THE ORGANIZATION HAS ALLOCATED TOWARD LOBBYING ACTIVITY A PERCENTAGE OF COMPENSATION PAID TO ITS EXECUTIVE DIRECTOR OF GOVERNMENT AFFAIRS TO REPRESENT TIME SPENT ADDRESSING FEDERAL AND STATE HEALTHCARE LEGISLATIVE MATTERS. THIS ALLOCATION AMOUNTED TO $3,948 during 2013. SCHEDULE D, PART V; QUESTION 4 The Medical Center has adopted investment policies for its endowment assets that are consistent with the policies and objectives of their overall investments; TO FURTHER THE ORGANIZATION'S CHARITABLE PURPOSES, PROGRAMS AND SERVICES. The assets are invested in a manner that is intended to produce a positive rate of return while assuming a low level of risk. From time to time, the fair value of assets associated with the donor-restricted endowment funds may fall below the level that the donor requires the Medical Center to maintain in perpetual duration. Deficiencies of this nature are reported in unrestricted net assets in accordance with generally accepted accounting principles.

Some of the professionals came from organizations such as the Atlantic County Division of Public Health, Atlantic City Health Department, the Richard Stockton College of New Jersey Public Health Department/Continuing Studies, Atlantic County Jail and United Way of America.

FORM 990, PART III; STATEMENT OF PROGRAM SERVICE ACCOMPLISHMENTS Background ========== Shore Medical Center ("Shore") is a general medical and surgical hospital recognized by the IRS as an internal revenue code 501(c)(3) tax-exempt organization. Pursuant to its charitable purposes, Shore provides medically necessary healthcare services to all individuals in a non-discriminatory manner regardless of race, color, creed, sex, national origin, religion or ability to pay. Moreover, Shore operates consistently with the following criteria outlined in IRS revenue ruling 69-545: 1) Shore provides medically necessary healthcare services to all individuals regardless of ability to pay, including charity care, self-pay, Medicare and Medicaid patients; 2) Shore operates an active emergency department for all persons; which is open 24 hours a day, seven days a week, 365 days per year; 3) Shore maintains an open medical staff, with privileges available to all qualified physicians; 4) Control of Shore rests with its Board of Trustees; which is comprised of independent civic leaders and other prominent members of the community; and 5) Surplus funds are used to improve the quality of patient care, expand and renovate facilities and advance medical care; programs and activities. The operations of Shore, as shown through the factors outlined above and other information contained herein, clearly demonstrate that the medical center provides substantial community benefit and that the use and control of Shore is for the benefit of the public and that no part of the income or net earnings of the organization inures to the benefit of any private individual nor is any private interest being served other than incidentally. Mission statement ================= We care for and respect all patients, their families and each other. Organization overview ===================== Shore Medical Center is a not-for-profit healthcare resource that has served southern New Jersey for more than 70 years. In that time, Shore has become known for providing a compassionate level of service that goes hand in hand with its advanced technology and modern medical facilities. Shore is a 296 bed, not-for-profit acute care medical center located in Somers Point, Atlantic County, New Jersey, approximately 10 miles south of Atlantic City, New Jersey. Shore is licensed and approved by the state of New Jersey to operate as a general acute care hospital providing both inpatient and outpatient services to the community. Founded in 1928 and chartered in 1940 as a not-for-profit corporation, Shore serves the healthcare needs of both the year-round and summer residents of Atlantic and Cape May counties, as well as visitors from other communities and states. Shore has undergone more than fourteen major construction and renovation projects since 1940 to provide necessary facilities and services for its expanding patient population. In 2013, Shore unveiled a new state-of-the-art medical oncology suite on the third floor of its freestanding Cancer Center. The 3,600 square foot expansion features eight spacious infusion therapy bays, three exam rooms, a family waiting room, nutrition center and a fully equipped and stocked pharmacy with a full-time oncology pharmacist. Shore engages the talents and teamwork of the best and brightest people in the industry. Our team of physicians, nurses, technologists, managers, financial experts, Board of Trustees and our affiliates all work together to ensure that the community has access to the best healthcare resources when needed. Shore continues to be accredited by the Joint Commission, the nation's predominant standards setting and accrediting body in healthcare, as a primary stroke center. Shore is also certified by the Joint Commission for its spine surgery and hip and knee replacement programs in recognition of the medical center's strict adherence to quality standards. In 2013, Shore Medical Center was honored by The Joint Commission as a Top Performer on Key Quality Measures, honoring Shore for clinical excellence in the areas of heart attack, heart failure, pneumonia and surgical care. Additionally, the Shore Cancer Center was awarded the "Three Year With Commendation" Accreditation Award by the American College of Surgeons Commission on Cancer (CoC). Only one in four community cancer programs nationwide are qualified to earn this level of approval. In 2013, more than 10,100 patients were admitted to the medical center, and approximately 43,975 were treated in shore's emergency department. Community focused education ============================ Shore's wellness program has been an integral part of the community, offering health education and screenings for more than 20 years. In 2013, thousands of local residents participated in clinical encounters, including nearly 100 blood pressures and more than 1,000 participants in additional health screenings such as vascular and glucose screenings. Shore is the lead agency for the New Jersey Cancer Education and Early Detection (CEED) program in Atlantic County. The program provides cancer screening services at convenient locations within the communities we serve. Shore coordinated 418 breast cancer screenings, 1,040 cervical cancer screenings, 130 colorectal screenings and 63 prostate screenings for the underserved population. In 2013, Shore Medical Center received $538,801 in CEED grant funding for these screenings and matched $99,156. Shore is also THE lead agency for the Comprehensive Cancer Control (CCC) coalitions to provide policy, environmental and system changes in Atlantic and Cape May Counties in an effort to reduce cancer. In 2013, Shore Medical Center received $158,801 for these initiatives. In 2013, 1,426 individuals were part of the education and outreach conducted through CEED and CCC through awareness events, workshops or lectures. Childbirth education, breast feeding, sibling preparation and other programs to welcome a newborn into the family are offered to the entire community. Shore's website provides information on medical center programs, services and physicians. It also offers educational videos, health-focused articles and assessments. Shore's physician finder service is free and available on the internet. The service matches a person's needs such as specialty, location, insurance and office hours to a Shore medical staff physician. Uncompensated care ================== Shore has long been a regional leader in meeting its commitment to the medically underserved members of the community. In addition to its community outreach programs and obstetrical clinic, the medical center provides substantial amounts of uncompensated care to those least able to pay for these services. In keeping with its mission to care for patients, the medical center serves all without regard to ability to pay. In 2013, Shore spent approximately $11.5 million at cost for medical services delivered to these patients. The hospital only received a state subsidy of approximately $1.4 million to offset this amount. Shore recognizes the financial difficulty imposed on the self-pay patient who is least able to afford to pay for healthcare services when billed at the medical center's standard charges. Therefore, the medical center established an innovative policy to address the disparity between hospital-billed charges and the actual cost of providing care to the self-pay patient or under-insured patient. The method adopted is based upon sound accounting principles to determine the actual cost of providing care to patients using a known standard developed for the Medicare cost report. The policy is to apply the most current hospital specific Medicare cost to charge ratio to the self-pay patient's total charge balance and adjust the bill to cost. This adjustment is limited only to those patients not covered by insurance. This ratio is subject to change as determined by the Medicare fiscal intermediary. Patients unable to pay the cost adjusted bill in full are permitted to enter into a hospital-approved payment arrangement. Payment arrangements are determined based upon the financial condition of the patient and paid over time using our existing payment arrangement methodology. As a non-profit healthcare provider, it is shore's responsibility to deliver high-quality healthcare regardless of the patient's ability to pay. Shore is committed to the community that it serves. The challenge of meeting the high costs of providing quality health services is made possible through the dedication of physicians, staff and volunteers.
FORM 990, PART III; STATEMENT OF PROGRAM SERVICE ACCOMPLISHMENTS Affiliations ============ Shore is proud to be affiliated with the world-renowned university of Pennsylvania Health System (UPHS), also known as Penn Medicine, giving Shore physicians and their patients the benefit of clinical research, educational resources, and the latest in medical technology delivered in a community medical center setting through a seamless connection with this Philadelphia health system. Through Shore's affiliation with Penn Medicine, cardiologists from Penn Heart & Vascular provide low-risk cardiac catheterization services on-site in the shore CardioVascular Institute (CVI). Through this arrangement, Shore physicians and the cardiovascular team collaborate with Penn cardiologists to provide comprehensive care of the heart and circulatory system for patients in the southern New Jersey area. Additionally, the affiliation provides emergency services for heart attack patients. The Penn Heart Rescue program supplies emergency airlift for patients in need of heart surgery or emergency angioplasty. Additionally, Shore offers a maternal fetal medicine program with Penn Medicine to care for mothers experiencing high-risk pregnancies. In 2013, Shore revolutionized the practice of intensive care medicine by partnering with Advanced ICU Care, the nation's largest provider of tele-ICU services. This program includes 24/7/365 monitoring of patients by highly trained intensivist physicians who complement Shore's onsite team of expert physicians and nurses to provide exceptional care around the clock. 2013 also saw Shore welcome the expert neonatologists from Onsite Neonatal Partners to its medical staff to provide both neonatal and pediatric care. Shore is also a member of the Jefferson Neuroscience Network and has physicians on staff from the Rothman Institute, enhancing the services already being provided to patients in the areas of orthopedics and neurology. It represents the new look of 21st century cancer care, a comprehensive approach combining clinical excellence with patient comfort and convenience. A blend of leading edge technology and beautiful design, the Cancer Center supports the technical needs of physicians, radiation therapists, nurses and other specialists while providing a convenient, safe, caring and attractive atmosphere of healing, privacy and dignity. Shore's cancer program is supported by the most advanced laboratory, diagnostic imaging and other cancer detection systems, nationally accredited to ensure accuracy and speed when every minute counts. CardioVascular Institute (CVI) ------------------------------ At the Shore CardioVascular Institute, a team of highly trained and experienced doctors, nurses and support staff provide comprehensive cardiovascular health services with a special emphasis on advanced diagnosis, education and prevention. The CVI has brought university-setting cardiac services to the community medical center environment. The CVI concentrates ON a full range of multidisciplinary services in one facility and offers the highest level of care in its low risk diagnostic cardiac catheterization laboratory. The CVI also includes an MRI angiography suite, vascular lab, digital ultrasound, non invasive cardiac testing services and cardiopulmonary rehabilitation. The integration of advanced tools and skilled specialists has also made the Shore CVI the region's most comprehensive program for stroke prevention, limb preservation, detection and treatment of aneurysms, and circulation improvement for inpatients and outpatients. The medical center's vascular diagnostic and therapeutic capabilities include advanced ultrasound computer enhanced imaging in Shore's non invasive vascular lab; and the special procedures suite for procedures such as angioplasty and diagnostic angiography. Emergency Services ------------------ Whether it's a sprained ankle from a run on the boardwalk or a life threatening heart attack, it's comforting to know the emergency staff at Shore is ready, willing and able to help. Shore emergency department physicians are Board Certified in emergency medicine, with training in everything from obstetrics and pediatrics to orthopedics and cardiology. In addition, each one of the medical center's specially trained nurses is certified in the latest life saving techniques and emergency care. About one quarter of Shore's emergency patients are children who require a special kind of emergency care that is different from adults. The medical center's skilled emergency staff is well prepared with knowledge and equipment to care for our youngest patients. Our state-of-the-art Pediatric Care Center provides a kid friendly environment and pediatric emergency specialists to provide the best care for our young patients when they need it most in both emergency and inpatient settings. To assist in triage and enable staff to provide care more efficiently, Shore has set up a fast track triage system in its emergency department to provide treatment for minor illnesses and injuries. Shore is proud to be a member of the Jefferson Neuroscience Network, which allows specialists from Shore and Jefferson to collaborate in a disciplinary approach to evaluation, diagnosis and treatment. The Shore maternal Child Health department (maternal, newborn and pediatric services) provides the community with comprehensive services, from conception to follow up care for mother, baby and family. Approximately 1,055 babies were born at Shore in 2013. Maternity care services at Shore currently include: prenatal outpatient care and referrals; inpatient LDRP (labor, delivery, recovery, postpartum suites) which are beautifully rendered, spacious suites that convey an atmosphere of comfort and relaxation, while at the same time are equipped with everything necessary to ensure the safest and best patient care possible; highly skilled obstetricians and anesthesiologists; experienced, technically excellent and wonderfully nurturing nurses; lactation specialists; an obstetrical clinical educator and an array of support services. Advanced Spine & Orthopedic Institute ------------------------------------- The Shore Advanced Spine & Orthopedic Institute offers a continuum of care within a highly integrated healthcare delivery network that takes patients from diagnosis and treatment through surgery and rehabilitation. Skilled physicians and clinicians assist patients suffering from everyday aches and strains to sports injuries, serious spine and orthopedic injuries and disease, and joint replacement and reconstruction. THE CPA FIRM PREPARED A DRAFT FEDERAL FORM 990 AND FURNISHED IT TO THE ORGANIZATION'S INTERNAL WORKING GROUP, INCLUDING THOSE INDIVIDUALS OUTLINED ABOVE, FOR THEIR REVIEW. THE ORGANIZATION'S INTERNAL WORKING GROUP REVIEWED THE DRAFT FEDERAL FORM 990 AND DISCUSSED QUESTIONS AND COMMENTS WITH THE CPA FIRM. REVISIONS WERE MADE TO THE DRAFT FEDERAL FORM 990 WHERE NECESSARY AND A FINAL DRAFT WAS FURNISHED BY THE CPA FIRM TO THE ORGANIZATION'S INTERNAL WORKING GROUP FOR FINAL REVIEW AND APPROVAL.
