POTTAWATTAMIE COUNTY DEVELOPMENT CORPORATION ("PCDC") WAS ORGANIZED TO ASSIST THE CITY OF COUNCIL BLUFFS IN DEVELOPING CHALLENGING UNDERUTILIZED PROPERTIES AND TO ELIMINATE BLIGHT AND ENVIRONMENTAL CONTAMINATION, ALMOST EXCLUSIVELY IN URBAN RENEWAL AREAS ESTABLISHED BY THE CITY. MOST RECENTLY, THE EFFORTS OF PCDC HAVE BEEN CONCENTRATED IN THE DOWNTOWN CORE OF THE CITY WITH THE REDEVELOPMENT OF VACANT AND BLIGHTED PROPERTIES. PCDC HAS ALSO ASSUMED RESPONSIBILITY FOR ADMINISTERING A HISTORIC STOREFRONT GRANT PROGRAM PREVIOUSLY ADMINISTERED BY THE CITY. PCDC IS GOVERNED BY A 13 MEMBER BOARD OF COMMUNITY LEADERS. THE BOARD CURRENTLY HAS TWO BANKERS, TWO ENGINEERS, FIVE BUSINESS OWNERS/MANAGERS, A LAWYER, A TITLE COMPANY MANAGER, AND TWO HEALTH ADMINISTRATORS. THE BOARD ALSO INCLUDES FOUR EX OFFICIO DIRECTOR POSITIONS CONSISTING OF A REPRESENTATIVE OF THE CITY OF COUNCIL BLUFFS, A REPRESENTATIVE OF POTTAWATTAMIE COUNTY, A REPRESENTATIVE OF THE IOWA WEST FOUNDATION AND ONE AT LARGE. PCDC HAS ALSO ESTABLISHED A STRATEGY TO PROVIDE ITS SERVICES TO GOVERNMENT ENTITIES IN OTHER COMMUNITIES IN THE COUNTY. FOR EXAMPLE, PCDC RECEIVED GRANTS FROM THE STATE OF IOWA, THE CITY OF OAKLAND, AND THE WESTERN IOWA DEVELOPMENT ASSOCIATION TO COORDINATE A STUDY OF THE HISTORIC STATUS OF PROPERTIES IN THE CITY OF OAKLAND, IOWA TO CONFIRM WHETHER A NATIONAL HISTORIC DISTRICT COULD BE ESTABLISHED.ALSO, PCDC HAS ADOPTED A POLICY TO CONCENTRATE ON DEVELOPING OTHER PROJECTS IN SLUM AND BLIGHTED AREAS WHERE IT HAS PREVIOUSLY ACQUIRED PROPERTY TO COMPLEMENT OTHER COMMUNITY NEEDS IN COOPERATION WITH THE CITY AND IN CONJUNCTION WITH OTHER NON-PROFIT ENTITIES AND COMMUNITY PARTNERS. FOR EXAMPLE, PCDC COORDINATED A FEASIBILITY STUDY IN CONJUNCTION WITH THE CITY OF COUNCIL BLUFFS, THE IOWA WEST FOUNDATION, AND OTHER LOCAL INTERESTED ENTITIES TO DETERMINE THE FEASIBILITY OF A CULTURAL DISTRICT AND ARTS TRAIL THROUGH THE CENTRAL PART OF THE CITY OF COUNCIL BLUFFS. IN ADDITION TO THE IN-KIND SERVICES FROM THE CITY OF COUNCIL BLUFFS, PCDC RECEIVED GRANTS FROM THE UNION PACIFIC RAILROAD, MUTUAL OF OMAHA, BLACK HILLS ENERGY, THE PETER KIEWIT FOUNDATION, THE SOUTHWEST IOWA FOUNDATION, AND THE IOWA WEST FOUNDATION. PCDC USED THE FUNDS TO ASSIST IN THE DEVELOPMENT OF AN AFFORDABLE HOUSING PROJECT ON PROPERTY PREVIOUSLY OWNED BY PCDC IN THE CENTRAL BUSINESS DISTRICT. THE PROJECT PROVIDES 51% OF THE UNITS FOR AFFORDABLE HOUSING. IN 2010, THE CENSUS TRACT HAD A POVERTY RATE OF 47.7%. PCDC IS ALSO STARTING THE REDEVELOPMENT OF A BLIGHTED TRACT LOCATED NEXT DOOR TO THE ABOVE PROJECT. PCDC HAS DEMOLISHED AND REMOVED THE STRUCTURES ON THAT PARCEL AS IT WAS DETERMINED THAT THE VACANT BUILDINGS HAD DETERIORATED BEYOND THE POINT WHERE THEY COULD BE HISTORICALLY RENOVATED. PCDC HAS BEEN AWARDED A SUBSTANTIAL BROWNFIELDS GRANT WHICH IS AVAILABLE IN CASH TO NON-PROFIT CORPORATIONS FROM THE IOWA ECONOMIC DEVELOPMENT AUTHORITY. IN ADDITION, IT IS ANTICIPATED THAT PCDC WILL BE THE BENEFICIARY OF A PORTION OF BROWNFIELDS HOUSING TAX CREDITS THAT ARE ALSO AVAILABLE. IT IS ALSO ANTICIPATED THAT PCDC WILL ALSO RECEIVE A SUBSTANTIAL ECONOMIC DEVELOPMENT GRANT FROM THE CITY OF COUNCIL BLUFFS TO COMPLETE THIS IMPORTANT PROJECT.ALSO, PCDC OWNS A SUBSTANTIAL WAREHOUSE BUILDING WHICH IT ACQUIRED IN THE SOUTH MAIN URBAN RENEWAL DISTRICT A NUMBER OF YEARS AGO. IT HAS CAUSED THE BUILDING TO BE PLACED ON THE NATIONAL REGISTER OF HISTORIC PLACES. PCDC IS PRESENTLY PARTICIPATING IN DISCUSSIONS WITH MANY COMMUNITY PARTNERS INVOLVED IN ARTS AND HISTORIC CULTURE TO DETERMINE THE BEST USE FOR THE BUILDING IN ASSOCIATION WITH THOSE TYPES OF ENTITIES.
