Eligibility for membership is according to the International Constitution and applicants for membership must comply with, and be subject to the requirements imposed by Local 28's Constitution and the International Constitution.
Form 990, Part VI, Line 7a: How Members or Shareholders Elect Governing Body	The Organization officers and Business Manager are elected every three years. In the year of an election a notice is sent out to all members in good standing prior to the December monthly meeting advising them of the election. At the December meeting members vote and the new officers and Board members assume their responsibilities.
Form 990, Part VI, Line 7b: Describe Decisions of Governing Body Approval by Members or Shareholders	Major decisions regarding the Local's constitution or financial matters are subject to a vote by the membership body
