Form 990, Part VI, Section A, Line 7a	Cooperative membership approval is required by mail ballot for all by-law changes. Cooperative members elect board members by mail ballot, by district, on a one member one vote basis. Board members are elected to a four year term. Navopache Electric Cooperative's service territory includes parts of Arizona and New Mexico, and is regulated by the Arizona Corporation Commission and the New Mexico Public Regulatory Commission.

Department heads and other salaried positions' compensation levels are determined by an independent study, taking into account several factors of performance which positively affect the interests of the Cooperative: job knowledge, leadership, organizational impact, work complexity, and communication skills. The study uses comparable data from other electric cooperatives, and was last completed in 2013. The CEO's compensation was last reviewed in 2014.
Form 990, Part VI, Section C, Line 19	All Board policies and financial statements are available for public review upon request. Additionally, the schedule of board meetings is published in a monthly newsletter sent to all members; a general call to the public is announced at each monthly board meeting, and at the annual meeting. A summary of the year end financial statements is published annually in the newsletter.
