Schedule D shows a receivable from its allied 501c3 organization, Maine Peoples Resource Center for shared expenses. The Line 17 Payable Accrual figure represents payroll-related withholdings and accruals, and the Line 25 Other Liabilties represents Funds Held On Behalf of Other Organizations Campaign Vote and Campaign Maine.
