Form 990, Part VI, Section B, Line 11b	The Draft Form 990 is distributed by e-mail to board members 5 working days prior to filing. Board members are asked to review and comment on the form.
Form 990, Part VI, Section B, Line 12c	The Management Plans for funds managed and advised by the Northeast Oregon Business Development Board each have conflict of interest guidelines. These guidelines prohibit funds to be loaned to active board members of former board members unless one year has passed since they were board members. This is a very easy policy to ensure compliance with because the board members know they cannot apply for loans and loan proposals would not be brought to the board for consideration unless there were in compliance with this policy.
Form 990, Part VI, Section C, Line 19	The Northeast Oregon Economic Development District maintains documents for NOBD and has regular office hours. Anyone with an interest in NOBD's organizing, conflict of interest and financial statement documents can contact NEOEDD at 541-426-3598 or at their office at 101 NE First Street, Suite 100 in Enrerpise, OR and review the documents.
