28 THE A.C.P.A. CONTINUED TO WORK TO KEEP POWER MARKETS OPEN IN THE WEST. THE A.C.P.A. WAS EFFECTIVE IN WORKING WITH THE ARIZONA CORPORATION COMMISSION (ACC) TO DEVELOP AND IMPLEMENT A SERIES OF "BEST PRACTICES" FOR POWER PROCUREMENT. THE ACC, A.C.P.A. AND OTHER STAKEHOLDERS--INCLUDING THE INCUMBENT UTILITIES--DEVELOPED THIS DOCUMENT IN A SERIES OF WORKSHOPS AND STAKEHOLDER MEETINGS. THE ACC APPROVED THE "BEST PRACTICES" DOCUMENT AND ASSURED INCUMBENT UTILITIES THAT THE BEST PRACTICES WOULD BE CONSIDERED IN ANY FUTURE PRUDENCY REVIEWS. THE A.C.P.A. LITIGATED THE BEST PRACTICES DOCUMENT AT THE ACC IN AN EFFORT TO HAVE THE ACC MAKE THE DOCUMENT MANDATORY FOR ARIZONA PUBLIC SERVICE COMPANY.THE A.C.P.A. ALSO WORKED WITH ARIZONA PUBLIC SERVICE, TUCSON ELECTRIC POWER AND THE CORPORATION COMMISSION TO BEGIN AN INTERGRATED RESOURCE PLAN PROCESS THAT ENSURES PUBLIC INPUT IN POWER PROCUREMENT AND RESOURCE ACQUISTION DECISIONS.MEMBERS OF THE A.C.P.A. BELIEVE THE OPEN POWER MARKETS AND TRANSPARENT PROCUREMENT DECISION WILL ULTIMATELY PROVIDE LOWER PRICES AND MORE RELIABLE SERVICE TO THE ARIZONA CONSUMERS.
