NO OTHER SINGLE ORGANIZATION HAS THE SCOPE, EXPERTISE AND INFLUENCE TO BRING TOGETHER HUNDREDS OF HUMAN SERVICE AGENCIES, GOVERNMENT, BUSINESSES, PRIVATE FOUNDATIONS AND DEDICATED VOLUNTEERS AROUND A COMMON VISION OF CREATING MAXIMUM IMPACT AND ACHIEVING LONG-LASTING RESULTS. PREPARING CHILDREN TO LEARN - DECADES OF RESEARCH AFFIRM THAT VERY YOUNG CHILDREN GROW, LEARN, DEVELOP AND THRIVE WHEN EXPOSED TO CLOSE, DEPENDABLE, NURTURING RELATIONSHIPS. THE SOCIAL AND EMOTIONAL SKILLS AND COMPETENCIES LEARNED WITHIN THESE RELATIONSHIPS ARE THE FOUNDATION FOR A CHILD'S SUCCESS IN KINDERGARTEN AND THROUGHOUT LIFE. LONG-TERM STUDIES INDICATE THAT DEVELOPMENT IN CHILDREN'S EARLY YEARS HAS A DRAMATIC IMPACT ON SCHOOL READINESS, AND THAT IMPROVING EARLY LEARNING HELPS PREPARE CHILDREN FOR KINDERGARTEN AND A LIFETIME OF ACHIEVEMENT. OUR GOALS ARE TO ENSURE THAT YOUNG CHILDREN ARE BETTER PREPARED TO SUCCEED IN SCHOOL BECAUSE THEIR SOCIAL AND EMOTIONAL NEEDS ARE MET AND THAT FAMILIES HAVE ACCESS TO THE INFORMATION AND RESOURCES THEY NEED TO RAISE AND NURTURE THEIR YOUNG CHILDREN. HERE ARE SOME EXAMPLES OF HOW WE ARE ADDRESSING THE NEEDS OF YOUNG CHILDREN AND THEIR FAMILIES: TOO MANY CHILDREN ARE ENTERING SCHOOL NOT READY TO LEARN. LAST YEAR, OUR WORK RESULTED IN 14,000 YOUNG CHILDREN BEING MORE READY FOR KINDERGARTEN AND 7,500 CHILDREN RECEIVED EARLY INTERVENTION SERVICES AND/OR WERE SCREENED FOR DEVELOPMENTAL DELAYS TO ENSURE THEY ARE DEVELOPING ON TRACK. THROUGH OUR PARTNERSHIP WITH THE CITY OF BOSTON WE OVERSEE THRIVE IN 5, A 10-YEAR PLAN TO ACHIEVE UNIVERSAL SCHOOL READINESS FOR 39,000 YOUNG CHILDREN. THRIVE IN 5 HAS COLLABORATED WITH MULTIPLE PARTNERS AND COMMUNITY-BASED ORGANIZATIONS AROUND SCHOOL READINESS EFFORTS THAT HAVE RESULTED IN AN INCREASE IN THE PERCENTAGE OF YOUNG CHILDREN ENTERING KINDERGARTEN WITH STRONG EARLY LANGUAGE AND LITERACY SKILLS, A KEY ELEMENT OF SCHOOL READINESS.

LIFTING FAMILIES FROM POVERTY- RESEARCH HAS SHOWN THAT FINANCIAL STABILITY IS ESSENTIAL TO IMPROVING THE FUTURE FOR CHILDREN AND FAMILIES. FINANCIAL STABILITY COMES FROM PROVIDING FAMILIES THE RESOURCES AND OPPORTUNITIES THEY NEED TO MEET THEIR BASIC NEEDS, ATTAIN SAFE AND AFFORDABLE HOUSING AND SECURE JOBS THAT PAY FAMILY-SUSTAINING WAGES. UWMB HAS CREATED AN ASSET-BUILDING FRAMEWORK TO MOVE PEOPLE WHO ARE LOW-INCOME INTO THE ECONOMIC MAINSTREAM. UNDERLYING ALL OF THIS IS THE BASIC NECESSITY OF SAFE, AFFORDABLE, PERMANENT HOUSING. A STRONG SUPPLY OF AFFORDABLE HOUSING IS CRITICAL, COUPLED WITH COMMUNITY RESOURCES TO HELP THOSE AT-RISK OR EXPERIENCING HOMELESSNESS TO ACCESS THAT HOUSING SUPPLY. UWMB SUPPORTS SERVICE DELIVERY, CAPACITY BUILDING AND PUBLIC POLICY TO HELP FAMILIES ACHIEVE ECONOMIC SELF-SUFFICIENCY. IN BUILDING A STRONG FRAMEWORK WITH THE ASSETS FAMILIES NEED TO THRIVE AND GAIN ECONOMIC SECURITY, UWMB HELPS FAMILIES TODAY AND STRENGTHENS THEIR CAPACITY TO SUCCEED IN THE LONG-TERM. HERE ARE SOME EXAMPLES OF HOW WE ARE ADDRESSING THE NEEDS OF FAMILIES IN OUR REGION: 1. MANY FAMILIES STRUGGLE TO MEET THEIR BASIC NEEDS. LAST YEAR UWMB HELPED 180,000 PEOPLE WITH EMERGENCY ASSISTANCE, INCLUDING FOOD, HEAT AND HOUSING. 2.FAMILY HOMELESSNESS IS AT AN ALL-TIME HIGH. LAST YEAR WE PREVENTED OVER 9,000 FAMILIES FROM BECOMING HOMELESS. 3. MANY FAMILIES LACK THE TOOLS AND RESOURCES TO ACHIEVE FINANCIAL STABILITY. UWMB HELPED 13,000 INDIVIDUALS TO GAIN SKILLS AND/OR OBTAIN, RETAIN OR ADVANCE EMPLOYMENT. UWMB ALSO INCREASED ACCESS TO FREE TAX FILING SERVICES IN SEVEN CITIES/TOWNS AND RAISED PUBLIC AWARENESS ABOUT THE EARNED INCOME TAX CREDIT (EITC) TO HELP GENERATE OVER $8.8 MILLION IN REFUNDS TO 4,975 LOW-INCOME, WORKING FAMILIES. IN ADDITION, UWMB LAUNCHED A FOUR NEW FINANCIAL STABILITY CENTERS IN ADDITION TO ITS TWO EXISTING CENTERS. THIS TRAILBLAZING NETWORK OF ALL-UNDER-ONE-ROOF SERVICES HELPS LOW-INCOME INDIVIDUALS AND FAMILIES GET BACK ON THEIR FEET AND STAY THERE. IN 2014, 77% OF PARTICIPANTS ACHIEVED A FINANCIAL MILESTONE SUCH AS IMPROVING THEIR CREDIT SCORE (SOME BY AS MUCH AS 31 POINTS), NET WORTH AND/OR NET INCOME.

OUR GOALS IN THIS AREA ARE THAT YOUTH WILL HAVE ACCESS TO ACADEMIC PROGRAMS THAT KEEP STUDENTS ON TRACK TO GRADUATE, MENTORS THAT INSPIRE YOUTH TO STAY IN SCHOOL AND INITIATIVES THAT FOSTER LEADERSHIP SKILLS AND CREATE BONDS TO THE COMMUNITY. HERE ARE SOME EXAMPLES OF HOW WE ARE ADDRESSING THE NEEDS OF YOUNG PEOPLE IN OUR REGION: LAST YEAR 23,000 YOUTH WERE BETTER ABLE TO SUCCEED IN SCHOOL AND GRADUATE ON TIME; 11,000 YOUTH WERE LESS LIKELY TO ENGAGE IN RISKY BEHAVIORS; AND 3,000 YOUTH WERE IN HIGH-QUALITY, ONE-ON-ONE YOUTH MENTORING RELATIONSHIPS. THROUGH OUR INNOVATIVE SUMMER LEARNING COLLABORATIVE, A STATEWIDE COLLABORATIVE AIMED AT INCREASING LITERACY AND REDUCING SUMMER LEARNING LOSS, 85% OF THE 2,700 PARTICIPATING STUDENTS AVOIDED SUMMER LEARNING LOSS AND 69% INCREASED THEIR READING SKILLS.

THE NET ASSETS ASSOCIATED WITH ENDOWMENT FUNDS INCLUDING FUNDS DESIGNATED BY THE BOARD OF DIRECTORS TO FUNCTION AS ENDOWMENTS, ARE CLASSIFIED AND REPORTED BASED ON THE EXISTENCE OR ABSENCE OF DONOR-IMPOSED RESTRICTIONS. WE BELIEVE THAT FAMILIES ARE SOCIETY'S GREATEST ASSET AND THAT BY BRINGING THE COMMUNITY TOGETHER TO HELP EACH FAMILY REACH THEIR FULL POTENTIAL WE LAY THE FOUNDATION FOR A STRONG, STABLE REGION AND ROBUST ECONOMY THAT BENEFITS EVERYONE. Form 990, Part VI, Line 15a Process to establish compensation of top management official Each year, the Compensation Committee, which is comprised of Board and non-Board members, reviews compensation, benchmarks and performance metrics for the top five positions in the leadership of the organization including the President and Chief Executive Officer. Every three years, the Compensation Committee also completes a review of the external compensation market by engaging an executive compensation consultant to review the compensation and benefits package and set benchmarks for each position. The last comprehensive compensation review by an external compensation consultant was completed in 2012. All compensation changes are reviewed and approved each year by the Board of Directors following review and approvals by the Compensation Committee and the Executive Committee of the Board. This year the final Board approval was completed in October 2014 and documented in the meeting minutes. The Chairperson of the Compensation Committee who is also a member of the Board of Directors creates and maintains the documentation of the deliberations of the Committee meetings and decisions regarding the compensation decisions.
