Part V, Line 4: Various charitable grantmaking purposes in the State of Maine and elsewhere throughout the United States.
Part X, Line 2: MaineCF and its supporting organization, Maine Community Supporting Foundation, are tax-exempt organizations as described in Section 501(c)(3) of the Internal Revenue Code (the Code) and are generally exempt from income taxes pursuant to Section 501(a) of the Code and qualify as public charities under Section 170(b)(1)(A)(vi) of the Code. The Edward H. Daveis Benevolent Fund and the Vincent B. and Barbara G. Welch Supporting Organization are exempt from federal income taxes under Section 509(a)(3) of the Code. MaineCF pays unrelated business income taxes on income from certain types of transactions within investment partnerships. Such amounts are not material to the Foundation's activities or financial position. In certain circumstances, tax-exempt organizations may be required to record an obligation for income taxes as the result of a tax position they have historically taken on various tax exposure items including unrelated business income or tax status. Under guidance issued by the Financial Accounting Standards Board, assets and liabilities are established for uncertain tax positions taken or positions expected to be taken in income tax returns when such positions are judged to not meet the "more-likely-than-not" threshold, based upon the technical merits of the position. Estimated interest and penalties, if applicable, related to uncertain tax positions are included as a component of income tax expense. Management has evaluated the Foundation's tax positions and concluded that the Foundation has maintained its tax-exempt status, does not have any significant unrelated business income and has taken no uncertain tax positions that require adjustment to the consolidated financial statements. With few exceptions, the Foundation is no longer subject to income tax examinations by the U.S. Federal or State tax authorities for years before 2012.

Part I, Line 2: Maine Community Foundation only awards grants to qualified US charitable organizations as described in Section 170(c)(1) or (2) of the Internal Revenue Code. Any grants that are ultimately used for activities conducted in foreign countries are initially awarded to US organizations, who pass the money on to a foreign recipient. Grants to organizations are initiated by recommendation from a donor via a grant recommendation form. Prior to awarding any grant, a determination is made that the organization is a 501(c)(3) or a public organization in good standing. An award letter is sent with each grant payment. The award letter clearly states the purpose of the grant and the terms of the award which include that the organization will use the grant only for the purpose stated in the letter. The award letter also states that by depositing the grant check, the organization agrees to and accepts the terms of the award.
Part IV, Line 3 & 4: This Organization did not have an ownership of any foreign corporation that would be greater than the 10% ownership filing threshold. Accordingly, IRS Form(s) 5471 is not required to be filed. The Organization meets the exception for tax-exempt organizations with respect to filing Form 8621. Part I, Line 2: Grant payments to organizations are initiated by recommendation from a donor, review committee, or by the terms outlined in the fund agreement. Grants initiated by a donor or review committee are authorized via a grant recommendation form or minutes of the committee meeting. Grants initiated by the fund agreement are scheduled for payment according to the terms set forth in the fund agreement. Prior to awarding a grant, a determination is made that the organization is a qualified US charitable organization as described in Section 170(c)(1) or (2) of the Internal Revenue Code. For grants to organizations, an award letter is sent with each grant check. The award letter clearly states the purpose of the grant and the terms of the award which include that the organization will use the grant only for the purpose stated in the letter. The award letter also states that by depositing the grant check, the organization agrees to and accepts the terms of the award. There are several follow-up activities employed to monitor the use of grant funds to organizations. For grants issued from a field of interest fund, the organization receiving the grant is expected to prepare a project evaluation. Donors may request project evaluations for grants issued by donor advised funds. Some of the awarding committees meet with grant recipients. Workshops and planning sessions are offered for some of the grant recipients. In some cases, recipients of grants from designated funds are required to submit a report before receiving additional grant money. Grant payments to individuals are initiated by individual high schools or scholarship recommendation committees using a recommendation form. A "Terms of Award Letter" is sent to each student who is awarded a scholarship. The student must sign and return the letter, confirming the school he/she will be attending. If the student does not reply, the award is rescinded. For all scholarship grants to individuals, the check is made payable to both the institution and the student and is mailed to the institution. Along with the check, a letter addressed to the institution and the student is sent explaining the specific purpose of the award and the timeframe it covers. The student is required to sign and return a copy of this letter.

Form 990, Part VI, Section A, line 4 Maine Community Foundation updated its bylaws to include "one or more Vice Presidents" in its officer roster.
Form 990, Part VI, Section B, line 11 The board audit committee reviews Form 990 in detail with management. Once the audit committee has completed its review, is satisfied with the information presented in the document, and any corrections are made, a copy of the Form 990 is sent electronically to all board members for review and comment. Once the alloted period of time for board review has passed, any additional corrections are made and it is filed with the IRS.
Form 990, Part VI, Section B, line 12c Annually, all directors, officers, volunteers and employees are required to read the conflict of interest policy and sign a disclosure form on which each individual acknowledges their obligation to disclose any conflict of interest and comply with the conflict of interest policy. Directors also abstain from voting to approve grants to any organization for which they have an interest.
