Changes to Organizing or Governing Documents	The Bylaws were amended to allow for more than one class of membership; an article was added governing districts, giving the Board of Trustees the authority to create or dissolve regional districts. Districts shall manage their own regional initiatives, but are subject to the governance of the Board of Trustees.The number of members of the Board of Trustees is limited to 21; the option to vote by proxy was deleted. A quorum is defined as a majority of trustees then in office; the Board may act upon a majority vote of Trustees present at the meeting so long as a quorum is present.
