FORM 990, PART I, LINE 1
THE HUMANE SOCIETY OF MANATEE COUNTY HAS OPERATED A NO-KILL FACILITY SINCE ITS FOUNDING IN 1970, BUT THE FACT THAT WE HAVE NOT BEEN EUTHANIZING ANIMALS TO CREATE SPACE IN OUR SHELTER IS NOT ENOUGH. WE LOOK BEYOND OUR SHELTER WITH COMPASSION AND COMMITMENT TO BETTER THE LIVES OF ALL ANIMALS IN OUR COMMUNITY. OUR VISION IS TO LEAD MANATEE COUNTY IN CREATING A NO-KILL COMMUNITY WHERE ANIMALS RECEIVE THE COMPASSION AND RESPECT THEY DESERVE. WHILE MANY ANIMAL ORGANIZATIONS FOCUS SOLELY ON ADOPTION, HSMC'S SOLUTIONS ARE MORE FAR REACHING AND LONG LASTING. OUR SOLUTION: LOW-COST SPAY NEUTER CLINIC SPAY/NEUTER SERVICES ARE AVAILABLE TO THE PUBLIC AND DISCOUNT PRICING IS AVAILABLE FOR RESCUE ORGANIZATIONS. HSMC SEEKS GRANTS FOR FREE AND REDUCED SPAY/NEUTER SURGERY FOR THE PUBLIC, ESPECIALLY FOR LOW INCOME RESIDENTS AND FOR TARGETED BREEDS MOST AT RISK OF EUTHANASIA AT THE COUNTY SHELTER. IN 2014, MORE THAN 4,880 SPAY/NEUTER SURGERIES WERE PERFORMED. MORE THAN 2,100 OF THOSE SURGERIES WERE SUBSIDIZED OR FREE THANKS TO GRANT FUNDING. AT THE TIME OF SURGERY VACCINES, MICROCHIPS AND NAIL TRIMS ARE ROUTINELY PERFORMED IMPROVING THE HEALTH OF COMPANION ANIMALS FOR THE LONG RUN. IN NOVEMBER OF 2013, HSMC PURCHASED A VACANT BUILDING NEXT DOOR TO OUR SHELTER AND PLANS ARE UNDERWAY TO MOVE THE SPAY/NEUTER CLINIC TO THAT LOCATION AND SIGNIFICANTLY INCREASE OUR CAPACITY AND PROVIDE MORE LOW-COST WELLNESS SERVICES. TNR (TRAP/NEUTER/RETURN) HSMC STAFF AND VOLUNTEERS SPAY/NEUTER AT-LARGE, FERAL AND FREE-ROAMING CATS. THE ALTERED CATS ARE ALSO VACCINATED, EAR TIPPED AND MICROCHIPPED. HSMC ENTERED INTO A PARTNERSHIP AGREEMENT IN AUGUST OF 2011 WITH MANATEE COUNTY ANIMAL SERVICES AND GULF SHORE ANIMAL LEAGUE TO TNR ALL CATS PICKED UP OR BROUGHT IN TRAPS TO MANATEE COUNTYS ANIMAL SHELTER. HSMC GRANT MONEY HAS BEEN ALLOCATED TO THIS EFFORT AND GULF SHORE ANIMAL LEAGUE PROVIDES ADDITIONAL FUNDING AND TRANSPORTATION FOR THE CATS AFTER SURGERY. NOW THE MANATEE COUNTY ANIMAL SHELTER HAS A 90% OR BETTER SAVE RATE FOR CATS AND HAS MAINTAINED IT FOR OVER 12 MONTHS. THIS PROGRAM HAS SERVED AS A MODEL FOR OTHER COMMUNITIES. ADOPTIONS HSMC HAS MORE THAN 900 CATS AND DOGS ADOPTED EACH YEAR THROUGH IT SECOND CHANCE ADOPTION PROGRAM. ALL ANIMALS IN THE SECOND CHANCE PROGRAM ARRIVED AT THE SHELTER AS EITHER AN OWNER SURRENDERED ANIMAL, STRAY ANIMAL OR DOGS AND CATS THAT ARE ACTIVELY TRANSFERRED FROM THE MANATEE COUNTY ANIMAL SHELTER BY HSMC STAFF TO REDUCE THE COUNTY'S SHELTER POPULATION. HSMC LEADS THE COUNTY IN TRANSFERRING ANIMALS OUT OF THE COUNTY SHELTER. ALL ANIMALS ADOPTED AT HSMC ARE SPAYED OR NEUTERED, VACCINATED, MICROCHIPPED. PET SAFETY NET A CONCERTED EFFORT IS MADE TO ASSIST PET OWNERS IN RETAINING THEIR PETS INSTEAD OF SURRENDERING THEM TO THE HUMANE SOCIETY OF MANATEE COUNTY OR ANOTHER SHELTER. HSMC RUNS A PET FOOD BANK GIVING PET OWNERS EXPERIENCING FINANCIAL DIFFICULTY ACCESS TO FOOD FOR THEIR PETS IMMEDIATELY. IF BEHAVIOR PROBLEMS ARE AN ISSUE, REFERRALS TO TRAINING AND BEHAVIOR SPECIALISTS ARE AVAILABLE. RECOMMENDATIONS ARE ALSO MADE TO VETERINARIANS OFFERING LOW-COST SERVICES AND CHARITABLE FUNDING FOR A HEALTH ISSUE AFFECTING AN OWNER'S ABILITY TO TAKE CARE OF THEIR PET.
FORM 990, PART III, LINE 4A, PROGRAM SERVICE ACCOMPLISHMENT 1:
THE HSMC SPAY/NEUTER CLINIC EMPLOYEES A FULL-TIME VETERINARIAN, ADDITIONAL PART-TIME OR RELIEF VETERINARIANS, AND A CLINIC STAFF OF SIX INDIVIDUALS INCLUDING VETERINARIAN ASSISTANTS, TECHNICIANS, CLIENT SERVICES AND A PART-TIME GRANT WRITER. THE SPAY/NEUTER CLINIC PROVIDES THE PUBLIC, RESCUE ORGANIZATIONS AND OUR SECOND CHANCE ADOPTION PROGRAM WITH SPAY AND NEUTER SURGERIES, VACCINES, MICROCHIPPING, WELLNESS SERVICES AND A HOST OF OTHER MINOR SURGERIES AND MEDICAL TREATMENTS. HSMC HEARTWORM TREATMENT FOR THE PUBLIC AND RESCUE ORGANIZATIONS IS PROVIDING LIFESAVING TREATMENT AT A LOWER COST. HSMC ALSO TRANSFERS IN AND ACCEPTS MANY HEARTWORM POSITIVE DOGS INTO OUR SECOND CHANCE ADOPTION PROGRAM. IN FISCAL YEAR 2013-2014, 4,854 SPAY/NEUTER SURGERIES WERE PERFORMED. IN ADDITION TO SERVICES FOR OWNED ANIMALS AND RESCUE GROUPS, HSMC PARTNERS WITH OUR LOCAL COUNTY SHELTER AND GULF SHORE ANIMAL LEAGUE, A NON-PROFIT ORGANIZATION, TO TRAP NEUTER AND RETURN FREE-ROAMING AND FERAL CATS; DRASTICALLY REDUCING THE NUMBER OF CATS EUTHANIZED AT THE COUNTY SHELTER AND AFFORDING A BETTER THAN 90% SAVE RATE FOR CATS FOR OVER 12 MONTHS.

THE HSMC SECOND CHANCE ADOPTION PROGRAM TAKES IN OWNER SURRENDER DOGS AND CATS, STRAY ANIMALS AND ACTIVELY TRANSFERS THE MOST ANIMALS OUT OF THE MANATEE COUNTY ANIMAL SHELTER EACH MONTH. OUR PROGRAM PROVIDES CRITICAL LIFE-SAVING SHELTERING, VETERINARY, ADOPTION AND HUMANE EDUCATION PROGRAMS TO OUR COMMUNITY. THIS FISCAL YEAR 877 ANIMALS WERE ADOPTED THROUGH OUR PROGRAM. ALL ANIMALS ADOPTED ARE STERILIZED, VACCINATED, AND MICRO CHIPPED PRIOR TO LEAVING OUR PROGRAM. IN ADDITION, HSMC PROVIDES A PET SAFETY NET PROGRAM TO ASSIST PET OWNERS TO RETAIN THEIR PETS INSTEAD OF SURRENDERING THEM. THIS INCLUDES A PET FOOD BANK FOR OWNERS EXPERIENCING FINANCIAL DIFFICULTY AND MAKE REFERRALS TO OTHER PROFESSIONALS FOR BEHAVIOR AND HEALTH ISSUES. HSMC ALSO EMPLOYS SEVERAL METHODS INCLUDING OUR WEBSITE, SOCIAL MEDIA AND NETWORKING WITH OTHER ANIMAL AGENCIES TO HELP LOST AND FOUND PETS BE REUNITED WITH THEIR OWNERS. HSMC ALSO LEADS SEVERAL MAJOR ADOPTION EVENTS ANNUALLY WHICH INCLUDE OUR COUNTY SHELTER AND RESCUE ORGANIZATIONS.
