Other objectives of the Department include: To promote cooperation between neighboring departments so that the economy and force of mutual aid can be effective; To stimulate interest in fire protection and prevention; To assist other public safety agencies in the performance of emergency services. Briefly describe the organization’s mission: The Department was organized in 1942 and incorporated in 1992. The Department provides emergency services under contract by Harris County Emergency Services District #25 ("ESD"), who provides funding for for the Departments operating and capital expenditures. Funding is provided pursuant to an approved annual budget of operating and capital expenditures and monthly reports of amounts advanced by the ESD and amounts actually paid by the Department, and related requests for reimbursement. The Department also receives revenue from amounts billed for responses to fire alarms and non-medical emergency services provided.

Provide fire suppression and emergency services under contract by and within the boundaries of the Harris County Emergency Services District #25.On average, the Department responds to 120 - 130 incidents per month.The Department operates two fire stations staffed by both paid and volunteer personnel 24 hours a day, 7 days a week. This assures a quick response time no matter the time of day.

The Department continued to review operating policies and procedures and revise as necessary to enhance internal controls, and reduce operating costs. Reductions in operating costs have allowed the Department to make certain capital expenditures in 2013, including the purchase of 14 "Air Packs" which are breathing apparatus used inside burning structures.The Departments Bylaws were updated and revised effective April 2013.The Department improved its billing process for fees charged in connection with non-medical emergency services, such as responses to alarms, fires and accidents.The Department created a website to better communicate with the community it serves.The Department enhanced the process to determine the appropriate response to non-emergency calls in order to improve the utilization and conservation of the Department's resources.

Return Reference Explanation
Form 990, Part I In 2012, following allegations of financial impropriety by certain officers of the Department and their subsequent resignations and indictments in Harris County, Texas, and in response to questions and concerns by the new management regarding financial balances reflected on the financial statements of the Department(e.g.: ownership of various large assets and related debt obligations, large unreconciled differences in depreciation and net assets, negative balances, etc.), the Department initiated audits of the books and records for 2011 through 2013. The 2013 audit was completed in 2015, and is the basis for this amended return. This 2013 amended return reflects changes to balances as follows: * Beginning net assets - a reduction of $50,076 reflecting the cumulative changes in net assets for 2011 through 2012 * Total assets increased $705,309, including a decrease in cash of $9,489, an increase in accounts receivable of $600, and increase in property of $277,390 and a decrease in accumulated depreciation of $436,808 * Total liabilities increased $242,048, including an increase in accounts payable of $81,317, an increase in secured mortgage notes payable of $161,848 and a decrease in unsecured loans payable of $1,117 * Total revenue - an increase of $50 * Total expenses - an increase of $239,171, including increases in other salaries and wages of $79,747 and payroll taxes of $1,250, increases in contract labor of $190 and office supplies of $50, increase in depreciation of $167,282, increase in interest expense of $33,073 and decreases in equipment leasing expense of $40,147 other equipment related expenses $2,269.
Form 990, Part VI, Section A, line 4 The Bylaws were changed effective April 2013. These Bylaws establish, among other things, the Board of Directors which are elected by the Members, Offices of the Department and related minimum qualifications and duties, and Classification of Memebers as "Active Volunteer Member", "Probationary Member" and "Duty Crew" and related membership requirements.
Form 990, Part VI, Section A, line 6 The Department's Bylaws establish Membership categories as "Active Volunteer Members", "Probationary Members" and "Duty Crew".
Form 990, Part VI, Section A, line 7a The Department's Members elect the Board of Directors from among it's Membership, as follows: Three (3) positions will be elected in January of even numbered years, and will start their terms on the date of election. These three (3) positions will be open to Active Volunteer members. Two (2) positions will be elected in January of odd numbered years, and will start their terms on the date of election. These two (2) positions will be open to paid Duty Crew members.
