Grantmaking. The Foundation makes grants from the various endowments and funds that it holds. The Foundation has a competitive grants cycle that makes grants only in the Central Texas region to support public charities and government efforts in the following issue areas: arts/culture; education/training; community development/service; environment; health; human services; animal-related services; and recreation/leisure. Additionally, through designated, donor-advised and field of interest funds, the Foundation makes grants to public charities and governmental entities locally, state-wide, nationally and occasionally, internationally.

Scholarships. The Foundation grants scholarships for students attending institutions of higher education and vocation/technical education institutions. All scholarships are paid directly to the educational institution.

Initiatives and Other Community Efforts. The Foundation through a variety of efforts works with non-profit organizations and individuals to raise awareness of community need and the impact that private philanthropy can make. The foundation provides vehicles for individuals to get involved with the community through grant making and community building. Through its Non-Profit Endowment Initiative, the Foundation works with non-profits to start and build their own endowments. The Initiative is also intended to help grow community and donor understanding of endowments and planned giving methods. The foundation also serves as the fiscal sponsor for the charitable projects, such as A Legacy of Giving, which is a program to teach a philanthropy curriculum in public and independent schools, and I Live Here, I Give Here, a program designed to educate donors and increase the number of people in Austin who give and to increase the amount that is given by those donors who do make contribution but at levels below capability.

Return Reference Explanation
Part X, Line 2: The Foundation is exempt from federal income taxes under Section 501(c)(3) of the Internal Revenue Code. Unrelated business income, of which the Foundation had no significant amounts for the years ended December 31, 2014 and 2013, is subject to federal income taxes. Accordingly, there is no provision or liability for federal income taxes in the accompanying financial statements. The Foundation recognizes the tax benefits from uncertain tax positions only if it is more likely than not that the tax positions will be sustained on examination by the taxing authorities, based on the technical merits of the positions. The tax benefits recognized in the consolidated financial statements from such positions are measured based on the largest benefit that had a greater than 50% likelihood of being realized upon ultimate settlement. The Foundation files informational returns in the U.S. federal jurisdiction. With few exceptions, the Foundation is no longer subject to U.S. federal tax examinations by tax authorities for years prior to 2011.

Form 990, Part VI, Section B, line 12c All Board, staff & volunteers must disclose their conflict interest or potential conflict of interest to the Board or Executive Committee to determine if there is an actual conflict. If there is, the person with the conflict cannot vote or be present at the voting of transaction.
Form 990, Part VI, Section B, line 15 Council on Foundations does an annual salary survey of community foundations. This information is then provided to community foundations segmented by asset size and position.
Form 990, Part VI, Section C, line 19 Disclosure of Governing Documents, Conflict of Interest Policies and Financial Statements. The Foundation has copies of its IRS tax-exemption determination letter, Form 990 for multiple years, newsletters, audits for multiple years, and investment performance reports available in pdf format on its website, www.austincf.org. The Foundation will provide its conflict of interest policies, articles of incorporation and bylaws upon request. The Foundation was founded in 1977 and does not have a copy of its Form 1023 and did not have a copy as of July 15, 1987; the Foundation in 2009 requested a copy of the Form 1023 from the Internal Revenue Service and was informed by the Service that the IRS does not have a copy and that organizations created prior to July 15, 1987 are not required to make its Form 1023 available when the organization did not as of July 15, 1987, have a copy of it.
