Pikes Peak United Way operates primarily in El Paso and Teller Counties, Colorado. Pikes Peak United Way is dedicated to advancing the common good by not only providing a safety net for basic services, but also preventing tomorrows problems by addressing issues today. Pikes Peak United Way is a local nonprofit organization that brings our community together, focusing our resources on the most critical health and human service needs in the Pikes Peak Region. With the help of countless volunteers, our team diligently works to monitor and understand the unique needs of our community. Pikes Peak United Way partners with local businesses, foundations, nonprofits, local government entities and individual donors so that together, we can strive to create positive, sustained changes in community conditions.2-1-1 Information and ReferralPikes Peak United Way 2-1-1 is an easy to remember, three digit phone number that connects those in need of health and human services to the resources available. The program serves 11 counties: Chafee, Cheyenne, Lincoln, Park, Teller, and El Paso, in addition to the San Luis Valley counties of Alamosa, Conejos, Costilla, Rio Grande and Saguache. Available Monday through Friday from 8am to 5pm, 2-1-1 community specialists assess the critical needs and potential eligibility of each caller to provide referrals to appropriate agencies and services. In partnership with Peak Military Care Network, 2-1-1 also added a dedicated community specialist to its staff to aid veterans, active military and their families in connecting with the resources necessary to maintain their self-sufficiency. By directing people to the right resources and preparing them for their visit, 2-1-1 promotes higher assistance success and decreases frustration. In 2013-2014, 2-1-1 connected over 28,000 individuals/families to the resources they require.

Community Information Systems:The Community Information Systems program manages a computerized data collection application designed to capture client-level information on the characteristics of program and service needs of adults and children experiencing homelessness or at risk of homelessness. The U.S. Department of Housing and Urban Development (HUD) requires communities receiving federal funding to have a local system which they refer to as Homeless Management Information System (HMIS). In El Paso County, we call this our Client Management System (CMS). It provides the required reporting tool for 16 agencies and 90 programs, and covers several entitlement programs: Continuum of Care Homeless Assistance Program (CoC), Emergency Solutions Grants (ESG), Supportive Services for Veterans with Families (SSVF), and Veterans Administration Supportive Housing (VASH).CMS implementation presents the community with an opportunity to re-examine how homeless services are provided, to make informed decisions and to develop appropriate action steps. CMS also allows community stakeholders to build new alliances, strengthen services, meet consumer needs in a more streamlined manner and obtain information to guide future planning. CMS is used for the Homeless Persons Point in Time and Housing/Bed Inventory surveys, two more HUD requirements. CMS is also used to generate required agency-specific and community wide reports such as the Annual Performance Reports required for each program, and the Annual Homeless Assessment Report covering the entire community.In 2013-2014, Strategic Planning Committee became the Interim Governing Board (IGB) and created a formal charter for the Continuum of Care, identified the needs for a permanent Governing Board, and began recruiting board members. These are expected to be adopted in the fall of 2014. The IGB also appointed Pikes Peak United Way to be the CoC Administrator and CoC Collaborative Applicant, as well as continue as the HMIS lead. The IGB also approved the payment of the CoC fees to Pikes Peak United Way as compensation for the work done.Under the direction of the IGB and managed by Pikes Peak United Way, several sub-committees address the planning, priority-setting, and execution of the Continuum of Care work. One important element of this effort is the measurement of progress and review/revision of performance goals for individual programs and for the community. Work also began on a Coordinated Assessment and Housing Placement process for the community.Without this program, our community could forfeit $4.5M in direct funding and over $18M in leveraged funding annually.

Community Impact:In all that Pikes Peak United Way undertakes, collaboration and collective impact are critical. In order to secure optimum results with the limited resources available and to meet the growing needs in the communities of the Pikes Peak region, PPUW continues to work collectively to help provide the quantitative and qualitative data necessary for informed decision-making. Through such publications as the 2013 Quality of Life Indicators Report, as well as other regional and local reports, we found that quantitative data abounds. What was obvious was a deficit in qualitative data. In 2013-2014, Pikes Peak United Way, with the encouragement and direction of The Harwood Institute for Public Innovation, set out to collect this public knowledge. By turning outward, PPUW convened over 50 community conversations in order to engage and listen to what local residents envision for the region and what obstacles they perceive prohibit its reality.Upon conclusion, a document entitled Making a Case for Change, found online at: http://www.ppunitedway.org/case4change.html, was created. Building upon the foundational work established this year, Pikes Peak United Way will continue to convene the community around the conditions and issues that affect the lives of citizens in the Pikes Peak region, in an effort to identify shared community goals and establish a collective impact approach during the coming fiscal year.

Community Investment / Allocation Services:Pikes Peak United Way took this year to better refine its mission, vision, and values. In addition, while beginning to lay the groundwork for a more relevant distribution process, currently- funded partner agencies & affiliates were invited to submit a one-year extended funding request. Of the Safety Net Services programs, 37 of 40 reapplied and received funding, while all five Success By 6 programs responded and were provided support. High level volunteers, representing businesses and organizations from throughout the community, were charged with reviewing these extension applications, providing insight and recommendations regarding the agencies' and/or programs' financial viability and stability, the fund allocations process itself, as well as the distribution of funds. In addition to the Pikes Peak United Way Community Fund, volunteer committees were also responsible for the distribution of monies from the: El Pomar Emergency Grant Fund, City of Colorado Springs and Community Development Block Grant (CDBG), and Pikes Peak United Way Womens Leadership Council Fund. In conjunction with El Pomar Foundation, Pikes Peak United Way also oversees the distribution of funds from the Military Family Assistance Program to qualified recipients in need.

Success by 6-School Readiness:This initiative is rooted in the understanding that the earliest years of life are critical to human development. Ensuring that all of our children are prepared for kindergarten requires a long-term commitment from families, service providers, policymakers, business, educators and civic leaders, all working together to help the youngest members of our community achieve success. Beginning in July 2013, a second year of funding, totaling $510,000, was provided to 13 programs that focused on Success By 6s strategic imperatives. Upon review, each program received the same allocation as the previous year.

Quality of Life Indicators Report for the Pikes Peak Region:The sixth edition of the Quality of Life Indicators Report for the Pikes Peak Region was released in October 2013. The purpose of the Report: to be a trusted, unbiased source of strategically-relevant information for our region. The 140-page bound document features data-driven themes and trends identified from quantitative information across 11 key sectors of the community: Arts, Build Environment, Community Engagement, Economy, Education, Health, Natural Environment, Recreation, Safety, Social Wellbeing and Transportation. A Vision Council determines the critical and relevant indicators paramount to each sector and establishes the narrative reflected in its charts/graphs. Additional committees supporting the Report include: Advisory, Executive, Marketing and Reviewers. More than 150 regional volunteers worked to create the document, which in turn has been shared and used by business and community groups/leaders to make informed decisions regarding their investment of time, talent and resources.

Dolly Parton Imagination Library:In January of 2014, Pikes Peak United Way increased its early education impact by bringing the Dolly Parton Imagination Library under its umbrella. With the addition of this early literacy-based program, children, birth to five, throughout the Pikes Peak Region, can look forward to receiving a new, age-appropriate book each month sent directly to their home, at no cost to the family. All that is asked is that the parents read to and with their child. Underwriting for the program is secured through community sponsorships, events and donations. At the time of its adoption by PPUW, there were approximately 2,500 children registered in the Success by 6 funded program, Early Books Early Reading, in 5 Colorado Springs zip codes. Since coming under the PPUW umbrella, the program has been able to expand its service area to include 75 zip codes in El Paso and Teller counties, and to provide books each month for 6,667 young children, as of June 30, 2014.

Center For Nonprofit Excellence:Housed at Pikes Peak United Way, the Center for Nonprofit Excellence (CNE) is an association of nonprofit organizations, individuals and corporate partners in southern Colorado. Its mission is to strengthen the nonprofit sector through leadership and resource development, advocacy and collaboration primarily through workshops, trainings, events, professional development, consulting and networking. CNE is a recognized leader in promoting operational effectiveness and efficiency through its many programs, including the Standards for Excellence, a licensed program of the nationally acclaimed Standards for Excellence Institute.

Homeward Pikes Peak:Homeward Pikes Peak (HPP), which is also housed at Pikes Peak United Way, is an organization that coordinates homeless services in the Pikes Peak region. HPP works with community agencies and homeless advocates to efficiently and effectively help those in need by coordinating, facilitating and monitoring a local Continuum of Care for this populations services and resource utilization. It also manages four programs for the Continuum of Care: Temporary/Emergency Housing (Aztec Motel), Transitional Residential Treatment Program, Housing First Permanent Supportive Housing, and Harbor House Collaborative Clinical Services.

Manitou Small Business Flood Recovery Fund:During the Summer of 2013, Manitou Springs experienced its worst disaster in decades as a massive flash flood and series of subsequent burn scar floods damaged or destroyed countless homes, buildings, utility lines and roads, causing numerous local businesses to temporarily, or in some cases permanently, close.In an effort to provide support while these businesses return to sustainable levels, Pikes Peak United Way announced in May 2013 the creation of the Manitou Springs Small Business Flood Recovery Fund. Funded through United Ways of Colorado and supported by the Office of the Governor, financial allocations from the $100,000 grant were reviewed by an advisory committee, made up of members of the Manitou Springs and Colorado Springs business communities knowledgeable in fund distribution and disaster recovery, and grants were made in June to 10 of the 14 applicants.Of the small businesses funded, the average grant was $10,000, with allocations helping stabilize incomes for business owners and employees, repair damages and increase mitigation efforts.

Volunteer Income Tax Assistance:Through its Volunteer Income Tax Assistance (VITA) program, Pikes Peak United Way oversees 4 FREE tax preparation sites in El Paso County - each dedicated to moving households making $53,000 or less a year toward greater economic sufficiency.In addition to tax preparation, IRS trained volunteers also help taxpayers obtain eligible tax credits and valuable deductions such as the Earned Income Tax Credit (EITC), Child Tax Credit, Education Tax Credits and Child Care Tax Credit. Because of our dedicated volunteers, Pikes Peak United Way was able to put over $1 million back into the local economy with tax refunds in 2014.

Womens Leadership Council:The Womens Leadership Council (WLC) is a philanthropic network led and supported by successful, purposeful women committed to bringing about long-lasting change in the community. Grounded in the idea that addressing and focusing on the importance of education and lifelong learning, WLC works in support of critical early childhood learning initiatives, including sponsorship of the Dolly Parton Imagination Library for low-income infants, toddlers and preschoolers. In 2013, WLC allocated $10,000 toward this effort.

FEMA Emergency Food and Shelter Program:This program provides for emergency food and shelter and homelessness prevention for people in need in El Paso and Teller Counties. PPUW administers these funds for the Federal Government, managing the local board, the allocations process and follow-up accountability.

Volunteer Center:Pikes Peak United Way Volunteer Center acts as an advocate for volunteerism, promoting and providing the community with valuable information. It fills a significant gap that exists between the needs of the community and the resources available to meet those needs. Pikes Peak United Way is currently transitioning the Volunteer Center focus to year-round engagement of our companies and corporate partners to ensure each individual has a personal connection to the work PPUW is doing in thecommunity. Community Rooms:The Pikes Peak United Way building has become a gathering place for community groups. The Community Room and the Cornerstone Room are popular meeting places not just for United Way staff but also for nonprofit boards and committees, networking events and community task forces. Our central downtown location, ample parking and availability of meeting rooms at no cost facilitate an increased opportunity for people to come together to help others. In fiscal year 2013-2014, 872 community meetings were held at Pikes Peak United Way.

Additional information on organizations mission Pikes Peak United Way operates a federation for the Combined Federal Campaign and the Colorado Combined Campaign. Pikes Peak United Way is given the allocations for its federation and then pays those designations as directed to federation members. Pikes Peak United Way does not charge a fee to agencies participating in its federation.
Form 990, Part VI, Section B, line 11 A copy of the 990 is provided to the CFO of the organization for review before filing. The CFO reviews the 990, makes any recommendations and then presents it to the finance committee for further review. The finance committee then recommends the 990 to the Board of Directors. The Board of Directors reviews and approves the 990. After all recommendations are taken into consideration, the 990 is filed.
Form 990, Part VI, Section B, line 12c All staff, board members, interns, and key volunteers are covered by the conflict of interest statement, and re-sign them every January. In regards to the Board of Directors, if a potential conflict arises, the CEO alerts other board members at that time, the conflict is reviewed and a decision is made within the Board. In regards to staff and interns, the VP of HR reviews the conflict and makes the decision with the supervisor. In regards to key volunteers, the VP of HR and the Director of Volunteer Resources review the conflict and make that decision.
Form 990, Part VI, Section B, line 15 The process for determining the compensation of the organization's officers, key employees, CEO, Executive Director, or top management official include a review and approval by the Board of Directors. Compensation is compared with similar personnel for other similar non-profit organizations as well as for-profit organizations. A performance factor is then incorporated into the data. The board then reviews and approves the compensation. Specifically, Pikes Peak United Way's senior management team reviewed three different salary surveys from Mountain States Employers Council, Colorado Nonprofit Association, and United Way Worldwide. The Organization took the following into consideration when comparing each employee: the actual salary of each employee vs. the salary shown within the survey, the total amount of time the staff person has been on staff, and then the overall performance and impact of the employee.
