Return Reference	Explanation
Form 990, Part VI, Section A, line 5	The Council has discovered unauthorized cash payments have either been paid to or on behalf of a former employee and an officer. The total dollar amount for the year in question is $31,487 and has been entered as an accounts recievable on the balance sheet. As a result of this discovery the Council has terminated its previous auditor and former secretary, then notified the Charleston, WV Police Department, Bonding Company, and the United States Department of Labor of the situation. In addition, the Council has hired legal counsel to protect its interest and hired a new auditor. The Internal Revenue Service has also been notified.
Form 990, Part VI, Section A, line 6	The Council consists of affiliate members who are Local Unions in good standing with their International Unions who are affiliated with the Building and Construction Trades Department, AFL-CIO.
Form 990, Part VI, Section A, line 7a	Each Affiliate member (within the geographical jurisdiction) is allowed at least two delegates on the Council.
Form 990, Part VI, Section B, line 11	Once Form 990 is prepared, the Council's Executive Board will review and approve the form for filing at the next scheduled meeting.
