We were directed to the officeof Ms. Cambra an I.R.S. representative.Ms. Cambra reviewed the notices and determinations of a former NBPU President.She pointed out that any future reconsideration of that issue would result intaxable income to the former Union President.Ms. Cambra explained that the bylaws describe a personal, allowable expense accountto pay for Union conferences and meetings. However, since ALL Union expenses arepaid for internally the compensation to officers should be considered as paymentfor time spent while meeting and decision making. Therefore, payment for Union representation is considered a stipend, taxable as other income on both federaland state personal income tax returns, not subject to FICA.The Internal Revenue Service code is specific on what is, and is not, taxableincome.
