To provide for the oversight, monitoring, assessment, and evaluation of oil spill prevention, safety, response plans, terminal and oil tanker operations, and the environmental impacts of oil related operations in Prince William Sound Alaska.
FORM 990, PART VI, SECTION A, LINE 7A:
PRINCE WILLIAM SOUND REGIONAL CITIZENS' ADVISORY COUNCIL HAS 19 MEMBER ENTITIES WITH 20 VOTING BOARD MEMBERS ESTABLISHED IN ITS BYLAWS. THE MEMBER ENTITIES INCLUDE VILLAGES, CITIES, AND GROUPS REPRESENTING ALASKA NATIVES, CONSERVATION, TOURISM, COMMERCIAL FISHING, AND AQUACULTURE. ALL MEMBER ENTITIES WERE AFFECTED IN SOME WAY BY THE 1989 EXXON VALDEZ OIL SPILL, AND ALL HAVE A SIGNIFICANT STAKE IN THE PREVENTION OF OIL POLLUTION AND PROTECTION OF MARINE RESOURCES IN THE AREA. EACH MEMBER ENTITY DESIGNATES AN INDIVIDUAL TO SERVE AS A VOTING DIRECTOR, WITH THE EXCEPTION OF THE CITY OF VALDEZ, WHICH DESIGNATES TWO VOTING DIRECTORS.

THE 990 IS INITIALLY REVIEWED BY THE FINANCE MANAGER. THE FORM IS ALSO REVIEWED AND A RECOMMENDATION FORMULATED BY THE FINANCE COMMITTEE, WHICH CONSISTS OF FOUR BOARD MEMBERS. THE FULL BOARD OF DIRECTORS IS PRESENTED WITH THE FINANCE COMMITTEE'S RECOMMENDATION AND MAY FURTHER REVIEW THE FORM BEFORE IT IS SUBMITTED TO THE IRS. THE EXECUTIVE DIRECTOR SIGNS THE FORM ON BEHALF OF THE ORGANIZATION.

THE RESPONSES TO THE QUESTIONNAIRE ARE GIVEN TO THE FINANCE COMMITTEE MEMBERS AS PART OF THEIR REVIEW OF THE 990.

DURING 2009, PRINCE WILLIAM SOUND RCAC COMMISSIONED AN INDEPENDENT, COMPREHENSIVE COMPENSATION AND BENEFIT STUDY COVERING ALL POSITIONS IN PWSRCAC INCLUDING THE EXECUTIVE DIRECTOR POSITION. DETAILED JOB DESCRIPTIONS WERE PROVIDED TO THE CONSULTANT COMPLETING THE SURVEY AND THE CONSULTANT USED A NUMBER OF SOURCES TO DEVELOP SALARY RANGES FOR EACH POSITION. THE CONSULTANT ALSO VALIDATED THE COST OF LIVING DIFFERENTIAL USED BY PWSRCAC FOR STAFF LOCATED IN ITS VALDEZ OFFICE. ADDITIONALLY, THE CONSULTANT REVIEWED EXISTING PAID LEAVE POLICIES AND DID NOT RECOMMEND ANY CHANGES TO THEM. THE CONSULTANT FOUND THAT PWSRCAC'S CURRENT PAY SCALES, INCLUDING THAT OF THE EXECUTIVE DIRECTOR, ARE WITHIN A RANGE HE RECOMMENDED. THE CONSULTANT UPDATED THE COMPENSATION STUDY IN 2012. THE FINANCE COMMITTEE AND THE FULL BOARD OF DIRECTORS REVIEW PAY SCALES AS PART OF THE ANNUAL BUDGETING PROCESS.
