| Form 990, Part III, Line 4d: Other Program Services Description | OTHER PROGRAM SERVICES 4: APD Mini Grants: Provide mini-grants to APD units for expenditures that enhance crime prevention and emergency preparedness. These grants enable APF to encourage critical thinking and new ideas within APD and to reward forward-thinking police units. OTHER PROGRAM SERVICES 5: Strategic Initiatives: Atlanta Repeat Offender Commission. In April 2014, Mayor Kasim Reed asked the Atlanta Police Foundation to chair a commission to address a growing problem in the City of Atlanta: a small number of offenders commit a large number of crimes. The Atlanta Repeat Offender Commission and subsequently formed Work Group have been meeting regularly since then and have completed a report with findings, recommendations, and action plans to address this critical issue. Members of the Commission include leaders from the Atlanta Police Department, Superior Court, Sheriffs Office, District Attorneys Office, Probation, Pardons and Paroles, and the business community. The report is just the first step in addressing this crucial matter with the goal of making much-needed systemic changes throughout the criminal justice system, and ultimately creating a safer Atlanta. OTHER PROGRAM SERVICES 6: Operation Shield: The Operation Shield program is a project created by the Atlanta Police Department and the Atlanta Police Foundation designed to expand and enhance the citys public safety efforts throughout metro Atlanta. The program is comprised of three separate components working in concert to multiply the effects of police procedures. The first component is the integration of video surveillance data from both public and private sector initiatives. The second component is a metro area digital radio communication network that meshes private sector security firms with the City of Atlantas law enforcement community. The Comnet system leverages the large number of private security officers by equipping these private firms with a direct link into the citys 911 Center in order to increase communication during times of need. The third component of Operation Shield is mass communication system that leverages mobile communications as a method for delivering quick and concise information in a timely manner. There are currently more than 4500 video cameras integrated into the citys Video Integration Center (VIC) which is the hub of all of the video feeds that allow the police department to assess emergency situations even as first responders are in route to the scene. The advent of video surveillance affectively creates an avenue for emergency managers to increase their effectiveness and improve their response during critical times. OTHER PROGRAM SERVICES 7: APD Technology Innovation Center: The APF is establishing a technology innovation center to bring together police, community leaders, academic researchers and technology providers to collaborate on designing and testing new technology that improves policing methods and practices. The APFs best practices research shows that breakthroughs in analyzing intelligence data are achieved through strong public/private partnerships and innovations are derived from collaborative, multi-disciplinary approaches. As the pace of technology increases, the APD can benefit from a center of excellence where technology can be tested and honed. The center will position the City of Atlanta in its rightful place as the regions leader in developing technological innovations that can improve the delivery of effective public safety services. OTHER PROGRAM SERVICES 8: Secure Neighborhoods Initiative: The APDs aggressive hiring efforts and reaching a force of 2,000 officers, coupled with the economic demand to stimulate the housing market, are providing a tremendous opportunity to significantly increase the number of Atlanta police officers living within the City of Atlanta. In response to that opportunity, the APF has launched the Secure Neighborhoods Project, a pilot program which provides home ownership opportunities and measures the impact of officers living in areas of the city with the highest incidents of crime. Additionally, The APF provides monetary incentives for APD officers to live within the city limits. Renters and owners are equally eligible for a one-time $1000 bonus. Thanks to the support of donors, partners and community stakeholders, the program has funded $250,000+ in relocation bonus incentives to date, and engaged 220 officers to participate in the program, increasing the total number of officers that live in the city. OTHER PROGRAM SERVICES 9: Atlanta Police Leadership Institute: Atlanta Police Leadership Institute is a comprehensive leadership development program for APD officers that utilizes specialized training and education at each career level, from recruit to Deputy Chief, and each level in between. The goal of the program is to identify and develop the best leaders possible at APD and foster a culture of leadership, respect, and accountability within the department and throughout the community. Each training level, or tier, is specially designed, and focuses on topics such as communication skills, conflict management, decision making, budgeting, technology, media relations, and leading in a political environment. More than 650 participants have already gone through the various tiers in the last two years. OTHER PROGRAM SERVICES 10: Police Scholarship: APD believes that education enriches the lives, skills and abilities of its employees. To support this, the Atlanta Police Foundation has created the Scholarship Program, which reimburses APD employees up to $3,000 per year. Course work must be in a job-related field, and students must earn a B or higher in the class to qualify for reimbursement. Participants in the scholarship program agree to remain on the force 3 years after receiving their scholarship which is designed to reduce attrition within the department. OTHER PROGRAM SERVICES 11: Officer Life Insurance: The Atlanta Police Foundation and Peachtree Presbyterian Church partnered to provide a $100,000 Life Insurance Policy for all sworn Atlanta Police officers. The insurance policy is one way the community is showing its support to the officers of the APD who Answer the Call and go to work and put themselves in harms way for our community each and every day.
