**SALC GROWTH AND EXPANSION**PAMELA SPEDER JOINED SALC AS DIRECTOR OF SCIENCE & INNOVATION FOCUS AREA.JOHN PEDICONE JOINED SALC AS DIRECTOR OF P-20 EDUCATION FOCUS AREA **ACTIONS OF THE SALC BOARD OF DIRECTORS, EXECUTIVE COMMITTEE AND STRATEGIC INITIATIVES COMMITTEE**SALC WELCOMED GOV. JAN BREWER TO ITS FEB. 11 BOARD MEETING. THE GOVERNOR REVIEWED ACCOMPLISHMENTS DURING HER TIME IN OFFICE, AS WELL AS ITEMS THAT STILL NEED ATTENTION. JOHN ARNOLD, THE GOVERNOR'S BUDGET DIRECTOR, PROVIDED A BUDGET REVIEW, ANTICIPATING THAT ARIZONA WILL HAVE BOTH A RAINY DAY FUND AND A CASH BALANCE AT THE END OF FY 2017. THESE ADDITIONAL FUNDS WILL BE USED TO ADDRESS BUDGET RISKS AND SOME GROWTH IN THE AREAS OF CHILD PROTECTIVE SERVICES AND EDUCATION.SALC PARTICIPATED IN THE PIMA COMMUNITY COLLEGE BOARD MEMBER RECALL EFFORT. WHILE SALC REALIZED THIS WAS GOING TO BE A DIFFICULT CHALLENGE, WHICH EVENTUALLY FAILED, THE COMMITMENT TO IMPROVING THE QUALITY OF GOVERNANCE AT THE COLLEGE REMAINED A PRIORITY. THE RELATIONSHIPS BUILT DURING THIS EFFORT WILL BE BENEFICIAL AS THE COMMUNITY ATTEMPTS TO CHANGE THE BOARD THROUGH THE ELECTION PROCESS. SALC CONTINUES TO SUPPORT PCC GOING FORWARD, MAKING SURE THERE ARE GOOD, QUALIFIED CANDIDATES FOR THE BOARD. THE SALC BOARD ENDORSED MEMBER MICHAEL DURAN IN THE 2014 ELECTION FOR THE BOARD SEAT HELD BY BRENDA EVEN. THE STRATEGIC INITIATIVES COMMITTEE REQUESTED AND OBTAINED BOARD APPROVAL ON THE FOLLOWING: 1) SALC IS WORKING WITH TRIADVOCATES TO BEGIN MONITORING BILLS THAT COULD BE DAMAGING TO OUR ECONOMY AND ARIZONA AND WILL WORK TO DEFEAT SUCH LEGISLATION. 2) SALC ENDORSED THE ABOR RESEARCH BONDING AND WILL WORK FOR ITS PASSAGE; 3) SALC EXPLORED CREATING A ONE-YEAR ACTION TEAM TO IMPROVE RELATIONSHIPS WITH LOCAL ELECTED OFFICIALS.THE BOARD APPROVED FUNDING OF $1,000 FOR AN ARIZONA BUSINESS AND EDUCATION COALITION SCHOOL FINANCE REFORM OPTIONS STUDY.THE BOARD APPROVED FUNDING OF $2,000 FOR AN AMICUS BRIEF FOR MEDICAID RESTORATION. SALC JOINED WITH GPL, THE PHOENIX CHAMBER OF COMMERCE AND THE ARIZONA CHAMBER OF COMMERCE IN FILING A BRIEF TO SUPPORT CONTINUED RESTORATION OF MEDICAID.THE BOARD APPROVED SALC'S ANNUAL CONTRIBUTION OF $5,000 TO THE SOUTHERN ARIZONA DEFENSE ALLIANCE (SADA).CHARTER CHANGE PROJECT - THE COMMUNITY FOUNDATION FOR SOUTHERN ARIZONA (CFSA) AGREED TO FACILITATE THE HIRING OF A CONSULTANT FOR THE CITY'S CHARTER REVIEW COMMITTEE. SALC PROVIDED ITS SUPPORT AS THE CITY OF TUCSON LED THE EFFORT.SALC IS EXPANDING ITS COMMUNICATIONS WITH THE ENTIRE COMMUNITY, CHANGING HOW IT OPERATES AND BECOMING MORE TRANSPARENT VIA THE DASHBOARD PROJECT. SALC HAS PARTNERED WITH THE UNIVERSITY OF ARIZONA AND THE COMMUNITY FOUNDATION ON THE MAKING ACTION POSSIBLE (MAP) DASHBOARD INDICATOR PROJECT, WHICH WILL CONTINUOUSLY TRACK 36 DIFFERENT INDICATORS IN SIX MAJOR CATEGORIES. ADDITIONALLY, THE MAP DASHBOARD WILL COMPARE OUR INDICATORS WITH THE NUMBERS FROM 12 SIMILAR CITIES. SALC IS REINVIGORATING ITS WEBSITE AS WELL AS ESTABLISHING A PRESENCE ON FACEBOOK AND TWITTER IN ORDER TO BETTER COMMUNICATE WITH THE COMMUNITY AND SHARE THE INFORMATION MADE AVAILABLE THROUGH THE MAP DASHBOARD.

**SCIENCE AND INNOVATION FOCUS AREA ACTIONS AND OUTCOMES** THE SALC SCIENCE AND INNOVATION FOCUS AREA OVERSEE SALC'S ENGAGEMENT IN THIS AREA BY SUPPORTING OUR WORK WITH THE FLINN FOUNDATION AND OUR LOCAL EFFORT WITH TREO KNOWN AS BLCSA, THE BIOSCIENCES LEADERSHIP COUNCIL OF SOUTHERN ARIZONA. SALC MEMBER MARA ASPINALL & PRESIDENT RON SHOOPMAN LED THE EFFORT AND ESTABLISHED A STATEWIDE ARIZONA BIOSCIENCE BOARD (ABB) TO PROVIDE LEADERSHIP ON CRITICAL AND DIFFICULT ISSUES FACING THE INDUSTRY. GROWING SOUTHERN ARIZONA'S HIGH-TECH ECONOMY IS A CONTINUING GOAL OF SALC. ON APRIL 9 A LARGE AND DISTINGUISHED GROUP OF BUSINESS AND ELECTED LEADERS JOINED BIOSCIENCE LEADERS FOR THE 2014 BIOSCIENCE ROADMAP UPDATE LUNCHEON. HOSTED BY THE FLINN FOUNDATION AND SALC, THIS SPECIAL MEETING WAS USED TO UNVEIL THE NEXT PHASE OF THE ARIZONA BIOSCIENCE ROADMAP. THE ROADMAP INCLUDES GOALS AND ACTIONS PLANNED THROUGH THE YEAR 2025. WHEN THE PLAN IS FULLY EXECUTED, ARIZONA SHOULD BE A SIGNIFICANT PLAYER IN THE BIOSCIENCES NATIONALLY AND WORLDWIDE. ON JUNE 13, 30 CANDIDATES FOR STATE OFFICE WERE JOINED BY 35 SALC, FLINN FOUNDATION AND BLCSA MEMBERS AT A BIOSCIENCE CANDIDATE FORUM. THE MEETING WAS DESIGNED TO EDUCATE FUTURE STATE LEADERS ON THE VALUE OF GROWING HIGH TECH INDUSTRY, IN PARTICULAR THE BIOSCIENCE SECTOR. THE GREAT TURNOUT OF CANDIDATES AND SUPPORTERS BUILDS ON MANY YEARS OF SIMILAR MEETINGS TO CONVINCE CURRENT AND FUTURE ARIZONA LEGISLATORS OF THE VALUE THAT INVESTING IN BIOSCIENCES GROWTH CAN BRING TO THE STATE.THESE MEETINGS AND SALC'S AGGRESSIVE LEGISLATIVE POLICY AGENDA RESULTED IN SOLID SUPPORT FROM THE GOVERNOR AND LEGISLATURE FOR GROWING HIGH TECH JOBS OVER THE LAST DECADE. NEW RESEARCH FACILITIES HAVE BEEN BUILT AND A RANGE OF PRO-BUSINESS LEGISLATION, SUCH AS R & D TAX CREDITS, HIGHLIGHTS AN IMPRESSIVE LIST OF SUCCESSES..SALC'S COMMITMENT TO GROWING THE BIOSCIENCES IN OUR REGION AND STATE IS CLEARLY REWARDED AS INDICATED IN BATTELLE'S 2014 REPORT ON ARIZONA BIOSCIENCE PROGRESS. IN THE 2012 REPORT, ARIZONA RANKED IN TIER III (MIDDLE QUINTILE) FOR BOTH ESTABLISHMENTS AND EMPLOYMENT. ARIZONA WAS A TIER IV IN LOCATION QUOTIENT, WHICH MEASURES INDUSTRY CONCENTRATION IN THE STATE. IN THE 2014 REPORT, ARIZONA HAS MOVED UP TO TIER II IN THE NUMBER OF ESTABLISHMENTS AND UP TO TIER III IN ITS LOCATION QUOTIENT. **P-20 FOCUS AREA ACTIONS AND OUTCOMES** ON MAR. 7 TUCSON VALUES TEACHERS (TVT) AND SALC CONVENED A WORKING GROUP THAT INCLUDED TOP BUSINESS LEADERS AND EIGHT AREA SUPERINTENDENTS. THEY JOINED FORCES TO DRAFT POSSIBLE SOLUTIONS TO TEACHER WORKFORCE CHALLENGES FACING THE REGION. THE RESULTING RECOMMENDATIONS ARE BEING USED TO DETERMINE CURRENT AND FUTURE ACTIONS.ON MAY 5, SALC MEMBERS AND INVITED GUESTS RECEIVED A NUMBER OF KEY UPDATES ABOUT THE STATE OF EDUCATION IN ARIZONA AND THE TUCSON REGION AND HEARD ABOUT OPPORTUNITIES FOR SALC TO EXPAND ITS ENGAGEMENT AND INFLUENCE. RON SHOOPMAN SHARED THE RESULTS OF SALC'S WORK WITH ITS EDUCATION PARTNERS TO INFLUENCE KEY EDUCATION LEGISLATION, INCLUDING THE DEFEAT OF SEVERAL BILLS THAT WOULD HAVE NEGATIVELY IMPACTED ARIZONA'S NEW COLLEGE AND CAREER READY STANDARDS. OTHER SUCCESSES INCLUDED FUNDING FOR THE STATEWIDE EDUCATION DATA SYSTEM AND A NEW ASSESSMENT TO REPLACE AIMS. SALC ENTERED INTO A PARTNERSHIP AGREEMENT WITH EXPECT MORE ARIZONA. PEARL CHANG ESAU, PRESIDENT AND CEO OF EXPECT MORE, PRESENTED AN OVERVIEW OF THAT ORGANIZATION'S KEY PROGRAMS AND INITIATIVES AS WELL AS THE OPPORTUNITIES FOR SALC TO LEVERAGE ITS RESOURCES AND EDUCATION ADVOCACY ACTIVITIES THROUGH THIS NEW PARTNERSHIP AGREEMENT.THE SALC EDUCATION COMMITTEE COMMITTED TO FURTHER STUDY OF OTHER INITIATIVES PROPOSED IN A RECENT TVT WORKING GROUP SESSION WITH AREA SUPERINTENDENTS. THESE INCLUDE WORKING WITH THE COUNTY TO IDENTIFY REVENUES TO SUPPORT INCREASED TEACHER PAY AND EFFORTS TO EMPOWER TEACHERS TO BECOME A STRONGER EDUCATION ADVOCACY VOICE AND TO LEVERAGE THEIR VOTE IN UPCOMING ELECTIONS.

THE MAYOR AND COUNCIL CREATED THE CHARTER COMMITTEE ON JUNE 3 WITH INSTRUCTIONS TO REVIEW AND RECOMMEND CHANGES TO THE CITY'S CHARTER, WHICH WAS FIRST IMPLEMENTED IN 1929. THE CHARTER, COMPARABLE TO A CONSTITUTION, ESTABLISHES THE ROLES, RESPONSIBILITIES, AUTHORITIES AND RELATIONSHIPS THAT FORM TUCSON CITY GOVERNMENT.**HEALTHCARE FOCUS AREA ACTIONS AND OUTCOMES** ON JUNE 26 SALC HELD A SPECIAL BUSINESS LEADERS MEETING FOLLOWING THE OFFICIAL ANNOUNCEMENT BY UNIVERSITY OF ARIZONA HEALTH NETWORK PRESIDENT AND CEO MIKE WALDRUM OF THE OFFICIAL SIGNING OF THE PRINCIPLES OF AGREEMENT THAT WILL GUIDE NEGOTIATIONS WITH BANNER HEALTH TO CREATE A STATEWIDE, TOP TIER ACADEMIC HEALTH CENTER. THE MEETING PROVIDED AN OPPORTUNITY FOR BUSINESS LEADERS TO HEAR DETAILS ABOUT THE AGREEMENT FROM BOTH UAHN AND BANNER EXECUTIVES, INCLUDING BANNER PRESIDENT/CEO PETER FINE. THE AGREEMENT WILL HAVE A SIGNIFICANT IMPACT BECAUSE IT INCLUDES MAJOR INVESTMENTS IN UPDATING FACILITIES AND INFRASTRUCTURE.**INFRASTRUCTURE FOCUS AREA ACTIONS AND OUTCOMES** AT THE JANUARY MEETING OF THE ARIZONA STATE TRANSPORTATION BOARD STEVE CHRISTY, SALC MEMBER AND CO-CHAIR OF THE INFRASTRUCTURE FOCUS AREA, WAS ELECTED CHAIR OF THE ASTB. HIS LEADERSHIP AND INFLUENCE WOULD BE FELT THROUGHOUT THE YEAR IN KEY INFRASTRUCTURE ISSUES FOR SOUTHERN ARIZONA.ON APRIL 24 JOHN HALIKOWSKI, DIRECTOR OF THE ARIZONA DEPARTMENT OF TRANSPORTATION, SPENT THE DAY AT SALC, PROVIDING OUR MEMBERSHIP AND BUSINESS PARTNERS WITH INSIGHT INTO ADOT'S KEY COMMERCE CORRIDOR CONCEPT. THE MEETING PROVIDED SALC AND OUR INFRASTRUCTURE LEADERSHIP THE OPPORTUNITY TO ENSURE THAT ADOT AND ITS DIRECTOR FULLY UNDERSTAND OUR CONCERNS AND RECOGNIZE OUR SUPPORT AND WILLINGNESS TO LEAD IN DETERMINING THE FUTURE OF INFRASTRUCTURE IN SOUTHERN ARIZONA AND THROUGHOUT THE STATE. TWENTY MEMBERS OF THE SALC-FACILITATED REGIONAL WATER GROUP KNOWN AS THE TUCSON REGIONAL WATER COALITION (TRWC) MET ON MAY 9 AND COMMITTED TO RENEWED ENGAGEMENT ON WATER ISSUES IMPACTING THE BUSINESS COMMUNITY IN SOUTHERN ARIZONA. THE MEETING FOCUSED ON DEFINING WHAT ROLES THE BUSINESS COMMUNITY CAN TAKE THAT CAN POSITIVELY IMPACT WATER ISSUES, SUCH AS CENTRAL ARIZONA PROJECT (CAP) ELECTIONS, THE CENTRAL ARIZONA GROUNDWATER REPLENISHMENT DISTRICT'S TEN-YEAR PLAN, THE CITY OF TUCSON'S WATER ADVISORY COUNCIL AS WELL AS ENGAGEMENT WITH THE GUBERNATORIAL CANDIDATES. THE GROUP COMMITTED TO QUARTERLY MEETINGS AND A REVIEW OF TRWC'S MISSION STATEMENT AND GUIDING PRINCIPLES.IN JULY, THE BUSINESS PARTNERS FOR TRADE AND TRANSPORTATION (BPTT) MET TO DISCUSS THE STATUS OF VARIOUS TRANSPORTATION AND TRADE INITIATIVES AFFECTING OUR REGION. SALC FORMED AND LEADS THIS COALITION OF 25 BUSINESS ORGANIZATIONS AND REPRESENTATIVES FROM KEY TRADE AND TRANSPORTATION AGENCIES TO ENSURE SOUTHERN ARIZONA SPEAKS WITH ONE VOICE ON THESE CRITICAL ECONOMIC ISSUES. THIS MEETING REVIEWED THE KEY ELEMENTS OF THE TRANSPORTATION AND TRADE CORRIDOR ALLIANCE (TTCA) ROADMAP AND THE RECENT FEDERAL ENGAGEMENT ACTIVITIES MADE BY VARIOUS MEMBERS. THE GROUP ALSO HEARD UPDATES ON ADOT INITIATIVES, INCLUDING THE I-11/INTERMOUNTAIN WEST CORRIDOR STUDY AND THE KEY COMMERCE CORRIDOR CONCEPT. BBPT MEMBERS ARIZONA FORWARD, ARIZONA TRANSPORTATION BUILDERS ASSOCIATION (ATB, FORMERLY TUCA) AND THE SOUTHERN ARIZONA HOME BUILDERS ALLIANCE (SAHBA) EACH HAVE TAKEN TRIPS TO D.C. AND ENGAGED WITH OUR FEDERAL LEADERSHIP ON TRANSPORTATION ISSUES. EACH ORGANIZATION CARRIED SIMILAR MESSAGES, IN PART DUE TO THE EFFECTIVENESS OF THE BPTT. THE TRANSPORTATION AND TRADE CORRIDOR ALLIANCE (TTCA) RELEASED ITS ROADMAP, "ARIZONA'S PATH TO GLOBAL MARKET EXPANSION." ON AUG. 13 A SPECIAL MEMBERSHIP MEETING FEATURED SALC AND TTCA MEMBER BRUCE WRIGHT JOINED BY GAIL LEWIS OF ADOT. BRUCE AND GAIL DISCUSSED THE ROADMAP AND THE WAY FORWARD FOR THE VISION, STRATEGIES, AND ACTIONS IT RECOMMENDS. THE FINAL PRODUCT INCLUDED SEVERAL KEY ISSUES RECOGNIZING THE CORRIDOR AS A BORDER-TO-BORDER INITIATIVE, WITH THE INFRASTRUCTURE THROUGH SOUTHERN ARIZONA BEING THE CRITICAL CONNECTION IN ENABLING GROWTH OF TRADE AND COMMERCE WITH MEXICO. THESE CRITICAL INCLUSIONS WERE MADE POSSIBLE BY THE COLLABORATION BETWEEN SALC, PAG AND THE COUNTY AS WELL AS BY THE LEADERSHIP OF CHAIRMAN CHRISTY.IN OCTOBER, THE SALC INFRASTRUCTURE COMMITTEE HELD A MEETING WITH STATE LAND COMMISSIONER VANESSA HICKMAN AND UNION PACIFIC DIRECTOR OF PUBLIC AFFAIRS ZOE RICHMOND TO RECEIVE AN UPDATE ON THE POTENTIAL UP SWITCHING YARD IN THE VICINITY OF RED ROCK. A BUSINESS MEMBER MUST BE THE CHIEF EXECUTIVE OFFICER OR A SENIOR OFFICIAL OF A CORPORATION LOCATED IN ARIZONA OR A SENIOR PARTNER IN A LEGAL, ACCOUNTING, OR PROFESSIONAL FIRM. PARTICIPATION IN THE COUNCIL FROM ANY ONE COMPANY IS TO BE THE SENIOR INDIVIDUAL IN THE FIRM. UPON RECOMMENDATION FROM THE MEMBERSHIP COMMITTEE AND WITH SPECIFIC BOARD APPROVAL ADDITIONAL INDIVIDUALS FROM A FIRM MAY BE CONSIDERED FOR MEMBERSHIP AS LONG AS THE INDIVIDUALS FIT THE CRITERIA OF A SENIOR EXECUTIVE OR PARTNER OF THE FIRM. MEMBERS MUST REMAIN ACTIVE IN THEIR PRIMARY BUSINESS OR OCCUPATION OR, IN THE EVENT OF A CHANGE, MUST ASSUME A POSITION OF COMPARABLE STATUS AND INFLUENCE WITH ANOTHER FIRM OR IN ANOTHER OCCUPATION. BUSINESS MEMBERS SHALL HAVE VOTING RIGHTS. COMMUNITY LEADER MEMBERS SHALL BE INDIVIDUALS HOLDING POSITIONS OF SIGNIFICANT INFLUENCE IN THE COMMUNITY AND AREAS OF INTEREST TO SALC. THESE MEMBERSHIPS ARE NORMALLY BASED ON THE INDIVIDUAL. COMMUNITY LEADER MEMBERS SHALL HAVE VOTING RIGHTS. EMERITUS MEMBERS ARE A VALUABLE RESOURCE TO SALC AND CAN MAKE SUBSTANTIAL CONTRIBUTIONS TO THE OPERATION OF THE ORGANIZATION AND OUR EFFECTIVENESS IN THE COMMUNITY. WHEN MEMBERS IN GOOD STANDING RETIRE OR LEAVE THEIR PRINCIPAL POSITIONS WITH THEIR ORGANIZATIONS, THEY MAY BE OFFERED BY THE BOARD OF DIRECTORS THE OPPORTUNITY TO REMAIN AS MEMBERS EMERITI OF SALC AS LONG AS THEY PAY ANNUAL DUES AS ESTABLISHED BY THE BOARD OF DIRECTORS. EMERITUS MEMBERS SHALL HAVE VOTING RIGHTS. SPECIAL CATEGORIES OF MEMBERSHIP MAY BE ESTABLISHED BY A MAJORITY VOTE OF THE BOARD OF DIRECTORS. ESTABLISHMENT OF A SPECIAL MEMBER CATEGORY IS INTENDED TO ADDRESS A UNIQUE BUSINESS QUALIFICATION, FOCUS OR INTEREST CONCERNING SALC AS IDENTIFIED BY THE BOARD. SPECIAL MEMBERS SHALL HAVE VOTING RIGHTS. ASSOCIATE MEMBERS SHALL BE INDIVIDUALS BELONGING TO AN ORGANIZATION OF INTEREST AS IDENTIFIED AND APPROVED BY THE BOARD OF DIRECTORS. ASSOCIATE MEMBERSHIPS ALLOW POTENTIAL LEADERS THE OPPORTUNITY TO BE EXPOSED TO THE SENIOR LEADERS OF SALC AND ATTEND SALC MEETINGS. ASSOCIATE MEMBERS CAN PARTICIPATE ON COMMITTEES, FOCUS AREAS AND ACTION TEAMS. ASSOCIATE MEMBERS HAVE NO VOTING RIGHTS AND PAY NO DUES.
FORM 990, PART VI, SECTION A, LINE 7A THE NOMINATION AND ELECTION OF DIRECTORS TAKES PLACE AT THE ANNUAL MEETING OF THE MEMBERS. BALLOTS ARE CAST BY VOTING MEMBERS PRESENT AT THE ANNUAL MEETING. BALLOTS MAY ALSO BE SUBMITTED BY MAIL, EMAIL, OR OTHER MEANS PRIOR TO THE COMMENCEMENT OF THE MEETING.
