Facts And Circumstances Test
THE PERCENTAGE OF SUPPORT NORMALLY RECEIVED BY THE FOUNDATION IS SUBSTANTIAL AND FAR GREATER THAN THE MINIMUM THRESHOLD. THE FOUNDATION MAINTAINS A CONTINUOUS AND BONA FIDE PROGRAM FOR SOLICITATION OF FUNDS FROM THE GENERAL PUBLIC AND SURROUNDING COMMUNITY BY ADVERTISING ON OUR WEBSITE TO ACCEPT GIFTS IN MEMORY OF A DECEASED FRIEND OR LOVING FAMILY MEMBER BENEFITING FROM ANY OF THE SPOKANE BAPTIST ASSOCIATION OF HOMES (SBAH) LOCATIONS. WE CONTINUE TO SOLICIT THROUGH SBAH RESIDENTS AND FAMILIES AND THE COMMUNITY BY MEETING WITH THEM PERIODICALLY THROUGHOUT THE YEAR, WORD OF MOUTH, AND ADVERTISING THE GIVING TREE ANY CHANCE WE GET. A CONSULTING GROUP WAS ALSO CONTRACTED DURING THE YEAR TO WRITE AND SOLICIT GRANT FUNDING RELATED TO THE SERVICES THAT SBAH OFFERS. SINCE THE FOUNDATION PROVIDES SUPPORT TO SBAH FOR THE EVER-GROWING GAP BETWEEN RESIDENTS' FINANCIAL NEEDS AND THE COST OF PROVIDING AFFORDABLE HOUSING AND RELATED SERVICES, THESE SOLICITATIONS AND GRANTS WOULD ENSURE THE RESIDENTS' CONTINUED WELL-BEING. THIS CONSULTING GROUP IS KNOWN FOR WORKING CLOSELY WITH SENIOR MANAGEMENT AND THE BOARD TO HELP DEVELOP SUSTAINABLE STREAMS OF FUNDING. AS OUTLINED IN THE BYLAWS, THE FOUNDATION'S BOARD OF TRUSTEES IS COMPRISED OF COMMUNITY MEMBERS REPRESENTING VARIED INTERESTS AND PROFESSIONAL EXPERIENCE OF THE COMMUNITY FROM THE FINANCIAL SECTOR TO RELIGIOUS SECTOR TO SMALL BUSINESS OWNERS TO RETIREES. THE BOARD HAS DEDICATED THEIR TIME TO ENSURING THEY UNDERSTAND THE NEEDS OF THE BROAD INTEREST OF THE PUBLIC. THE FOUNDATION ALSO PROVIDES THE USE OF BUILDING SPACE TO OTHER NON-PROFIT ORGANIZATIONS TO PROVIDE CHARACTER BUILDING, MULTIGENERATIONAL, AND FOSTER GRAND PARENTING PROGRAMS. THIS PARTNERING WITH OTHER NON-PROFIT ORGANIZATIONS IS A NEED IN THE COMMUNITY TO PROVIDE SOCIAL SERVICES TO RESIDENTS IN THE COMMUNITY OF ALL AGES.

FORM 990 - ORGANIZATION'S MISSION
THE FOUNDATION SECURES CHARITABLE CONTRIBUTIONS TO FUND PROGRAMS AND SERVICES THAT ENHANCE THE WELL-BEING, INDEPENDENCE, SECURITY AND DIGNITY OF THE RESIDENTS OF THE LILAC PLAZA, LILAC TERRACE, AND HOLMAN GARDENS RETIREMENT COMMUNITIES WHICH ARE FACILITIES OF SPOKANE BAPTIST ASSOCIATION HOMES (SBAH).
FORM 990, PAGE 6, PART VI, LINE 11B
A COPY OF THE 990 IS PROVIDED TO THE DEVELOPMENT DIRECTOR WHO REVIEWS THE FORM, SCHEDULES AND RELATED ATTACHMENTS PRIOR TO FINAL BOARD REVIEW. ANY COMMENTS OR QUESTIONS ARE ADDRESSED WITH THE PREPARER. ONCE MANAGEMENT IS SATISFIED WITH THE 990, THE BOARD CHAIR SIGNS THE FORM 8879-EO AUTHORIZING THE PREPARER TO E-FILE THE RETURN.
FORM 990, PAGE 6, PART VI, LINE 12C
BOARD MEMBERS RECEIVE, REVIEW, AND SIGN THE CONFLICT OF INTEREST POLICY WHEN THEY BECOME A MEMBER. ONGOING ENFORCEMENT OCCURS THROUGH DISCUSSIONS AT BOARD MEETINGS AS POTENTIAL ISSUES MAY ARISE DURING THE MEMBER'S TERM. IF AN ISSUE ARISES, THE INTERESTED PERSON IS EXCUSED FROM THE MEETING AND THE ISSUE IS VOTED ON. THE BOARD CHAIR MONITORS AND ENFORCES THE POLICY.
FORM 990, PAGE 6, PART VI, LINE 15A
THE FOUNDATION DOES NOT HAVE ANY EMPLOYEES. THE DEVELOPMENT DIRECTOR'S WAGES ARE PAID BY SPOKANE BAPTIST ASSOCIATION HOMES (SBAH). THE SBAH BOARD REVIEWS THE TOP MANAGEMENT COMPENSATION AND COMPARES IT TO SIMILAR LOCAL AND REGIONAL ORGANIZATIONS. THE DIRECTOR DEVOTES APPROXIMATELY 25% OF HER TIME TO FOUNDATION DUTIES.
