| Form 990, Part III, Line 4d: Other Program Services Description | OTHER PROGRAM SERVICES 4: Virtual Counselor Network (VCN):The Housing Opportunities Collaborative (HOC) created the Virtual Counselor Network (VCN) to link non-profit and professional service providers in order to provide low-to-moderate (LMI) individuals in the Counties of San Diego, Orange, San Bernardino, and Riverside easy access to free, qualified, and personalized housing and financial counseling services.The HOC placed Virtual Empowerment Centers (VECs); computer terminal kiosks equipped with webcams, scanners, and secure real-time connections to Virtual Counselors (VCs), in the offices of its non-profit partners and in strategic community locations. At these VECs, individuals can seek counseling regarding foreclosure prevention/loan modification, first-time home buying, financial capability/asset building, tax preparation/Earned Income Tax Credit (EITC) assistance, and fair housing/landlord-tenant issues.To ensure expeditious delivery of services consistent with collective impact, the Collaborative created the VCN in 2012 to: ~provide clients with immediate access, answers and solutions to resolve their housing or financial issues versus waiting until they can schedule an appointment or reach a counselor;~provide access to multiple services in one place so clients aren't lost from not following up with referrals; ~provide efficiency to non-profit partners so they can serve more low-income clients; and ~serve as an information clearinghouse of housing, financial and other related information so it is easily accessible to clients, and also serve as a clearinghouse for counseling best practices such as sharing knowledge through non-profit cross-training opportunities. The Virtual Counselor Network is and will continue to be an astonishingly successful project. Even with little marketing, the HOC achieved and exceeded its projected metrics, and the VCN continues to receive more visitors every day. By helping clients avoid traveling significant distances to seek out counseling services, VCN saves clients money and provide nonprofit partners with sustainable business solutions including reducing the use of fossil fuels.Individuals seeking counseling can access the VCN in three ways: by using their own computer or mobile device to access its website (www.virtualcounselornetwork.org); by phone (800-826-1502); and most importantly, by visiting a partner location and using a Virtual Empowerment Center (VEC), which is a kiosk-type workstation equipped with a computer connected to the internet, scanner, printer, and audio and video capabilities in a secure communication environment. The HOC hub, which triages clients by processing their intake requests and routing them to the appropriate counselor, saves time and increases efficiency by immediately connecting clients to counselors who can definitively address their issues. The VCN is especially a crucial tool for landlord-tenant/fair housing issues, which have comprised 57 percent of the total services provided through the VCN since it became operational. The VCN has received significant press in local and national media, including being named an Approved Intermediary by the department of Housing and Urban Development (HUD). Finally, with the appropriate funding and an existing, unified coalition of community partners, the VCN has immense potential to be replicated in other locations across the country. |
