Briefly describe the organization’s mission: THE UNITED WAY OF ALLEGHENY COUNTY IS A CHANGE AGENT AND EFFICIENT COMMUNITY FUNDRAISER THAT IMPROVES LIVES BY ADDRESSING CRITICAL COMMUNITY NEEDS. BY CONVENING DIVERSE PARTNERS AND INVESTING IN PROGRAMS AND PEOPLE TO ADVANCE SOLUTIONS, THE UNITED WAY CREATES LONG-LASTING CHANGE AND HELPS CHILDREN AND YOUTH SUCCEED, STRENGTHENS AND SUPPORTS FAMILIES BY PROMOTING FINANCIAL STABILITY, ENSURES THE SAFETY AND WELL-BEING OF VULNERABLE SENIORS, ASSISTS PEOPLE WITH DISABILITIES, AND PROVIDES INFORMATION AND REFERRAL SOURCES MEETING BASIC NEEDS FOR RESIDENTS OF SOUTHWESTERN PENNSYLVANIA.

COMMUNITY INITIATIVES/PARTNERSHIPS: PREPARING CHILDREN & YOUTH TO SUCCEED IN SCHOOL & LIFE: In fiscal year ending June, 30, 2015, allocations totaling approximately $5.3 million were made related to the Children and Youth area through agency programs and community initiatives. These investments were made to help children and youth succeed in school by supporting four strategies (early childhood, afterschool, mentoring and tutoring, and school-to-work). Early childhood efforts resulted in preserving high quality early childhood options for children in low income communities and by helping them prepare to enter Kindergarten. Afterschool is being supported through allocations to a number of United Way agencies providing afterschool tutoring and through staffing for a coalition dedicated to helping Allegheny County create a system for afterschool. The Afterschool Coalition also provides grants to agencies to support quality afterschool practices. Mentoring is being addressed as United Way serves as initiator and lead partner in the largest call for volunteer mentors in the region's history. Finally, preparation for careers is occurring through support for agency programs providing career preparation and assistance with placement in employment.

COMMUNITY INITIATIVES/PARTNERSHIPS: ASSISTING FINANCIALLY STRUGGLING ADULTS & FAMILIES: In fiscal year ending June 30, 2015, allocations totaling approximately $6.4 million were provided to support agencies and initiatives related to the Financially Struggling Adults and Families area. These investments provide support for strategies that connect persons in need with resources to increase their self-sufficiency, prevent housing-induced crises and homelessness, and assist in securing or maintaining employment. In addition, one community initiative that received support provided recruitment and training assistance for volunteers to help low-income working families complete their income tax forms and apply for tax benefits for which they are eligible, bringing significant dollars back into their familys budget and into the community. Another initiative focused on providing support services for women during critical times of transition has been implemented.

COMMUNITY SERVICES: HELPING SENIORS: In the fiscal year ending June 30, 2015, allocations totaling approximately $2.3 million were made related to Seniors to support agency programs and community initiatives. Caregiving supports and alternatives to institutionalization were addressed by providing volunteers to help older adults with a variety of tasks that help them stay in their homes and reduce caregiver burden, such as friendly visits, grocery shopping, and even shoveling snow. Support for collaborations of agencies resulted in enhanced and coordinated services for a greater number of seniors so they could remain safely in their homes.

Return Reference Explanation
PART V, LINE 4: Income from the Maurice and Laura Falk Foundation Fund is restricted for use in financing capital requirements of agencies and the United Way of Allegheny County. This income and accumulated appreciation is classified as available for capital expenditures. Income from the other funds is available to support all activities of the United Way of Allegheny County and is reported as unrestricted income. Income from the Dietrich Fund is restricted for use for the Preparing Children and Youth to Succeed in School and LIfe program.
PART X, LINE 2: Accounting principles generally accepted in the United States of America require The United Way of Allegheny Countys management to evaluate tax positions taken by The United Way of Allegheny County and recognize a tax liability (asset) if The United Way of Allegheny County has taken an uncertain position that more likely than not would not be sustained upon examination by a taxing authority. Management has analyzed the tax positions taken by The United Way of Allegheny County and has concluded that, as of June 30, 2015, there are no uncertain tax positions taken or expected to be taken. The United Way of Allegheny County is subject to routine audits by taxing jurisdictions; however, there are currently no audits for any tax periods in progress. Management believes The United Way of Allegheny County is no longer subject to income tax examinations for years prior to 2011.

Part I Description of Procedure for Monitoring Use of Funds: UNITED WAY OF ALLEGHENY COUNTY HAS STAFF ASSIGNED TO PROVIDE OVERSIGHT FOR GRANTS TO PARTNER AGENCIES WITHIN THEIR FOCUS AREA. STAFF WORKING WITH TRAINED VOLUNTEERS REVIEW ANNUAL REPORTS FROM THE AGENCIES TO ASSURE THEY MEET UNITED WAY OF ALLEGHENY COUNTY GUIDELINES. GRANTS ARE UP FOR COMPETITIVE REVIEW EVERY THREE YEARS. PRE-GRANT DUE DILIGENCE IS DONE FOR ORGANIZATIONS RECEIVING DONOR DESIGNATION CONTRIBUTIONS TO VERIFY THEY ARE 100% COMPLIANT WITH IRS REGULATIONS FOR CHARITABLE STATUS. THE VERIFICATION INCLUDES THAT (1) THE AGENCY IS IN COMPLIANCE WITH THE PROVISIONS OF THE PATRIOT ACT AND (2) THE AGENCY IS AN IRS CODE 501 (C) (3) NON-PROFIT ORGANIZATION.
