Part I, Line 2 - Grantmakers Explanation For Monitoring Use of Funds Outside US	The terms of grant awards are specified in writing in the form of a partnership agreement or a grant application/review/approval document, both based on guidelines recommended by the Evangelical Council for Financial Accountability (ECFA). Monitoring the use of funds is accomplished through periodic/scheduled reports from ministry partners (partnership grants) or through a final summary report and evaluation by the recipient of a program or project grant. Formal reports are supplemented by field visits by the 4D staff which include a review of accounting procedures with attention to the particular use of grant funds and their performance as measured against ministry expectations as well as agreed budgets.
Part I, Line 3f - Investments and Expenditures	Grant and other program services disbursements and allocations are contemporaneously entered as transactions in the checking account register by 4D staff on the organization's nonprofit, fund-based, accounting system where they can be viewed by authorized users including support staff, CEO and CFO, outside accountant and members of the board financial review committee. Ministry partner organizations and other grant recipients are identified by separate fund accounts with all related financial activities available for review on the system (secure, cloud-based) in addition to being reported on the monthly income statement and balance sheet. Internal documentation of grant-related instructions (such as authorizations for wire transfers) serves as back-up references for identification and tracking.

Responsibilities include development and coordination of the international short-term, volunteer work team program supporting the ministry of the long-term therapy center in the village of Ozd; improving and managing the foundation property; assisting the therapy center staff as an adjunct member by developing and overseeing the life and work skills component of the residential program; providing assistance to the conferences, meetings, training sessions and youth/children's camps associated with the ministry; assisting the overall development of the ministry as a member of the four-person leadership and management team. OTHER PROGRAM SERVICES 5: Combined Ministries in the Czech Republic under the coordination leadership of the president: Existing partnerships were established/strengthened in the areas of youth and church-planting ministries; translating and publishing projects; continued development of an Internet website for leaders of youth ministries; Internet-based evangelism and outreach; continued development of a Biblical stewardship training program as a cooperative endeavor with the Evangelical Alliance of churches; general engagement and assistance with church and ministry leaders. An Ambassadors Together program, where teams of mostly students are trained and sent out for international outreach in neighboring countries. 	Romania -- 4D Ministries (independent national organization): Ongoing legacy ministry with over 20 years experience in youth, short-term mission and outreach endeavors including local church-based social media and Internet awareness programs for parents and children that is being multiplied throughout the country, university student ministry in Cluj (location of the largest university in the country) with over 400 participants in weekly meetings plus involvement in mid-sized groups oriented toward mission outreach, and extensive summer and year-round camp, conference, mission, church-planting assistance and other programs -- plus direct support of 4D's web-based ministries. A significant special program continues to provide, through matching grants (to stimulate and develop local national church partnerships), support in training, leading, and evaluating short-term missions teams' ministry to Roma (gypsy) and other villages in cooperation with active national church-planting endeavors. This program continues to pursue the goal of expanding the number of teams and enlarging the impact throughout the country. A new initiative is the planting of a missionally-minded local congregation in Cluj with the support of an established local congregation with a long association with 4D and this legacy ministry.

	Direct/Personal Ministry of 4D president: Continuing significant part-time residency and extensive travel throughout Eastern Europe with particular emphasis on meeting with potential national ministry partners to review their aims, programs and projects and then to develop strategies for joint ministry that would be compatible with 4D's commitment to help churches to be missional. In 2015 this resulted in new partnership agreements with a church-planting ministry and a church-revitalization ministry, both in the Czech Republic and program/project support of a ministry in the disputed Transnistria region of Moldova with a significant church-based ministry to youth. Both of these new partnerships are with existing national ministries who already have a substantial record of fruitful service. The president continued to serve as the overall coordinator of five existing partnership ministries in the Czech Republic while service on the board of a long-time ministry partner in Poland and providing significant input to staff and program development initiatives with Romania-4D. He was again invited to serve as a designated mentor in ministry partnerships at the annual European Leadership Forum in Poland. These activities were supplemented by travel in the US to communicate the values, vision and practice of 4D at conferences and meetings -- with attention to further developing the new Kingdom Builders initiative to assist smaller national ministries develop and expand their potential.
