RHSC SUPPORTS TEACHING, RESEARCH ACTIVITIES AND CARE DELIVERY BY EMPLOYING PERSONS TO PERFORM SERVICES ON BEHALF OF ITS SUPPORTED ORGANIZATIONS. RHSC'S EMPLOYEES INCLUDE MENTAL HEALTH PROFESSIONALS, RESEARCHERS, TECHNICIANS, SUPPORT WORKERS AND SECRETARIES, AND SOME MID-LEVEL SERVICE PROVIDERS SUCH AS PHYSICIAN ASSISTANTS. RHSC'S PROVISION OF NON-PHYSICIAN PROVIDERS AND SUPPORT OF RELATED ORGANIZATIONS ARE ESSENTIAL TO ACHIEVE ITS TAX-EXEMPT PURPOSES. RHSC ALSO OPERATES THREE BEHAVIORAL HEALTH PROGRAMS: SAFE ALTERNATIVES, SAFE HOUSE AND HOVANDER HOUSE. II. COMMUNITY BENEFIT ACTIVITIES SAFE HOUSE, SAFE ALTERNATIVES AND HOVANDER HOUSE ARE THREE BEHAVIORAL HEALTH PROGRAMS OPERATED BY RHSC. SAFE HOUSE IS A NINE-BED LICENSED INTENSIVE RESIDENTIAL TREATMENT PROGRAM PROVIDING SUPPORTIVE AND TREATMENT SERVICES FOR UP TO 90 DAYS TO APPROXIMATELY 60 ADULTS PER YEAR WITH MENTAL HEALTH AND CHEMICAL HEALTH DIAGNOSES. EACH YEAR, SAFE ALTERNATIVES ASSISTS OVER 200 ADULTS WITH MENTAL HEALTH AND CHEMICAL HEALTH ISSUES TO FIND SAFE AND AFFORDABLE HOUSING AS WELL AS PROVIDING LONG TERM SUPPORT IN MAINTAINING HOUSING. BOTH SAFE ALTERNATIVES AND SAFE HOUSE PROGRAMS PROVIDE ADULT CASE MANAGEMENT, SHORT- AND LONG-TERM APARTMENTS, SHARED HOUSING, AND WRAP-AROUND SERVICES TO CLIENTS WHO MEET THE CRITERIA FOR THESE SERVICES. ELIGIBILITY CRITERIA CONSIST OF DIAGNOSIS, RESIDENCY, AND APPROPRIATENESS OF THE SERVICE FOR THE PARTICIPANT. A SPECIAL ASSISTANCE ACCOUNT, KNOWN AS THE "MRA PROGRAM," IS USED TO FUND THE SPECIAL NEEDS OF SAFE ALTERNATIVE AND SAFE HOUSE CLIENTS WHO HAVE NO ALTERNATIVE SOURCE OF FUNDING. IN 2013, THE MRA PROGRAM PROVIDED OVER $9,500 IN RENTAL DEPOSITS, GROCERY VOUCHERS, CLOTHING STIPENDS, GIFT CARDS AND TELEPHONE CARDS TO OVER 75 CLIENTS IN NEED. THE MRA PROGRAM ALSO SUPPORTED COMMUNITY ACTIVITIES FOR CLIENTS. HOVANDER HOUSE, WHICH OPENED IN 2003, IS A SHORT-TERM RESIDENTIAL FACILITY DESIGNED TO HELP INDIVIDUALS RECOVERING FROM MODERATE TO SEVERE MENTAL ILLNESS. HOVANDER HOUSE IS STAFFED BY MENTAL HEALTH PROFESSIONALS FROM REGIONS HOSPITAL, AND CAN ACCOMMODATE UP TO NINE ADULTS AT A TIME. IN 2013, HOVANDER HOUSE SERVED 274 ADULTS WITH AN AVERAGE LENGTH OF STAY OF 8.2 DAYS. APPROXIMATELY 30 PERCENT OF PATIENTS REFERRED TO HOVANDER HOUSE DID NOT HAVE INSURANCE. HEALTHPARTNERS IS COMMITTED TO ADDRESSING THE BARRIERS THAT MENTAL HEALTH PATIENTS HAVE IN OBTAINING THE BEST HEALTHCARE AT THE RIGHT TIME AND IN THE RIGHT PLACE. GAPS IN ADEQUATE HEALTHCARE AND MEDICATION COVERAGE ARE ASSOCIATED WITH INCREASED RISK OF PSYCHIATRIC HOSPITALIZATIONS, WHICH CAN COST THE COMMUNITY AN AVERAGE OF $12,000-$15,000 PER HOSPITALIZATION. IN ADDITION TO HELPING PATIENTS TRANSITION INTO THE COMMUNITY, HOVANDER HOUSE HAS SAVED AN ESTIMATED 2,213 INPATIENT HOSPITAL DAYS. RHSC PROVIDES PATIENTS EXPERIENCING MENTAL ILLNESS WITH APPROPRIATE CARE AND SUPPORT FROM MENTAL HEALTH PROFESSIONALS.

EVERY THREE YEARS, UNDER THE DIRECTION OF THE GHI BOARD OF DIRECTORS' COMPENSATION COMMITTEE (COMPENSATION COMMITTEE), A TOTAL COMPENSATION MARKET REVIEW IS COMPLETED. THE REVIEW INCLUDES ALL COMPONENTS OF COMPENSATION; BASE SALARY, ANNUAL INCENTIVES, BENEFITS AND PERQUISITES.
