FORM 990 - ORGANIZATION'S MISSION
THE MISSION OF OKLAHOMA CITY EDUCARE (OKC EDUCARE) IS TO PROVIDE QUALITY EARLY CHILDHOOD SERVICES THAT CHANGE LIVES AND COMMUNITIES. WITH A HIGH- QUALITY STAFF AND BOUNTIFUL RESOURCES, OKC EDUCARE STRIVES TO PROVIDE COMPREHENSIVE SERVICES TO ELIGIBLE FAMILIES THAT PROMOTE GROWTH AND DEVELOPMENT IN YOUNG CHILDREN, ENCOURAGE SELF-SUFFICIENCY, AND FOSTER COLLABORATION WITH COMMUNITY PARTNERS TO MEET THE NEEDS OF DIVERSE FAMILIES. OKC EDUCARE HAS A CAPACITY FOR 212 AT-RISK CHILDREN AND THEIR FAMILIES IN A LEARNING ENVIRONMENT THAT SUPPORTS AND PROMOTES ADVANCEMENT TOWARD SCHOOL READINESS. THESE 212 CHILDREN, AGES BIRTH TO FIVE, AND THEIR FAMILIES RECEIVE YEAR-ROUND EDUCATIONAL PROGRAMS AND FAMILY SUPPORT, WITH A SPECIAL EMPHASIS ON SOCIAL/EMOTIONAL AND ACADEMIC DEVELOPMENT. THE OKC EDUCARE MODEL AIMS TO LEVEL THE ACADEMIC PLAYING FIELD FOR THESE CHILDREN AND THEIR FAMILIES AND IMPROVE THEIR CHANCES OF BECOMING HEALTHY, PRODUCTIVE ADULT MEMBERS OF SOCIETY. OKC EDUCARE AND ITS PROGRAMS ARE MADE POSSIBLE BY SUPPORT FROM COMMUNITY ACTION AGENCY OF OKLAHOMA AND CANADIAN COUNTIES HEAD START, OKLAHOMA CITY PUBLIC SCHOOLS, SUNBEAM FAMILY SERVICES, OKLAHOMA EARLY CHILDHOOD PROGRAMS, UNITED WAY OF CENTRAL OKLAHOMA, INASMUCH FOUNDATION, AND OTHER COMMUNITY CONTRIBUTIONS.

EDUCATION DIRECTOR REGULARLY AND MODIFICATIONS ARE MADE FOR INDIVIDUALIZED INSTRUCTION FOR EACH CHILD. OKC EDUCARE TEACHERS ALSO GATHER DATA AT PROGRESS CHECKPOINTS QUARTERLY, WITH DATA ANALYSIS CONDUCTED BY CREATIVE CURRICULUM. ANALYSIS REVEALED THAT 100% OF THE CHILDREN IN ALL AGE GROUPS DEMONSTRATED GROWTH IN THE IDENTIFIED AREAS. FURTHERMORE, ALL OF THE ENROLLED CHILDREN AT OKC EDUCARE RECEIVE QUARTERLY MENTAL HEALTH ASSESSMENTS, EVALUATIONS, AND REFERRALS AS NEEDED FOR ADDITIONAL SERVICES. THE CLASS IS A PROCESS EVALUATION INSTRUMENT AND WAS USED TO DETERMINE HOW OKC EDUCARE CLASSES ARE FUNCTIONING IN RELATION TO EMOTIONAL AND BEHAVIORAL SUPPORT AS WELL AS LEARNING ENGAGEMENT. WHILE STAFF TURNOVER INEVITABLY AFFECTS CLASS SCORES FROM YEAR TO YEAR, IT IS ENCOURAGING TO REPORT THAT A SLOW BUT STEADY INCREASE IN BOTH EMOTIONAL AND BEHAVIORAL SUPPORT SCORES AS WELL AS ENGAGED SUPPORT LEARNING SCORES IS NOW EVIDENT. THIS IS BASED ON A TREND THAT INCLUDES 2011 TO 2012, 2012 TO 2013, AND MOST RECENTLY 2013 TO 2014. THIS SLOW BUT STEADY INCREASE IN SCORES PROVIDES EVIDENCE AS A UNIT, OVERALL OKC EDUCARE IS STEADILY IMPROVING WITH REGARD TO CREATING A LEARNING ATMOSPHERE THAT IS EMOTIONALLY AND BEHAVIORALLY SUPPORTIVE WHILE ENGAGING YOUNG CHILDREN IN ACTIVE LEARNING. THE INFANT/TODDLER ENVIRONMENT RATING SCALE (ITERS) AND EARLY CHILDHOOD ENVIRONMENT RATING SCALE (ECERS) WERE USED TO EVALUATE YOUNG CHILDREN IN CHILD DEVELOPMENT/CLASSROOM SETTINGS AT OKC EDUCARE. THE ITERS AVERAGE SCORE INCREASED FROM 5.3 IN 2011-12 TO 5.5 IN 2012-13 AND UPWARD TO 6.01 IN 2013-2014. THE ECERS AVERAGE SCORE INCREASED FROM 4.8 IN 2011-12 TO 4.9 IN 2012-13 AND TO 5.0 IN 2013-2014. THESE INCREASES MAY SOUND SMALL TO THE CASUAL READER, BUT ACTUALLY REPRESENT STATISTICALLY SIGNIFICANT GAINS. THE CLASS, A PROCESS EVALUATION INSTRUMENT, WAS USED TO DETERMINE HOW OKC EDUCARE CLASSES ARE FUNCTIONING IN RELATION TO EMOTIONAL AND BEHAVORIAL SUPPORT AS WELL AS LEARNING ENGAGEMENT. CLASS SCORES VARIED WIDELY IN 2011-2012 AND 2012-13. EMOTIONAL AND BEHAVIORAL SUPPORT SCORES WERE TYPICALLY HIGHER COMPARED TO ENGAGED SUPPORT FOR LEARNING SCORES.

SUNBEAM WOULD BE ENTITLED TO EXERCISE RESERVED POWERS INCLUDING THE RIGHT TO ELECT DIRECTORS OF OKLAHOMA CITY EDUCARE, INC. FOLLOWING THE AFFILIATION AND RESTRUCTURING, OKLAHOMA CITY EDUCARE, INC. AND SUNBEAM FAMILY SERVICES, INC. WILL CONSOLIDATE THEIR FINANCIAL STATEMENTS, BUT WILL MAINTAIN ACCOUNTING PRACTICES ALLOWING FOR SEPARATE FINANCIAL REPORTS.
