Form 990, Part III, Line 4d: Other Program Services Description
OTHER PROGRAM SERVICES 4: Protection and Advocacy for Individual Rights (PAIR) The program was established by Congress as a national program under the Rehabilitation Act in 1993 to protect and advocate for the legal and human rights of persons not covered by other programs such as those with visual or hearing impairments or those with physical disabilities acquired as an adult. OTHER PROGRAM SERVICES 5: Protection and Advocacy for Assistive Technology (PAAT) The program was created in 1994 when Congress expanded the Technology-Related Assistance for Individuals with Disabilities Act (Tech Act) to assist individuals with disabilities and their family members, guardians, advocates, and authorized representatives in accessing technology devices and assistive technology services. OTHER PROGRAM SERVICES 6: Protection and Advocacy for Beneficiaries of Social Security (PABSS) The program was created by the Ticket to Work and Work Incentives Improvement Act of 1999 to assist social security beneficiaries with disabilities in obtaining information and advice about receiving vocational rehabilitation and employment services; and to provide advocacy or other related services that beneficiaries may need to secure or regain employment. OTHER PROGRAM SERVICES 7: Protection and Advocacy for Individuals with Traumatic Brain Injury (PATBI) The program was created by the Traumatic Brain Injury (TBI) Act authorized as part of the Childrens Health Act of 2000 to provide advocacy services, information and referral, and self-advocacy training to individuals who face a loss of legal rights as a direct result of TBI. OTHER PROGRAM SERVICES 8: Protection and Advocacy for Voting Access (PAVA) The program was created in 2002 when Congress enacted the Help America Vote Act (HAVA) to secure election access for a wide range of individuals with disabilities. OTHER PROGRAM SERVICES 9: Miscellaneous grants in the form of monitoring, housing accessibility, training, and employment.
Form 990, Part VI, Line 11b: Form 990 Review Process
A copy will be distributed to the Finance Committee of the Board of Directors prior to being filed with the Internal Revenue Service. Electronic communication will be sent to the each Board member stating that the form is available for review.
Form 990, Part VI, Line 12c: Explanation of Monitoring and Enforcement of Conflicts
On an annual basis, each member of ACDLs Board of Directors and ACDLs key employees and management staff sign a conflict of interest statement, and they are provided with a current vendor listing.
Form 990, Part VI, Line 15a: Compensation Review & Approval Process - CEO, Top Management
The Executive Committee of the Board of Directors reviews Protection & Advocacy Executive Director salaries paid in other states as well as Phoenix-area salaries for non-profit Executive Directors. The annual Nonprofit Compensation and Benefits of Maricopa and Pima County Organizations, published by Arizona State University Lodestar Center, are also reviewed to establish Executive Director compensation. The Executive Committee meets to discuss this information. Also, Board members complete a chart evaluating the Executive Directors past years performance. The Executive Committee brings their recommendation for salary adjustment to the full Board of Directors for discussion and vote.
