BUTLER COUNTY CHILDREN'S CENTER, INC.'S MISSION IS TO PROVIDE A VARIETY OF CHILDREN'S PROGRAMS AND QUALITY SERVICES DESIGNED TO MEET THE COMPREHENSIVE NEEDS OF FAMILIES. IN 2013-14 WE HAD A REDUCTION IN GRANT AWARDS. ALTHOUGH WE WERE AWARDED A FIVE-YEAR CCIS GRANT (EFFECTIVE JULY 1, 2013), SERVICE DOLLARS WERE REDUCED BY ALMOST $430,000 IN 13-14 VS. 12-13, WHICH REDUCED THE NUMBER OF CHILDREN SERVED BY 200. HEAD START AND EARLY HEAD START FOR THE 2013-14 GRANT PERIOD WAS REDUCED BY $170,000 DUE TO SEQUESTRATION. WE HAD TO ELIMINATE THE MORAINE HEAD START CLASSROOM WITH 18 CHILDREN, AND REDUCED STAFF POSITIONS AND HOURS. HS/EHS SEQUESTRATION FUNDING WAS RESTORED AND WE RECEIVED A 1.3% COLA IN THE HS/EHS 2014-15 GRANT. OUR STATE HEAD START SUPPLEMENTAL GRANT WAS RENEWED AT THE SAME FUNDING LEVEL FOR 2013-14. OUR PRE-K COUNTS GRANT WAS RENEWED FOR FIVE YEARS EFFECTIVE JULY 1, 2013 AT THE SAME FUNDING LEVEL. CHILD CARE ENROLLMENT DECLINED, WHEREAS HEAD START, EARLY HEAD START, AND PRE-K COUNTS WERE AT FULL ENROLLMENT. SCHOOL READINESS AND FAMILY COMMUNITY ENGAGEMENT CONTINUE TO BE OUR FOCUS, CONCENTRATING ON ATTENDANCE. OUR BOOKS FOR KIDS PROJECT WAS A HUGE SUCCESS. EACH ENROLLED CHILD RECEIVES A BOOK THREE TIMES PER YEAR TO TAKE HOME. THIS YEAR THROUGH THE GENEROSITY OF THE COMMUNITY, ALL THE BOOKS WERE DONATED. AFTER OUR ANNUAL SELF-ASSESSMENT PROCESS IN THE SPRING OF 2014, THE MANAGEMENT TEAM WORKED ON CONTINUOUS QUALITY IMPROVEMENT PLANS TO STRENGTHEN THE PROGRAMS. WE ELIMINATED TWO MANAGEMENT POSITIONS VIA ATTRITION AND COMBINED JOB RESPONSIBILITIES. OUR ANNUAL AUDIT WAS EXCELLENT WHICH ALLOWS US TO CONTINUE AS A LOW RISK AGENCY.

EXECUTIVE COMMITTEE AND CHAIRPERSON OF PERSONNEL COMMITTEE CONDUCT A FORMAL ANNUAL PERFORMANCE EVALUATION AND RECOMMEND GOALS AND SALARY INCREASE. A SEMI-ANNUAL REVIEW IS ALSO HELD WITH THE PRESIDENT OF THE BOARD. SALARY SURVEYS/WAGE COMPARABILITY STUDIES ARE CONDUCTED EVERY 3 YEARS IN CONJUNCTION WITH PHSA, WITH THE LAST ONE DONE IN SPRING 2013. THE LAST EVALUATION OF THE CEO BY THE BOARD WAS DONE IN DECEMBER 2014. AT THE REQUEST OF THE BOARD EXECUTIVE COMMITTEE, A SURVEY WAS CONDUCTED IN JUNE 2013 OF LOCAL NON-PROFIT DIRECTORS TO EVALUATE AND RECOMMEND THE SALARY OF THE CEO. FOR THE CCIS DIRECTOR AND ALL NON-BARGAINING EMPLOYEES, THE BOARD PERSONNEL COMMITTEE, HR MANAGER, AND CEO DEVELOPED GRADES AND RANGES FOR THE POSITION. SALARY INCREASES ARE BASED ON THE ANNUAL PERFORMANCE EVALUATION.
