They were not on the board at the same point in time.
Form 990, Part VI, Line 11b: Form 990 Review Process	Tax documents are provided to us by Accountant / Accounting company for review and signing before filing. Review is conducted comparing in house accounting system and audit records.
Form 990, Part VI, Line 12c: Explanation of Monitoring and Enforcement of Conflicts	All members of the Board of Directors and supervisors are aware of this policy. Supervisors follow through with their employees. Board of Directors discuss this policy at the annual BOD meeting, in which any newly elected members are seated.
Form 990, Part VI, Line 15a: Compensation Review & Approval Process - CEO, Top Management	The Board of Directors used a lot of data from the Departments of Labor, Foraker surveys, other similar organizations and web-based compensation studies to determine a compensation range for the Executive Director. Through discussions between the Board and the Executive Director a compensation amount was arrived at within that range. The KRAA attorney was brought in by the Board at some point to advise and write up the compensation agreement.
Form 990, Part VI, Line 15b: Compensation Review and Approval Process for Officers and Key Employees	Other officers are paid according to a "schedule" that was set up through the use of Foraker surveys and other similar organizations which is occasionally revised.
