Facts And Circumstances Test
THE ESCO FOUNDATION CLEARLY MEETS THE ESTABLISHED PUBLIC SUPPORT REQUIREMENTS FOR A PUBLIC CHARITY. THE FOUNDATION WAS FORMED IN 2005. SINCE THEN, IT HAS ACHIEVED A PUBLIC SUPPORT TO TOTAL SUPPORT RATIO OF 33.28% OVER THE FIVE YEAR PERIOD. THIS RATIO HAS STEADILY INCREASED AND IS WELL ABOVE THE 10% MINIMUM THRESHOLD ESTABLISHED BY THE IRS. FOR 2012 THE RATIO WAS ABOVE THE 33 1/3% SUPPORT TEST; 2013 IS JUST SLIGHTLY BELOW THE 33 1/3% SUPPORT TEST. THE FOUNDATION MEETS ALL OF THE REQUIREMENTS OF THE FACTS AND CIRCUMSTANCES TEST. THE FOUNDATION HAS IMPLEMENTED A PROGRAM TO ATTRACT PUBLIC SUPPORT. THIS PROGRAM INCLUDES MAINTAINING A WEBSITE, DISTRIBUTING PAMPHLETS, DISPLAYING POSTERS AND DIRECT MAIL ACTIVITIES. THIS PROGRAM HAS LED TO CASH CONTRIBUTIONS FROM A WIDE SPECTRUM OF SOURCES INCLUDING ESCO TECHNOLOGIES INC. EMPLOYEES AND THIRD-PARTY DONORS. FURTHER, THE FOUNDATION IS GOVERNED BY A BOARD OF DIRECTORS COMPOSED OF PERSONNEL FROM FIVE STATES STRETCHING FROM MASSACHUSETTS TO SOUTHERN CALIFORNIA. DIRECTORS HAVE BEEN SELECTED FROM DIVERSE PROFESSIONAL DISCIPLINES AND A VARIETY OF OPERATING SUBSIDIARIES. MANY OF THESE DIRECTORS DONATE TIME TO THE CHARITIES SUPPORTED BY THE FOUNDATION SUCH AS THROUGH OUR ANNUAL HABITAT FOR HUMANITY BUILD DAY. AS A RESULT, THE BOARD STAYS IN TOUCH WITH THE INTERESTS OF THE PUBLIC. ALTHOUGH THE FOUNDATION DOES NOT DIRECTLY PROVIDE PUBLIC FACILITIES, IT DOES SUPPORT MANY CHARITIES THAT DO SUCH AS THE LITTLEST HEROES, CIRCLE OF CONCERN, AND THE KENNETH YOUNG CENTER. HAS OPERATIONS. THE FOUNDATION'S STATED GOAL IS TO MAKE A MEASURABLE DIFFERENCE IN EACH CHARITY AND RESPECTIVE COMMUNITY. FINALLY, THE FOUNDATION IS PLEASED TO REPORT THAT THIS MISSION HAS APPEALED TO A BROAD CROSS SECTION OF THE PUBLIC. THIS APPEAL IS EVIDENCED BY THE GROWING NUMBER OF CONTRIBUTORS AND STEADY INCREASE IN PUBLIC SUPPORT THAT THE FOUNDATION HAS EXPERIENCED SINCE INCEPTION.
