UNDER THE PLAN, THE CONSERVANCY PROVIDES CERTAIN HEALTHCARE BENEFITS FOR ELIGIBLE RETIRED EMPLOYEES AND THEIR DEPENDENTS UNDER A SINGLE EMPLOYER NONCONTRIBUTORY HEALTHCARE PLAN. EFFECTIVE FEBRUARY 1, 2010, THE CONSERVANCY IMPLEMENTED ACCRUAL ACCOUNTING FOR ITS OPEB OBLIGATIONS, BASED ON THE APPROACH PROVIDED IN GASB STATEMENT NO. 45. A NEW TRIENNIAL ACTUARIAL VALUATION WAS PERFORMED IN FISCAL YEAR 2013 WITH THE RESULTS ROLLED INTO THE FISCAL YEARS ENDED OCTOBER 31, 2014 AND 2013. ACTUARIAL VALUATIONS INVOLVE ESTIMATES OF THE VALUE OF REPORTED AMOUNTS, ASSUMPTIONS ABOUT THE PROBABILITY OF EVENTS IN THE FUTURE AND ACTUARIALLY DETERMINED AMOUNTS ARE SUBJECT TO CONTINUAL REVISION AS ACTUAL RESULTS ARE COMPARED TO PAST EXPECTATIONS AND NEW ESTIMATES ARE MADE ABOUT THE FUTURE. EXAMPLES INCLUDE ASSUMPTIONS ABOUT EMPLOYMENT, MORTALITY AND THE HEALTHCARE COST TREND. THE CONSERVANCY'S ANNUAL OPEB COST FOR THE PLAN IS CALCULATED BASED ON THE ANNUAL REQUIRED CONTRIBUTION ("ARC"), AN AMOUNT ACTUARIALLY DETERMINED IN ACCORDANCE WITH THE PARAMETERS OF GASB STATEMENT NO. 45. SINCE THE CONSERVANCY USED A ONE YEAR AMORTIZATION PERIOD, THE ARC IN FUTURE YEARS REPRESENTS A LEVEL OF FUNDING THAT, IF PAID ON AN ONGOING BASIS, IS PROJECTED TO COVER NORMAL COST EACH YEAR AND ANY INTEREST ON THE UNFUNDED ACTUARIAL ACCRUED LIABILITY. GASB STATEMENT NO. 45 PERMITS EMPLOYERS TO AMORTIZE THE UNFUNDED ACTUARIAL ACCRUED LIABILITY ("AAL"). THE NET OPEB OBLIGATION (CONSISTING OF THE AMORTIZATION OF THE AAL AND THE ARC) AS OF OCTOBER 31, 2014 AMOUNTED TO $13,789,687.
