Station members: An organization operating a noncommercial educational broadcast station. Station members are entitled to one vote on extraordinary matters as set in bylaws. Industry membership: An organization interested in promoting the interests of public broadcasting that is interested in the pursuit and objectives of APTS Action and is not a commercial educational broadcast station. Industry members do not have a vote.

The compensation is typically targeted at the mid-point amount. When an employment contract is up for renewal, an independent compensation firm is hired to perform another compensation survey to set salaries for the next contract.
